新型城鎮(zhèn)化下武漢遠(yuǎn)城區(qū)生態(tài)環(huán)境評(píng)價(jià)及發(fā)展路徑研究

【摘要】:城鎮(zhèn)化是一個(gè)國家實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展的必經(jīng)之路,也是21世紀(jì)全世界經(jīng)濟(jì)發(fā)展的主題之一。近年來,基于傳統(tǒng)城鎮(zhèn)化盲目追求城市擴(kuò)張、農(nóng)業(yè)轉(zhuǎn)移人口難以融入城市、城鎮(zhèn)用地粗放低效、“城市病”突出等問題,以“以人為本、生態(tài)宜居、城鄉(xiāng)統(tǒng)籌、和諧發(fā)展”為特點(diǎn)的新型城鎮(zhèn)化成為中國城鎮(zhèn)化的新發(fā)展方向。武漢市作為中部地區(qū)的特大城市,近些年的經(jīng)濟(jì)發(fā)展極其迅速。2007年,以武漢為核心的武漢城市圈被國務(wù)院確定為“兩型社會(huì)”試點(diǎn)試驗(yàn)區(qū),其生態(tài)環(huán)境的保護(hù)建設(shè)被提升到了與經(jīng)濟(jì)社會(huì)發(fā)展同等重要的地位。武漢市新城區(qū)是武漢市經(jīng)濟(jì)社會(huì)發(fā)展水平相對(duì)較低但發(fā)展?jié)摿薮蟮某菂^(qū),將是今后城鎮(zhèn)化推進(jìn)的主要區(qū)域,闡釋其生態(tài)環(huán)境現(xiàn)狀,明晰其生態(tài)環(huán)境存在的問題,對(duì)指導(dǎo)新區(qū)的城鎮(zhèn)化建設(shè)具有重要意義。 本文在闡述新型城鎮(zhèn)化相關(guān)概念的基礎(chǔ)上,定性論述了武漢黃陂區(qū)、新洲區(qū)、蔡甸區(qū)、東西湖區(qū)、江夏區(qū)和漢南區(qū)的生態(tài)環(huán)境現(xiàn)狀。引入PSR模型,建立了基于壓力-狀態(tài)-響應(yīng)模型的生態(tài)狀況評(píng)價(jià)指標(biāo)體系,對(duì)武漢市6個(gè)新城的生態(tài)環(huán)境壓力、狀態(tài)、響應(yīng)和綜合水平進(jìn)行了研究,并系統(tǒng)論述了各區(qū)生態(tài)的生態(tài)健康級(jí)別,探尋生態(tài)化發(fā)展路徑,以期為武漢市遠(yuǎn)城區(qū)的城鎮(zhèn)化建設(shè)路線提供指導(dǎo)。 根據(jù)研究,本文得出以下結(jié)論:(1)從生態(tài)環(huán)境壓力看,壓力水平從大到小依次是漢南區(qū)、黃陂區(qū)、蔡甸區(qū)、江夏區(qū)、東西湖區(qū)、新洲區(qū),其中新洲區(qū)的生態(tài)壓力最小,其他區(qū)差異不大;(2)從生態(tài)環(huán)境狀態(tài)看,狀態(tài)由好到差依次是黃陂區(qū)、新洲區(qū)、江夏區(qū)、蔡甸區(qū)、漢南區(qū)、東西湖區(qū),其中黃陂區(qū)的生態(tài)環(huán)境狀態(tài)最優(yōu),且遠(yuǎn)高于其他新城,其他區(qū)的狀態(tài)值差異較小,均處在0-0.1之間;(3)從生態(tài)環(huán)境響應(yīng)看,各區(qū)的相應(yīng)水平各有高低,依次是新洲區(qū)、漢南區(qū)、東西湖區(qū)、蔡甸區(qū)、黃陂區(qū)、江夏區(qū),較高的有新洲區(qū)和漢南區(qū),響應(yīng)最低的是江夏區(qū);(4)從生態(tài)環(huán)境綜合水平看,生態(tài)環(huán)境狀況屬于很不健康級(jí)別的區(qū)有東西湖區(qū)、江夏區(qū);屬于不健康級(jí)別的有蔡甸區(qū);屬于臨界健康級(jí)別的有漢南區(qū)和新洲區(qū)其中,健康水平最高的是黃陂區(qū),屬于較健康級(jí)別。
[Abstract]:Urbanization is the only way for a country to realize economic development, and it is also one of the themes of economic development in the world in the 21st century. In recent years, due to the blind pursuit of urban expansion by traditional urbanization, the difficulty of integrating the population of agricultural transfer into cities, the extensive and inefficient use of urban land, the prominent "urban disease", and so on, "people-oriented, ecological and livable, urban and rural planning," The new urbanization characterized by harmonious development has become a new direction of urbanization in China. Wuhan, as a mega-city in the central region, has witnessed extremely rapid economic development in recent years. In 2007, Wuhan City Circle, with Wuhan as the core, was designated by the State Council as a pilot pilot area for a "two-oriented society". Its ecological environment protection construction has been promoted to the same important position as economic and social development. The new urban area of Wuhan is a relatively low level of economic and social development, but the development potential is huge, it will be the main area of urbanization in the future, explain the current situation of its ecological environment, clarify the existing problems of its ecological environment. It is of great significance to guide the construction of urbanization in the new area. On the basis of expounding the related concepts of new urbanization, this paper qualitatively discusses the present situation of ecological environment in Huangpi District, Xinzhou District, Caidian District, Dongxihu District, Jiangxia District and Hannan District of Wuhan. Based on the PSR model, the evaluation index system of ecological condition based on pressure-state-response model is established, and the eco-environmental pressure, state, response and comprehensive level of six new cities in Wuhan are studied. The ecological health level of each district is discussed systematically and the ecological development path is explored in order to provide guidance for the urbanization construction in the far urban area of Wuhan. According to the study, the following conclusions can be drawn: (1) from the point of view of ecological environmental pressure, the order of stress level is Hannan, Huangpi, Caidian, Jiangxia, Dongxi Lake, Xinzhou, among which Xinzhou has the lowest ecological pressure. From the point of view of the state of the ecological environment, the order of state from good to bad is Huangpi District, Xinzhou District, Jiangxia District, Caidian District, Hannan District and Dongxi Lake District. Among them, Huangpi District has the best ecological environment, and is far higher than other new cities. Other regions have small differences in state values, all between 0 and 0.1.) from the ecological environment response, the corresponding levels in each district are high or low, followed by Xinzhou, Hannan, Dongxihu, Caidian, Huangpi, Jiangxia, and so on, in the order of which is Xinzhou, Hannan, Dongxihu, Caidian, Huangpi, and Jiangxia. Xinzhou District and Hannan District have higher level, and the lowest response is Jiangxia District (No. 4) from the comprehensive level of ecological environment, the areas with very unhealthy ecological environment status are Dongxi Lake region, Jiangxia District, Caidian District, and Caidian District, which belong to unhealthy level. Hannan District and Xinzhou District belong to the critical level of health, the highest level of health is Huangpi District, belong to the health level.
