【摘要】:深圳市光明新區(qū)成立于2007年,由寶安區(qū)劃出,新區(qū)在未來幾年將進入大規(guī)模建設高峰時期,重點涉及市政、交通、舊村和舊工業(yè)區(qū)改造等多項工程,多數(shù)是屬于政府投資興建的項目。工程項目前期階段的工作是整個項目建設流程中最為關鍵的一環(huán),科學、客觀的決策對工程項目的社會經(jīng)濟效益和戰(zhàn)略方向起著決定性的作用,合理可行的建設方案在很大程度上決定了工程項目能否順利實施、能否高效率的達到預期目標。本文總結(jié)了新區(qū)成立6年來的項目前期管理工作,發(fā)現(xiàn)前期存在項目前期管理工作缺乏長遠規(guī)劃、項目的投資規(guī)模高估算現(xiàn)象嚴重等五方面的問題。因此,前期工作的質(zhì)量直接影響項目的建設工期、決定項目的投資規(guī)模,加大前期階段的工作力度是實現(xiàn)建設項目控制目標的根本。 本文采取系統(tǒng)研究、文獻研究和案例研究等方法,在理論和實踐兩個層面展開對光明新區(qū)建設和項目前期工作管理的研究,從項目管理的理論基礎出發(fā),探討光明新區(qū)在政府投資項目前期工作方面存在的問題。本文的主要內(nèi)容是,第一章,導論,首先對本文的研究背景和意義、研究內(nèi)容和方法進行簡單的介紹,然后對國內(nèi)外相關研究文獻進行梳理。第二章,對政府投資項目的概念、范圍和特征進行了總結(jié),并對政府投資項目前期工作的主要內(nèi)容和重要性進行了歸納總結(jié)。第三章,光明新區(qū)政府投資項目前期管理工作現(xiàn)狀,首先分析光明新區(qū)政府投資項目前期管理工作的組織設置構(gòu)架,其次介紹了光明新區(qū)政府投資項目前期工作的基本流程,最后是新區(qū)成立以來政府投資項目前期工作的現(xiàn)狀。第四章,光明新區(qū)政府投資項目前期管理工作存在的問題及原因分析。當前主要存在五個方面的問題,項目前期管理工作缺乏長遠規(guī)劃、項目的投資規(guī)模高估算現(xiàn)象嚴重、招投標管理缺乏有效監(jiān)管、前期工作單位的協(xié)調(diào)管理問題以及決策主體的權力與責任不明確,并對產(chǎn)生的問題分析了原因。第五章,光明新區(qū)政府投資項目前期工作的對策建議,首先是明確政府在投資項目前期工作中的職能定位;其次,創(chuàng)新政府投資項目前期管理工作組織構(gòu)架;最后是建立科學的決策機制,實現(xiàn)科學決策、民主決策。
[Abstract]:Shenzhen Guangming New District was established in 2007, designated by Baoan District. The new district will enter the peak period of large-scale construction in the next few years. It will focus on many projects, such as municipal administration, transportation, old villages and old industrial areas, etc. Most are government-funded projects. The work in the early stage of the project is the most critical part in the whole project construction process. Scientific and objective decision-making plays a decisive role in the social and economic benefits and strategic direction of the project. The reasonable and feasible construction scheme determines to a great extent whether the project can be carried out smoothly and whether the expected goal can be achieved efficiently. This paper summarizes the pre-project management work in the six years since the establishment of the new district, and finds that there are five problems in the pre-project management work, such as the lack of long-term planning for the pre-project management work and the serious phenomenon of high estimation of the investment scale of the project. Therefore, the quality of the preliminary work directly affects the construction period of the project, determines the investment scale of the project, and increases the intensity of the work in the early stage is the fundamental to achieve the control goal of the construction project. This paper adopts the methods of systematic research, literature study and case study to carry out the research on the construction of Guangming New area and the management of pre-project work at the two levels of theory and practice, starting from the theoretical basis of project management. This paper discusses the problems existing in the preliminary work of government investment projects in Guangming New District. The main content of this paper is the first chapter, introduction, first of all, the research background and significance of this paper, research content and methods are briefly introduced, and then the relevant research literature at home and abroad are combed. In the second chapter, the concept, scope and characteristics of government investment projects are summarized, and the main contents and importance of government investment projects are summarized. The third chapter, the current situation of government investment project management in Guangming New District. Firstly, it analyzes the organization and setup framework of government investment project pre-management work in Guangming New District, and then introduces the basic process of government investment project pre-management work in Guangming New District. Finally, the new area since the establishment of government investment projects the status quo. The fourth chapter analyzes the problems and causes of government investment project management in Guangming New District. At present, there are five main problems: the lack of long-term planning in the early stage of the project management, the serious phenomenon of high estimation of the investment scale of the project, and the lack of effective supervision in the management of bidding and bidding. The coordination and management of the former work units and the power and responsibility of the decision makers are not clear, and the causes of the problems are analyzed. The fifth chapter, the countermeasures and suggestions of the early stage work of the government investment project in Guangming New District, firstly, make clear the function orientation of the government in the early stage work of the investment project, secondly, innovate the organization frame of the government investment project early stage management work; Finally, it is to establish scientific decision-making mechanism, realize scientific decision-making and democratic decision-making.
