【摘要】:城中村是我國城鄉(xiāng)二元體制下工業(yè)化進(jìn)程及城市發(fā)展過程中產(chǎn)生的一種特有的現(xiàn)象。隨著經(jīng)濟(jì)的快速增長(zhǎng),城中村改造已經(jīng)成為我國政府在推行城市化進(jìn)程中的重要難題,而且,對(duì)這一難題的解決迫在眉睫。然而,城中村改造項(xiàng)目具有投資大、建設(shè)周期長(zhǎng)、難度大等一系列特征,對(duì)管理技術(shù)和資金要求較高。且政府部門對(duì)于教育、醫(yī)療等行業(yè)的投資力度不斷加大,所以傳統(tǒng)的由政府出資進(jìn)行城中村改造,資金問題就難以保障,導(dǎo)致我國城市化建設(shè)的節(jié)奏緩慢;诖,探究一種新型的改造模式就顯得尤為重要。西方國家早已將PPP模式廣泛應(yīng)用于公共基礎(chǔ)設(shè)施建設(shè)中,取得了很好的效果,有許多成功的案例,顯示出較強(qiáng)的優(yōu)勢(shì),為我國城中村改造項(xiàng)目提供了借鑒作用。PPP模式是將政府部門、私人開發(fā)商的優(yōu)勢(shì)結(jié)合起來,既減輕了政府的財(cái)政壓力,提高了整個(gè)項(xiàng)目的建設(shè)速度,又使得私人開發(fā)商得到穩(wěn)定的收益,本文基于國內(nèi)外的相關(guān)研究成果的基礎(chǔ)上,對(duì)西安市城中村的政策、建設(shè)狀況及目前存在的問題進(jìn)行了總結(jié),分析了將PPP模式引入城中村改造項(xiàng)目中的必要性和可行性,為引入此模式提供了一定的理論依據(jù)。為了確保城中村改造的順利進(jìn)行,運(yùn)用WBS-RBS風(fēng)險(xiǎn)識(shí)別法,識(shí)別出城中村改造過程中,項(xiàng)目可能存在的主要風(fēng)險(xiǎn)因素,分析了項(xiàng)目風(fēng)險(xiǎn)的多維屬性特征,給出了城中村改造項(xiàng)目的四維屬性風(fēng)險(xiǎn)因素,建立了PPP模式下城中村改造項(xiàng)目評(píng)價(jià)風(fēng)險(xiǎn)指標(biāo)體系,通過構(gòu)建多維函數(shù),確定出各單個(gè)風(fēng)險(xiǎn)因素的風(fēng)險(xiǎn)度,進(jìn)而給出整個(gè)項(xiàng)目的綜合風(fēng)險(xiǎn)度,給出了總目標(biāo)的權(quán)重值,根據(jù)所確定的權(quán)重值,為項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià)提供了依據(jù)。此外,本文對(duì)傳統(tǒng)的層次分析法進(jìn)行改進(jìn),不再需要進(jìn)行一致性檢驗(yàn)。根據(jù)得出的風(fēng)險(xiǎn)結(jié)果,利用風(fēng)險(xiǎn)分擔(dān)效用理論,構(gòu)建出基于PPP模式下城中村改造項(xiàng)目基于風(fēng)險(xiǎn)分擔(dān)的效益分配模型,求出最終的納什均衡解,即為最佳分配方案。最后,還進(jìn)行實(shí)證分析,為PPP模式下城中村改造項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)和利益分配提供了參考。
[Abstract]:The village in city is a special phenomenon in the process of industrialization and urban development under the dual system of urban and rural in China.With the rapid economic growth, the transformation of villages in cities has become an important problem in the process of urbanization, and it is urgent to solve this problem.However, a series of characteristics such as large investment, long construction period and great difficulty are the characteristics of the village reconstruction project in the city, which requires high management technology and capital.And the government investment in education, medical treatment and other industries is increasing, so the traditional transformation of villages in the city funded by the government is difficult to guarantee, leading to the slow pace of urbanization construction in China.Based on this, it is particularly important to explore a new mode of transformation.The PPP model has been widely used in the construction of public infrastructure in western countries for a long time, and has achieved good results. There have been many successful cases, showing strong advantages.The model of PPP is to combine the advantages of government departments and private developers, which not only lightens the financial pressure of the government, but also improves the construction speed of the whole project.This paper summarizes the policy, construction situation and existing problems of the village in Xi'an city based on the domestic and foreign research results.This paper analyzes the necessity and feasibility of introducing the PPP model into the urban village reconstruction project, which provides a theoretical basis for the introduction of the model.In order to ensure the smooth progress of urban village reconstruction, the main risk factors that may exist in the process of urban village reconstruction are identified by using WBS-RBS risk identification method, and the multi-dimensional attribute characteristics of project risk are analyzed.In this paper, the four dimensional attribute risk factors of urban village reconstruction project are given, the evaluation risk index system of urban village reconstruction project under PPP mode is established, and the risk degree of each individual risk factor is determined by constructing multidimensional function.Furthermore, the comprehensive risk degree of the whole project is given, and the weight value of the total objective is given. According to the determined weight value, it provides the basis for the risk evaluation of the project.In addition, this paper improves the traditional analytic hierarchy process, no longer need to check consistency.According to the result of risk, using the theory of risk sharing utility, the benefit allocation model based on risk sharing of village reconstruction project in city based on PPP mode is constructed, and the final Nash equilibrium solution, that is, the best allocation scheme, is obtained.Finally, an empirical analysis is carried out, which provides a reference for the risk evaluation and benefit distribution of the village reconstruction project in the city under PPP mode.
