【摘要】：民以食為天，食以安為先，食品安全密切關系著人民的生命健康安全，甚至關系著社會的穩(wěn)定和政府的執(zhí)政的可持續(xù)性，食品安全問題一直以來都是我國乃至全世界高度關注的焦點問題和核心任務，各國政府都將其作為政府的重要職責，高度重視食品安全監(jiān)管。近年來，我國不斷發(fā)生的重大食品安全事故，一再為我們敲響警鐘：我國食品安全監(jiān)管效果仍然不太理想，，監(jiān)管體系尚有待改進，食品安全監(jiān)管工作總體水平不高，實踐效果不佳，起步較晚、基礎薄弱，理論研究較落后。所以研究政府對食品安全監(jiān)管工作如何完善尤為重要。 全文針對政府食品安全監(jiān)管進行了討論，基于對市場失靈理論和公共產(chǎn)品屬性的闡述，從政府責任的角度來看，政府管制十分必要的。在本文中，通過對食品安全監(jiān)管體制分析以及系統(tǒng)的對美國，歐盟，日本等發(fā)達國家的研究和分析，從他們的成功經(jīng)驗來探索切實可行的方法以改善中國的食品安全監(jiān)管狀況。文中基于對我國食品安全政府監(jiān)管的現(xiàn)狀分析，找出存在的問題并提出了相應的對策，以利于對我國政府食品安全監(jiān)管工作提出建議。要提高我國政府食品安全監(jiān)管監(jiān)管工作的能力，主要舉措可從以下幾個方面入手：1、構建合理高效的食品安全監(jiān)管體制；2、健全食品安全法律法規(guī)制度；3、形成科學規(guī)范的食品安全標準體系；4、建立高水平的食品安全監(jiān)管技術體系；5、構建完整透明的食品安全信息制度。
[Abstract]:Food safety is closely related to the life, health and safety of the people, and even to the stability of society and the sustainability of the government. The issue of food safety has always been the focus and core task of our country and the whole world. The governments of all countries regard it as an important duty of the government and attach great importance to the supervision of food safety. In recent years, the important food safety accidents in our country have repeatedly sounded the alarm for us: the effect of food safety supervision in our country is still not ideal, the regulatory system still needs to be improved, and the overall level of food safety supervision is not high. The practice effect is not good, the start is late, the foundation is weak, the theory research is backward. Therefore, it is very important to study how to improve the government's supervision of food safety. Based on the analysis of the theory of market failure and the attribute of public goods, the government regulation is very necessary from the angle of government responsibility. In this paper, through the analysis of food safety regulatory system and systematic research and analysis of the United States, European Union, Japan and other developed countries, from their successful experience to explore practical ways to improve the situation of food safety supervision in China. Based on the analysis of the current situation of the government supervision of food safety in our country, this paper finds out the existing problems and puts forward the corresponding countermeasures in order to put forward some suggestions for the supervision of food safety in our country. To improve the ability of our government to supervise and supervise food safety, The main measures can be taken from the following aspects: 1, to establish a reasonable and efficient food safety regulatory system, to perfect the food safety laws and regulations system, to form a scientific and standardized food safety standard system and to establish a high level of food safety Supervision of the technical system, the establishment of a complete and transparent food safety information system.
