綠色生態(tài)城區(qū)建設(shè)效果評(píng)價(jià)研究

【摘要】:在自然資源過(guò)度開(kāi)發(fā)、生態(tài)環(huán)境嚴(yán)重破壞、氣候條件嚴(yán)重惡化等一些生態(tài)環(huán)境問(wèn)題的制約下,綠色生態(tài)城區(qū)由于節(jié)約資源、節(jié)約能源、改善居住環(huán)境等優(yōu)越性,成為破解城市發(fā)展瓶頸的一種新型城市發(fā)展模式。在綠色低碳經(jīng)濟(jì)驅(qū)動(dòng)、快速城鎮(zhèn)化發(fā)展要求、生態(tài)文明建設(shè)的共同作用下,我國(guó)掀起綠色生態(tài)城區(qū)建設(shè)熱潮。然而,綠色生態(tài)城區(qū)建設(shè)周期長(zhǎng)、規(guī)模大、建設(shè)效益顯性化時(shí)間較長(zhǎng),建設(shè)控制難度大,需要進(jìn)行建設(shè)效果評(píng)價(jià),從而實(shí)現(xiàn)對(duì)綠色生態(tài)城區(qū)建設(shè)的控制和引導(dǎo)。 本文以綠色生態(tài)城區(qū)的建設(shè)效果為評(píng)價(jià)對(duì)象,主要有綠色生態(tài)城區(qū)建設(shè)效果分析、建設(shè)效果評(píng)價(jià)指標(biāo)體系和建設(shè)效果評(píng)價(jià)模型三個(gè)方面內(nèi)容。綠色生態(tài)城區(qū)建設(shè)效果分析闡述綠色生態(tài)城區(qū)規(guī)劃、建設(shè)、運(yùn)營(yíng)全壽命周期內(nèi)的建設(shè)管理活動(dòng),分析城區(qū)的綠色建筑、綠色市政、生態(tài)經(jīng)濟(jì)等構(gòu)成要素,論述綠色生態(tài)城區(qū)建設(shè)應(yīng)實(shí)現(xiàn)的環(huán)境效益、經(jīng)濟(jì)效益和社會(huì)效益。綠色生態(tài)城區(qū)建設(shè)效果評(píng)價(jià)指標(biāo)體系通過(guò)對(duì)已有研究指標(biāo)體系進(jìn)行頻度統(tǒng)計(jì),并經(jīng)專家調(diào)查和案例研究進(jìn)行修改完善,最終形成了包含環(huán)境效益、經(jīng)濟(jì)效益、社會(huì)效益、管理成效等4個(gè)維度、共28項(xiàng)指標(biāo)的評(píng)價(jià)指標(biāo)體系。建設(shè)效果評(píng)價(jià)模型應(yīng)用層次分析法確定指標(biāo)權(quán)重后,根據(jù)相關(guān)政策、建設(shè)實(shí)踐確定指標(biāo)評(píng)價(jià)標(biāo)準(zhǔn),以實(shí)現(xiàn)對(duì)綠色生態(tài)城區(qū)建設(shè)效果評(píng)價(jià)。最后,將構(gòu)建的指標(biāo)體系和評(píng)價(jià)模型應(yīng)用于天津中新生態(tài)城進(jìn)行實(shí)證分析,驗(yàn)證了評(píng)價(jià)體系的有效性和可行性。
[Abstract]:Under the constraints of some ecological environmental problems, such as over-exploitation of natural resources, serious destruction of ecological environment and serious deterioration of climatic conditions, green ecological urban areas have the advantages of saving resources, saving energy, improving the living environment, and so on. It has become a new urban development model to solve the bottleneck of urban development. Under the common action of green low carbon economy, rapid urbanization development and ecological civilization construction, the construction of green ecological urban area has been upsurge in our country. However, the construction period of green ecological city is long, the scale is large, the construction benefit is obvious for a long time, and the construction control is difficult, so it is necessary to evaluate the construction effect so as to realize the control and guidance to the construction of green ecological city. This paper takes the construction effect of the green ecological city as the evaluation object, mainly includes three aspects: the analysis of the construction effect of the green ecological city, the evaluation index system of the construction effect and the evaluation model of the construction effect. The construction effect of green ecological urban area is analyzed. The construction and management activities in the whole life cycle of green ecological urban area are described. The green building, green municipal administration, ecological economy and other components of urban area are analyzed. This paper discusses the environmental, economic and social benefits that should be realized in the construction of green ecological urban areas. The evaluation index system of the construction effect of the green ecological city zone through the frequency statistics of the existing research index system, and modified and perfected by the expert investigation and the case study, finally formed including the environmental benefit, the economic benefit, the social benefit. Management effectiveness and other four dimensions, a total of 28 indicators of the evaluation index system. The evaluation model of construction effect is used to determine the weight of index by AHP, and according to the relevant policies, the evaluation standard of index is determined according to the practice of construction, so as to realize the evaluation of the effect of construction of green ecological urban area. Finally, the index system and evaluation model are applied to Tianjin Zhongxin Ecological City for empirical analysis to verify the effectiveness and feasibility of the evaluation system.
