【摘要】：當(dāng)前,我國(guó)城鄉(xiāng)固體廢棄物總量增長(zhǎng)形勢(shì)嚴(yán)峻,必須扭轉(zhuǎn)以往城市-鄉(xiāng)村各自獨(dú)立處置固體廢棄物的局面,從廢物資源化和統(tǒng)籌城鄉(xiāng)的角度出發(fā),研究制定適合我國(guó)國(guó)情和不同地區(qū)發(fā)展要求的固廢綜合利用與處置規(guī)劃總體模式、思路和方法。遵循低碳生態(tài)理念,堅(jiān)持固體廢棄物"三化"原則(減量化、資源化和無(wú)害化),構(gòu)建中國(guó)城鄉(xiāng)固體廢棄物綜合利用與處置的總體策略,并從試點(diǎn)示范和指標(biāo)管控出發(fā),注重網(wǎng)格化、過(guò)程化和全生命周期利用與處置。
[Abstract]:At present, the increasing situation of the total amount of solid waste in urban and rural areas in our country is severe, so we must reverse the situation of separate disposal of solid waste between cities and villages, and proceed from the perspective of recycling waste and coordinating urban and rural areas.The overall mode, thought and method of comprehensive utilization and disposal planning of solid waste are studied and formulated, which are suitable for the national conditions of our country and the development requirements of different regions.Following the concept of low carbon ecology and adhering to the principle of "three transformation" of solid waste (reduction, utilization and innocuity), the overall strategy of comprehensive utilization and disposal of solid waste in urban and rural areas in China is constructed, and the pilot demonstration and index management and control are carried out.Attention is paid to gridding, process, and full life cycle utilization and disposal.
