【摘要】:“國(guó)以民為本,民以食為天,食以安為先”,食品安全問(wèn)題已經(jīng)成為當(dāng)前關(guān)系到國(guó)計(jì)民生的重大問(wèn)題。我國(guó)的食品安全監(jiān)管起步較晚,2009年《食品安全法》的實(shí)施開(kāi)啟了我國(guó)食品安全監(jiān)管的新紀(jì)元。它對(duì)規(guī)范食品生產(chǎn)經(jīng)營(yíng)活動(dòng),增強(qiáng)食品安全監(jiān)管工作的規(guī)范性、科學(xué)性和有效性,提高我國(guó)食品安全整體水平,切實(shí)保證食品安全,具有重要意義。但近年,頻發(fā)的食品安全事件已經(jīng)超出了一般的市場(chǎng)違法違規(guī)范疇,也暴露出社會(huì)道德領(lǐng)域存在的一些不容忽視的問(wèn)題,如臺(tái)灣塑化劑事件、染色饅頭、瘦肉精等問(wèn)題時(shí)有爆發(fā)。而在舟山群島新區(qū),海洋食品作為消費(fèi)者青睞的菜肴或是休閑食品,更是受到消費(fèi)者的重視。但是海洋食品重金屬殘留、食品添加劑超標(biāo)等問(wèn)題常見(jiàn)報(bào)端,一系列安全事件的發(fā)生都在不斷地沖擊著民眾的“心理防線”。所以,如何加強(qiáng)海洋食品安全監(jiān)管,提升海洋食品整體水平是本文的目的所在。 本文主要對(duì)海洋食品安全監(jiān)管問(wèn)題進(jìn)行研究,運(yùn)用比較分析法以及現(xiàn)場(chǎng)詢(xún)問(wèn)方法,提出研究對(duì)策。共分為五章,第一章為緒論,介紹論文研究背景和意義,對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行分析,并得出結(jié)論;第二章介紹海洋食品安全監(jiān)管的相關(guān)概念;第三章通過(guò)對(duì)我國(guó)食品安全和海洋食品安全問(wèn)題進(jìn)行研究,分析舟山群島新區(qū)海洋食品安全現(xiàn)狀、存在的問(wèn)題及成因,同時(shí)介紹新區(qū)海洋食品安全監(jiān)管取得的成績(jī)及存在的問(wèn)題和原因;第四章具體研究了美國(guó)、日本、歐盟和韓國(guó)等發(fā)達(dá)國(guó)家,以及臺(tái)灣、南京等國(guó)內(nèi)其他城市對(duì)海洋食品安全監(jiān)管模式及措施,并指出了對(duì)舟山群島新區(qū)的啟示;第五章從政府加強(qiáng)對(duì)食品安全性的重視、建立完善部門(mén)監(jiān)管責(zé)任體系、落實(shí)企業(yè)質(zhì)量安全主體責(zé)任、加強(qiáng)全社會(huì)共同監(jiān)督以及建立技術(shù)支撐等五方面提出對(duì)策,來(lái)進(jìn)一步提高新區(qū)海洋食品安全監(jiān)管水平。
[Abstract]:"the country is based on the people, the people take food as the day, and the food is the first thing to eat." the issue of food safety has become a major issue related to the national economy and the people's livelihood. The food safety regulation in China started late, and the implementation of the Food Safety Law in 2009 opened a new era of food safety supervision in China. It is of great significance to standardize food production and management, strengthen the standardization, science and effectiveness of food safety supervision, improve the overall level of food safety in China, and ensure food safety. However, in recent years, frequent food safety incidents have exceeded the general scope of market violations and regulations, and have also exposed some problems in the field of social morality that cannot be ignored, such as the Taiwan plasticizer incident and the dyeing of steamed buns. Lean meatloin and other problems when there is an outbreak. In Zhoushan Islands New area, marine food, as a favorite dish or snack food, is paid more attention by consumers. However, many problems such as heavy metal residues in marine food, food additives exceeding the standard, and a series of safety incidents are constantly attacking the people's "psychological defense line". Therefore, how to strengthen the supervision of marine food safety and improve the overall level of marine food is the purpose of this paper. In this paper, the problems of marine food safety supervision are studied, and the research countermeasures are put forward by using comparative analysis method and field inquiry method. It is divided into five chapters. The first chapter is the introduction, introduces the research background and significance of the paper, analyzes the current research situation at home and abroad, and draws a conclusion; the second chapter introduces the related concepts of marine food safety supervision; The third chapter analyzes the current situation, problems and causes of marine food safety in the new area of Zhoushan Archipelago through the study of food safety and marine food safety in China. At the same time, it introduces the achievements, problems and causes of marine food safety supervision in the new area. Chapter four studies the developed countries such as the United States, Japan, the European Union and South Korea, as well as Taiwan. Nanjing and other domestic cities supervise the marine food safety model and measures, and point out the enlightenment to Zhoushan Islands New area. Chapter five from the government to strengthen the importance of food safety, establish and improve the responsibility system of department supervision. In order to improve the supervision level of marine food safety in the new area, the main responsibility of enterprise quality and safety should be carried out, the supervision of the whole society should be strengthened and the technical support should be established.
