政企低碳管理的協(xié)同演進(jìn)機(jī)制及博弈研究

【摘要】:在全球氣候迅速變暖的大趨勢(shì)下,人類社會(huì)的可持續(xù)發(fā)展受到嚴(yán)重威脅。從政府層面來說,應(yīng)對(duì)目前的高碳管理方式所帶來的環(huán)境惡化是關(guān)系到人類社會(huì)發(fā)展的根本問題,實(shí)施低碳管理創(chuàng)新是各政府必須搶占的道德制高點(diǎn)。從企業(yè)層面來說,低碳管理不僅能夠幫助企業(yè)轉(zhuǎn)變生產(chǎn)經(jīng)營(yíng)模式,同時(shí)也能使企業(yè)節(jié)約生產(chǎn)成本,提高經(jīng)濟(jì)績(jī)效,增強(qiáng)企業(yè)競(jìng)爭(zhēng)力。由于目前還沒有成熟的低碳管理模式可以借鑒,致使政府和企業(yè)低碳管理實(shí)踐陷入迷局和困境,因此如何使得政府和企業(yè)在互動(dòng)合作中構(gòu)建低碳管理模式,找到政府和企業(yè)在協(xié)同低碳管理要求下的一個(gè)可操作性框架是本文研究的主題。在理論研究方面,本文首先梳理了低碳管理、協(xié)同演進(jìn)、驅(qū)動(dòng)因素等相關(guān)概念的研究成果。其次,通過對(duì)低碳管理內(nèi)外驅(qū)動(dòng)因素的分析構(gòu)建了政企低碳管理的協(xié)同機(jī)制和演進(jìn)機(jī)制,協(xié)同機(jī)制包括動(dòng)力機(jī)制、過程機(jī)制以及利益分配機(jī)制三個(gè)方面,演進(jìn)機(jī)制包括多方向因果關(guān)系和政企關(guān)系轉(zhuǎn)型兩個(gè)方面。在實(shí)證研究方面,本文應(yīng)用演化博弈分析工具,研究政企在長(zhǎng)期的協(xié)同低碳管理過程中,有限理性的政府和企業(yè)之間的合作機(jī)制,對(duì)成本共擔(dān),收益共享機(jī)制以及監(jiān)督與懲罰機(jī)制進(jìn)行了分析。結(jié)果表明:在成本共擔(dān),收益共享機(jī)制,政企進(jìn)行協(xié)同低碳管理的概率與超額收益和額外收益正相關(guān)、與研發(fā)總成本和背叛收益負(fù)相關(guān):存在一個(gè)最優(yōu)的超額收益分配系數(shù),使得政企協(xié)同的可能性最大;成本分擔(dān)系數(shù)對(duì)系統(tǒng)穩(wěn)定的影響則和收益分配系數(shù)有關(guān);在監(jiān)督與懲罰機(jī)制下,不同程度的懲罰會(huì)使系統(tǒng)以不同的演化路徑走向穩(wěn)定。
[Abstract]:With the rapid global warming, the sustainable development of human society is seriously threatened.From the government level, to deal with the environmental deterioration caused by the current high-carbon management is the fundamental problem related to the development of human society. The implementation of low-carbon management innovation is the moral commanding point that governments must seize.From the enterprise level, low carbon management can not only help enterprises to change the mode of production and management, but also can save production costs, improve economic performance and enhance the competitiveness of enterprises.Because there is no mature low-carbon management model to draw lessons from, the low carbon management practice of government and enterprises is in confusion and dilemma, so how to make the government and enterprises in the interactive cooperation to build a low-carbon management model,It is the theme of this paper to find an operational framework of government and enterprise under the requirement of coordinated low-carbon management.In the theoretical research, this paper firstly combs the research results of low-carbon management, collaborative evolution, driving factors and other related concepts.Secondly, through the analysis of the internal and external driving factors of low-carbon management, the cooperative mechanism and evolution mechanism of low carbon management in government and enterprise are constructed. The cooperative mechanism includes three aspects: dynamic mechanism, process mechanism and benefit distribution mechanism.The evolution mechanism includes two aspects: multi-direction causality and transformation of government-enterprise relationship.In empirical research, this paper applies evolutionary game analysis tools to study the cooperative mechanism between government and enterprises in the process of long-term cooperative low-carbon management.The mechanism of revenue sharing and the mechanism of supervision and punishment are analyzed.The results show that the probability of cooperative low-carbon management between government and enterprise is positively correlated with excess income and extra income, and negatively correlated with total cost of R & D and betrayal income. There is an optimal excess income distribution coefficient.The effect of cost sharing coefficient on the stability of the system is related to the income distribution coefficient. Under the supervision and punishment mechanism, different degrees of punishment will make the system stable with different evolution paths.
