【摘要】：進入21世紀(jì)以來，城市中普遍存在的“三高一低”型經(jīng)濟增長方式，已不符合新型城鎮(zhèn)化建設(shè)，經(jīng)濟可持續(xù)發(fā)展的要求。這使得人類努力尋求新的城市發(fā)展模式——創(chuàng)新型城市。目前，煙臺市面臨著經(jīng)濟發(fā)展的技術(shù)含量低、產(chǎn)業(yè)結(jié)構(gòu)失衡、生產(chǎn)方式粗放等問題，且通過調(diào)查發(fā)現(xiàn)，關(guān)于煙臺市城市創(chuàng)新能力的研究文獻還為數(shù)不多。所以，，本文依據(jù)新經(jīng)濟增長、創(chuàng)新系統(tǒng)理論，以煙臺市為研究對象，首先運用主成分分析法對煙臺市自主創(chuàng)新能力進行評價；其次利用投入/產(chǎn)出模型與數(shù)據(jù)包絡(luò)分析法將煙臺市與青島市自主創(chuàng)新能力進行橫向比較分析；得出煙臺市在創(chuàng)新型科技投入，企業(yè)技術(shù)創(chuàng)新，產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，創(chuàng)新環(huán)境改善等方面還有待于提高。從而有針對性的提出提升煙臺市自主創(chuàng)新能力的途徑。 本文從6個部分對煙臺市城市創(chuàng)新能力進行了研究，具體內(nèi)容如下： 第一章：主要闡述本文研究的背景和意義、研究的主要內(nèi)容、思路以及技術(shù)路線。 第二章：首先，從城市創(chuàng)新能力的定義、評價體系、模型方法三個方面，收集與整理國內(nèi)外研究文獻，以及本文對前人研究文獻的評述。其次，論述了新經(jīng)濟增長理論、創(chuàng)新系統(tǒng)相關(guān)理論。最后，介紹了文章的研究方法。 第三章：依據(jù)城市創(chuàng)新能力指標(biāo)體系構(gòu)建的原則，建立煙臺市城市創(chuàng)新能力評價指標(biāo)體系。 第四章：首先介紹了煙臺市的基本概況，研究的地域單元及數(shù)據(jù)來源。然后，分別對2001～2011年煙臺市的知識創(chuàng)新能力、技術(shù)創(chuàng)新能力、創(chuàng)新經(jīng)濟績效、創(chuàng)新環(huán)境、綜合創(chuàng)新能力五個方面進行主成分分析，找出影響煙臺市創(chuàng)新能力提升的指標(biāo)因子。最后，選擇創(chuàng)新型城市—青島與煙臺市進行橫向比較。將兩市2002～2011年10年間城市創(chuàng)新發(fā)展的投入、產(chǎn)出、綜合效率進行比較，找出煙臺市創(chuàng)新發(fā)展的優(yōu)勢與不足。 第五章：根據(jù)11年煙臺市自主創(chuàng)新能力狀態(tài)以及與青島市的橫向比較，有針對性的提出利于煙臺市創(chuàng)新能力提升的途徑。第六章：結(jié)論與展望�？偨Y(jié)本文主要結(jié)論，提出本文的特色與不足之處。
[Abstract]:Since twenty-first Century, the "three high and one low" economic growth mode, which is common in cities, does not conform to the new type of urbanization and the demand of sustainable economic development. This makes the human endeavor to seek new urban development mode, the innovative city. At present, Yantai is facing the low technological content of economic development and the imbalance of the industrial structure. It is found that there are few research documents about the urban innovation ability of Yantai city. Therefore, based on the new economic growth, the innovation system theory and the Yantai city as the research object, this paper first uses the principal component analysis method to evaluate the self main innovation ability of Yantai city; secondly, it uses the input / output model. The method of data envelopment analysis and data envelopment analysis (DEA) is used to compare the independent innovation ability of Yantai city and Qingdao city. It is concluded that Yantai is still to be improved in innovative technology investment, enterprise technological innovation, industrial structure adjustment, and innovation environment improvement. Thus, the ways to improve the independent innovation ability of Yantai are put forward.
This paper studies Yantai's urban innovation capability from 6 parts. The details are as follows:
Chapter 1: mainly expounds the background and significance of this study, the main contents, ideas and technical line.
The second chapter: first, from the definition of the city innovation ability, the evaluation system, the model method three aspects, collect and collate the domestic and foreign research literature, as well as the review of the previous research literature. Secondly, the new economic growth theory and the innovation system related theories are discussed. Finally, the research methods of the article are introduced.
The third chapter: according to the principles of building the index system of urban innovation capability, we set up the evaluation index system of Yantai's urban innovation capability.
The fourth chapter is to introduce the basic situation of Yantai, the regional unit and the data source of the study. Then, the paper analyses the knowledge innovation ability, the technological innovation ability, the innovation economic performance, the innovation environment and the comprehensive innovation ability of the city of Yantai, and finds out the index of the improvement of the innovation ability of the city of Yantai. In the end, we choose the innovative city - Qingdao and Yantai to make a horizontal comparison, and compare the input, output and comprehensive efficiency of the two cities' urban innovation and development in the last 2002~2011 years and 10 years, and find out the advantages and disadvantages of the innovation and development of the city.
The fifth chapter: according to the state of independent innovation ability of Yantai city in 11 years and the horizontal comparison with Qingdao City, it puts forward the way to improve the innovation ability of Yantai city. The sixth chapter: conclusion and prospect. Summarize the main conclusions of this paper and put forward the characteristics and shortcomings of this paper.
