保障性住房建設(shè)的理論與實踐

【摘要】:“衣食住行”,住是人類生存的最基本要素,是每個國家都必須面對的民生問題,看一個國家的經(jīng)濟(jì)發(fā)展水平和文明程度,住房水平就是一個重要的衡量要素。住房問題能否妥善得到解決關(guān)系著社會穩(wěn)定能夠得到維護(hù)、社會經(jīng)濟(jì)發(fā)展能否持續(xù)。但在我國推行住房市場化后,對于房地產(chǎn)市場監(jiān)管存在失位,地方政府出于自身發(fā)展經(jīng)濟(jì)的需要,房地產(chǎn)開發(fā)商追求高額的利潤等等,多種因素的驅(qū)使下,使得房價一輪又一輪的翻漲。房價的失控,住房市場化帶來的一系列負(fù)面影響,讓中低層經(jīng)濟(jì)收入家庭的住房需求遇到了很大難題,已經(jīng)演變成了我國社會發(fā)展過程中破壞穩(wěn)定、轉(zhuǎn)型,阻礙社會持續(xù)發(fā)展的一項重要因素,已經(jīng)成為全社會關(guān)注的熱點的民生問題。因此,必須依靠政府的宏觀調(diào)控,利用財政的傾斜,建立與我國房地產(chǎn)產(chǎn)業(yè)相適應(yīng)的社會主義保障性住房體制,以求住房難題能夠在一定程度得到緩解,保證中低收入階層的家庭的住房需求能夠得到滿足。自保障性住房供應(yīng)體系建立以來,保障性住房緩解了居民住房難的問題,極大的改善了民生,保證了社會的公平正義。但是,由于政府的住房政策轉(zhuǎn)變以及保障性住房制度建設(shè)的滯后,導(dǎo)致近年來廣大中低收入群體住房難問題愈演愈烈。因此,不斷的改進(jìn)和完善保障房政策是當(dāng)前我國實現(xiàn)居民“住有所居”的重要舉措,也是縮小社會貧富差距,實現(xiàn)社會公平的應(yīng)有之義。鑒于中低收入階層的居住困難,保障住房消費的公平性以及政府解決住房市場失靈等問題,本文在歸納了我國保障性住房政策的理論依據(jù)、產(chǎn)生背景和政策內(nèi)容。同時,從理論和實踐兩個層面上深入研究住房保障的客觀規(guī)律、基本原理和實現(xiàn)途徑,并引入責(zé)任政府的相關(guān)理論對住房保障制度進(jìn)行探討。最后,基于我國現(xiàn)階段在構(gòu)建保障性住房體系過程中出現(xiàn)的問題,需要調(diào)整的關(guān)鍵要素等方面做了綜合性的分析,并提出了一些有實際操作價值的意見。
[Abstract]:"clothing, food, housing and transportation" is the most basic element of human survival and the livelihood problem that every country must face. In view of a country's economic development level and civilization degree, the housing level is an important measure factor.Whether the housing problem can be solved properly relates to the maintenance of social stability and the sustainable development of social economy.However, after the implementation of housing marketization in our country, the supervision of the real estate market is out of place, local governments are in need of their own economic development, real estate developers pursue high profits, and so on, driven by various factors.Make house prices rise again and again.The runaway housing prices and a series of negative effects brought about by the housing marketization have made the housing demand of middle and low income families encounter great difficulties, which has evolved into a destabilization and transformation in the process of social development in our country.An important factor hindering the sustainable development of society has become a hot issue of people's livelihood.Therefore, we must rely on the macro-control of the government and make use of the fiscal inclination to establish a socialist affordable housing system suitable for the real estate industry in our country, so that the housing problem can be alleviated to a certain extent.To ensure that the housing needs of low- and middle-income families can be met.Since the establishment of the supportable housing supply system, it has alleviated the problem of housing difficulties, greatly improved the livelihood of the people and ensured the fairness and justice of the society.However, due to the change of the government's housing policy and the lagging of the construction of the affordable housing system, the housing problems of low and middle income groups have become more and more serious in recent years.Therefore, constantly improving and perfecting indemnificatory apartment's policy is an important measure to realize the residents'"living and living" in our country, and it is also the proper meaning of narrowing the gap between the rich and the poor and realizing social equity.In view of the housing difficulties of middle and low income class, the fairness of housing consumption and the government solving the problems of housing market failure, this paper summarizes the theoretical basis, background and policy content of our country's affordable housing policy.At the same time, the objective law, basic principle and realization way of housing security are studied from two aspects of theory and practice, and the relevant theory of responsible government is introduced to discuss the housing security system.Finally, based on the problems in the process of constructing the indemnificatory housing system in our country, and the key elements that need to be adjusted, this paper makes a comprehensive analysis, and puts forward some practical suggestions.
