中國食用油安全規(guī)制研究

【摘要】:食用油是人們?nèi)粘I畹谋匦杵?據(jù)測(cè)算,我國食用油年人均消費(fèi)量已經(jīng)從90年代初的不足6公斤猛增至22.5公斤(1),消費(fèi)量迅猛增加。近年來,食用油安全問題日益突出,“地溝油”事件、食用油中毒及摻假事件引起人們的高度關(guān)注。食用油與其它食品相比有其獨(dú)特性,食用油在食用過程中一般不是單獨(dú)存在的,而是廣泛存在于各種食品之中,食用油安全一旦出現(xiàn)問題,食品安全必然無法得到保障,另外,食用油產(chǎn)業(yè)鏈很長,從油料作物的種植、存儲(chǔ)、運(yùn)輸、食用油的生產(chǎn)加工、存儲(chǔ)、運(yùn)輸、批發(fā)、零售、食用油消費(fèi)一系列環(huán)節(jié)涉及到的市場(chǎng)主體眾多,利益訴求各不相同,每一環(huán)節(jié)都存在著潛在的不安全因素。為了消除潛在威脅,營造安全、可以信賴的食用油市場(chǎng)環(huán)境,本文突出全程規(guī)制理念,重點(diǎn)運(yùn)用信息不對(duì)稱、外部性、規(guī)制俘虜、風(fēng)險(xiǎn)累加性等經(jīng)濟(jì)學(xué)理論,采用微觀與宏觀相結(jié)合的原則、運(yùn)用博弈分析等方法,對(duì)食用油安全規(guī)制市場(chǎng)失靈的幾個(gè)問題進(jìn)行分析,對(duì)建立和完善中國食用油安全規(guī)制體制和體系提出對(duì)策。本文共分七章:第一章緒論。介紹食用油安全規(guī)制的研究背景與意義,通過對(duì)國內(nèi)外食用油安全規(guī)制理論與實(shí)踐文獻(xiàn)的梳理,確定文章的研究方法、邏輯結(jié)構(gòu)和基本內(nèi)容,并提出文章的創(chuàng)新點(diǎn)。第二章食用油安全規(guī)制的理論分析。系統(tǒng)闡述外部性理論、信息不對(duì)稱理論、政府俘虜理論等基礎(chǔ)理論和安全風(fēng)險(xiǎn)累加性理論、后經(jīng)驗(yàn)產(chǎn)品屬性理論、公共產(chǎn)品理論等食用油安全相關(guān)理論,并對(duì)食用油安全對(duì)相關(guān)主體的影響進(jìn)行了分析。第三章構(gòu)建食用油安全規(guī)制多方博弈模型。首先對(duì)食用油安全規(guī)制主體之間的關(guān)系進(jìn)行說明,指出影響食用油安全規(guī)制績(jī)效的因素;著重提出社會(huì)中間組織這個(gè)容易被人們忽視的規(guī)制主體,強(qiáng)調(diào)了除了國家力量、市場(chǎng)力量之外社會(huì)力量在規(guī)制中的重要作用。在此基礎(chǔ)上構(gòu)建了食用油安全規(guī)制博弈模型,從國家、市場(chǎng)、社會(huì)三方力量對(duì)食用油安全規(guī)制博弈進(jìn)行了全方位分析。第四章中國食用油安全規(guī)制現(xiàn)狀及存在的主要問題。對(duì)食用油安全規(guī)制發(fā)展的歷史沿革進(jìn)行了梳理,并對(duì)食用油安全現(xiàn)狀進(jìn)行了分析,指出存在的主要問題及原因,為提出完善我國食用油安全規(guī)制的對(duì)策措施打好基礎(chǔ)。第五章食用油安全規(guī)制的國際經(jīng)驗(yàn)與啟示。采用比較制度分析方法,既對(duì)美國、日本為代表的多部門食用油安全規(guī)制的特點(diǎn)進(jìn)行了分析,又對(duì)歐盟為代表的單一機(jī)構(gòu)規(guī)制模式進(jìn)行了研究,同時(shí)也對(duì)我國食用油主要進(jìn)口國家——巴西的食用油安全規(guī)制情況進(jìn)行了探討,從中得到啟示,為完善我國食用油安全規(guī)制的體制與體系提供借鑒。第六章完善中國食用油安全規(guī)制的對(duì)策分析。探索食用油安全規(guī)制體制創(chuàng)新的可行性,樹立食用油安全全程規(guī)制理念,在健全和完善我國食用油安全相關(guān)法律法規(guī)和標(biāo)準(zhǔn)、加強(qiáng)食用油安全規(guī)制環(huán)境建設(shè)、加強(qiáng)社會(huì)中間組織建設(shè)等方面提出了對(duì)策措施。第七章中國食用油安全全程規(guī)制體系的構(gòu)建。在第六章完善中國食用油安全規(guī)制對(duì)策措施的基礎(chǔ)上,以全程規(guī)制理念為先導(dǎo),著力構(gòu)建我國食用油安全規(guī)制的四大標(biāo)準(zhǔn)體系。本文的創(chuàng)新點(diǎn):一是提出了食用油安全全程規(guī)制理念,突出了在目前我國實(shí)行多部門分段監(jiān)管的食用油安全規(guī)制模式下實(shí)現(xiàn)各部門監(jiān)管協(xié)同配合的重要性,由此引入了食用油供應(yīng)鏈概念,在理論上構(gòu)建了一個(gè)基于供應(yīng)鏈的食用油安全規(guī)制分析框架;二是通過引入社會(huì)中間組織,構(gòu)建了一個(gè)多主體博弈模型。
[Abstract]:Edible oil is a necessity for people's daily life. According to calculation, the annual per capita consumption of edible oil in China has increased from less than 6 kilograms in the early 90s to 22.5 kg (1), and the consumption is increasing rapidly. In recent years, the safety problem of edible oil has become more and more prominent. The events of "gutter oil", edible oil poisoning and adulteration have aroused great concern. Oil has its own uniqueness compared with other foods. The edible oil is generally not isolated in the edible process, but is widely used in all kinds of food. Once the safety of the oil is safe, the food safety must not be guaranteed. In addition, the food oil industry chain is very long, from the production of oil crops, storage, transportation, and edible oil production. Industry, storage, transportation, wholesale, retail, consumption of oil consumption in a series of links involved in a series of market subjects, the interest demands are different, each link has the potential insecurity factors. In order to eliminate potential threats, create a safe, reliable edible oil market environment, this article highlights the whole process of regulation concept, focusing on the use of information is wrong The economic theory, such as externality, regulation captive, risk accumulation, and other economic theories, using the principle of combining micro and macro, and using game analysis to analyze several problems of the market failure of edible oil safety regulation, and put forward the Countermeasures for establishing and perfecting the system and system of Chinese edible oil safety regulation. The third chapter constructs the multi-party game model for the safety regulation of the edible oil.
