【摘要】：石油作為當(dāng)今世界核心能源之一，對(duì)基礎(chǔ)工農(nóng)業(yè)生產(chǎn)、化學(xué)工藝、國(guó)防建設(shè)、交通運(yùn)輸有著極其重要的作用，關(guān)系著國(guó)家的經(jīng)濟(jì)命脈。油田地面工程作為石油工程建設(shè)主要組成部分，在石油工業(yè)生產(chǎn)建設(shè)中占有舉足輕重的地位。油田地面工程項(xiàng)目的建設(shè)周期長(zhǎng)、投入大，一個(gè)項(xiàng)目總投資一般均在百萬(wàn)甚至千萬(wàn)元內(nèi)。隨著社會(huì)的不斷發(fā)展，能源需求的不斷增加，油田地面工程建設(shè)項(xiàng)目陸續(xù)上馬建設(shè)，其投資額度也在逐年遞增。因此，對(duì)投入資金的使用與控制進(jìn)行研究具有現(xiàn)實(shí)意義。 本文以國(guó)內(nèi)外油田地面工程項(xiàng)目已有學(xué)術(shù)成果作為指導(dǎo)基礎(chǔ)，采用理論與實(shí)際、定性與定量相結(jié)合的方法，對(duì)油田地面工程建設(shè)項(xiàng)目投資控制進(jìn)行研究。首先，了解相關(guān)的理論知識(shí)，明確了油田地面工程建設(shè)項(xiàng)目、油田地面工程建設(shè)項(xiàng)目投資控制的含義與內(nèi)容，并確定解釋結(jié)構(gòu)模型的工作程序與內(nèi)容。其次，分析了油田地面工程建設(shè)項(xiàng)目投資控制現(xiàn)狀，從不同階段、不同層面分析油田地面工程建設(shè)項(xiàng)目投資控制普遍存在的問(wèn)題。再次，深入現(xiàn)場(chǎng)調(diào)查，通過(guò)采訪、填寫調(diào)查問(wèn)卷等方式，，篩選影響油田地面工程建設(shè)項(xiàng)目投資控制的因素，構(gòu)建了油田地面工程建設(shè)項(xiàng)目投資控制的解釋結(jié)構(gòu)模型。運(yùn)用解釋結(jié)構(gòu)模型對(duì)油田地面工程建設(shè)項(xiàng)目投資控制的各因素之間影響關(guān)系進(jìn)行分析，據(jù)此得到主要影響因素。同時(shí)，將油田地面工程建設(shè)項(xiàng)目投資控制方法應(yīng)用到實(shí)際案例中，分析投資控制的效果。最后，依據(jù)油田地面工程建設(shè)項(xiàng)目投資控制現(xiàn)狀、存在的問(wèn)題及解釋結(jié)構(gòu)模型得出的不同層次結(jié)果，有針對(duì)性地提出油田地面工程建設(shè)項(xiàng)目投資控制的具體對(duì)策。
[Abstract]:As one of the core energy sources in the world, petroleum plays an extremely important role in basic industrial and agricultural production, chemical technology, national defense construction and transportation, and is related to the national economic lifeline. As the main part of petroleum engineering construction, oil field surface engineering plays an important role in the production and construction of petroleum industry. The construction period of oil field surface engineering project is long and the investment is large. The total investment of a project is generally within millions or even ten million yuan. With the development of society and the increase of energy demand, oil field surface engineering construction projects have been started, and the investment amount is increasing year by year. Therefore, it is of practical significance to study the use and control of investment funds. Based on the existing academic achievements of oil field surface engineering projects at home and abroad, this paper studies the investment control of oil field surface engineering projects by combining theory with practice, qualitative and quantitative methods. First of all, we understand the relevant theoretical knowledge, clarify the meaning and content of the oil field surface engineering construction project and the investment control of the oil field surface engineering construction project, and determine the work procedure and content of the interpretation structure model. Secondly, the paper analyzes the present situation of investment control of oilfield surface engineering construction project, and analyzes the common problems in investment control of oil field surface engineering construction project from different stages and different levels. Thirdly, through the way of interview and questionnaire, the factors that affect the investment control of oilfield surface engineering construction project are selected, and the explanatory structure model of oilfield surface engineering construction project investment control is constructed. Based on the analysis of the relationship between the factors of investment control in oil field surface engineering construction projects, the main influencing factors are obtained by using the explanatory structure model. At the same time, the investment control method of oil field surface engineering construction project is applied to actual cases, and the effect of investment control is analyzed. Finally, according to the present situation of investment control of oil field surface engineering construction project, the existing problems and the results of different levels obtained by explaining the structure model, the specific countermeasures for investment control of oil field surface engineering construction project are put forward.
