【摘要】：在科技進(jìn)步與經(jīng)濟(jì)全球化的推動(dòng)下,中國(guó)物流產(chǎn)業(yè)已經(jīng)成為現(xiàn)代經(jīng)濟(jì)的重要組成部分,成為吸納就業(yè)、促進(jìn)生產(chǎn)、拉動(dòng)消費(fèi)的重要舉措,成為中國(guó)經(jīng)濟(jì)增長(zhǎng)的新的增長(zhǎng)點(diǎn)。山西省地處內(nèi)陸中部,地理位置承東啟西,煤炭資源豐富,不僅具有區(qū)位優(yōu)勢(shì),同時(shí)具有發(fā)展物流業(yè)的潛力。目前,山西省雖然是一個(gè)物流量大省,但卻不是一個(gè)物流產(chǎn)業(yè)強(qiáng)省,因此研究山西省物流產(chǎn)業(yè)的效率,分析山西省物流效率不足的原因,以尋求提高山西省物流產(chǎn)業(yè)效率的措施,對(duì)于保證山西省物流產(chǎn)業(yè)的穩(wěn)定、持續(xù)、協(xié)調(diào)發(fā)展具有現(xiàn)實(shí)意義。 本文通過(guò)對(duì)物流產(chǎn)業(yè)集聚及物流產(chǎn)業(yè)效率的理論知識(shí)進(jìn)行梳理,在國(guó)內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上,首先對(duì)山西省物流產(chǎn)業(yè)的基礎(chǔ)設(shè)施狀況、政策環(huán)境狀況、物流企業(yè)發(fā)展?fàn)顩r等進(jìn)行定性分析,分析了山西省物流產(chǎn)業(yè)的發(fā)展優(yōu)勢(shì)及不足。之后提出本文采用的DEA研究方法,介紹了文中采用的CCR、BCC模型和Malmquist指數(shù)法的經(jīng)濟(jì)含義,結(jié)合山西省物流產(chǎn)業(yè)的具體狀況,建立了山西省物流產(chǎn)業(yè)效率評(píng)價(jià)指標(biāo)體系。并在歷史數(shù)據(jù)的基礎(chǔ)上,利用DEAP2.1軟件,計(jì)算出中國(guó)大陸除西藏外30個(gè)省、自治區(qū)、直轄市的物流產(chǎn)業(yè)的技術(shù)效率、純技術(shù)效率、規(guī)模效率,對(duì)山西省的物流產(chǎn)業(yè)效率值進(jìn)行橫向截面剖析,同時(shí)運(yùn)用Malmquist指數(shù)法對(duì)山西省物流產(chǎn)業(yè)效率的發(fā)展進(jìn)行時(shí)間序列上的測(cè)度分析。 通過(guò)研究分析得出,山西省物流產(chǎn)業(yè)效率雖然逐年在提高,但總體低于全國(guó)平均水平,物流產(chǎn)業(yè)從業(yè)人員數(shù)存在投入冗余,物流網(wǎng)絡(luò)里程存在利用率不高問(wèn)題,同時(shí)貨物周轉(zhuǎn)量存在產(chǎn)出不足問(wèn)題。綜合分析,發(fā)現(xiàn)山西省物流產(chǎn)業(yè)發(fā)展的主要問(wèn)題是：物流資源分配不合理,仍未發(fā)掘出物流資源應(yīng)有的能力。最后,針對(duì)山西省物流產(chǎn)業(yè)現(xiàn)狀及DEA分析結(jié)果,提出相關(guān)政策建議,以促進(jìn)山西省物流產(chǎn)業(yè)健康可持續(xù)發(fā)展。 本文的創(chuàng)新之處在于：通過(guò)借鑒國(guó)內(nèi)外關(guān)于物流產(chǎn)業(yè)效率研究的相關(guān)成果,根據(jù)相關(guān)理論基礎(chǔ)并結(jié)合數(shù)據(jù)包絡(luò)分析法中指標(biāo)的選取原則,從人力、物力、財(cái)力方面構(gòu)建輸入指標(biāo),從數(shù)量、質(zhì)量方面構(gòu)建輸出指標(biāo),建立山西省物流產(chǎn)業(yè)效率的評(píng)價(jià)指標(biāo)體系；同時(shí)為了更加準(zhǔn)確、全面的對(duì)山西省物流產(chǎn)業(yè)效率進(jìn)行測(cè)度分析,綜合運(yùn)用DEA-CCR模型、DEA-BCC模型以及DEA-Malmquist指數(shù)方法,從橫向截面與時(shí)間序列兩方面對(duì)山西省物流產(chǎn)業(yè)效率值進(jìn)行測(cè)度分析。橫向截面上,對(duì)山西省的技術(shù)效率、純技術(shù)效率、規(guī)模效率進(jìn)行綜合比較分析；時(shí)間序列上,對(duì)山西省物流產(chǎn)業(yè)的全要素生產(chǎn)率變動(dòng)、技術(shù)效率變動(dòng)以及技術(shù)進(jìn)步變動(dòng)的發(fā)展速度進(jìn)行比較分析,最后得出山西省物流產(chǎn)業(yè)效率值的靜態(tài)排名結(jié)果及動(dòng)態(tài)變化狀況,并對(duì)測(cè)度結(jié)果進(jìn)行分析。
[Abstract]:Driven by the advancement of science and technology and economic globalization, China's logistics industry has become an important part of the modern economy, an important measure to absorb employment, promote production and stimulate consumption, and has become a new growth point of China's economic growth. Shanxi Province is located in the central part of the inland area. It has abundant coal resources and has the potential to develop logistics industry. At present, although Shanxi Province is a province with large logistics flow, it is not a strong province of logistics industry. Therefore, the paper studies the efficiency of Shanxi logistics industry and analyzes the reasons for Shanxi's insufficient logistics efficiency. It is of practical significance to seek measures to improve the efficiency of logistics industry in Shanxi Province to ensure the stability, sustainability and coordinated development of the logistics industry in Shanxi Province. This paper combs the theoretical knowledge of logistics industry agglomeration and logistics industry efficiency, based on the relevant literature at home and abroad, first of all, the situation of infrastructure and policy environment of Shanxi logistics industry. The development situation of logistics enterprises is analyzed qualitatively, and the advantages and disadvantages of Shanxi logistics industry are analyzed. Then the paper puts forward the DEA research method, introduces the economic meaning of the CCRN BCC model and Malmquist index method, and establishes the evaluation index system of logistics industry efficiency in Shanxi Province combined with the specific situation of the logistics industry in Shanxi Province. On the basis of historical data and using DEAP2.1 software, the technical efficiency, pure technical efficiency and scale efficiency of logistics industry in 30 provinces, autonomous regions and municipalities directly under the Central Government in mainland China are calculated. This paper analyzes the efficiency value of logistics industry in Shanxi Province, and uses Malmquist index method to measure and analyze the development of logistics industry efficiency in Shanxi Province in time series. Through research and analysis, it is concluded that the efficiency of logistics industry in Shanxi Province is improving year by year, but it is generally lower than the national average level, the number of employees in logistics industry is redundant, and the utilization ratio of logistics network mileage is not high. At the same time, there is insufficient output in the turnover of goods. Through comprehensive analysis, it is found that the main problems in the development of logistics industry in Shanxi Province are that the distribution of logistics resources is unreasonable and the capacity of logistics resources has not been explored. Finally, according to the current situation of logistics industry in Shanxi Province and the results of DEA analysis, the paper puts forward some relevant policy suggestions to promote the healthy and sustainable development of logistics industry in Shanxi Province. The innovation of this paper is: by referring to the domestic and foreign research on logistics industry efficiency, according to the relevant theoretical basis and combined with the selection principle of indicators in the data envelopment analysis, from the human, material resources, In terms of financial resources, the input index, the output index from the quantity and quality, and the evaluation index system of the logistics industry efficiency in Shanxi Province are established. At the same time, in order to be more accurate and comprehensive to measure and analyze the efficiency of the logistics industry in Shanxi Province, By using DEA-CCR model DEA-BCC model and DEA-Malmquist index method, this paper measures and analyzes the efficiency of Shanxi logistics industry from two aspects: transverse section and time series. On the horizontal section, the technical efficiency, pure technical efficiency and scale efficiency of Shanxi Province are compared and analyzed. In time series, the change of total factor productivity of logistics industry in Shanxi Province is analyzed. The development speed of technological efficiency change and technological progress change is compared and analyzed. Finally, the static ranking result and dynamic change state of Shanxi logistics industry efficiency value are obtained, and the measurement results are analyzed.
