ABC供水公司績(jī)效管理體系改進(jìn)研究

【摘要】:隨著市場(chǎng)經(jīng)濟(jì)的不斷完善和全球化趨勢(shì)的不斷發(fā)展,越來(lái)越多的國(guó)企意識(shí)到人力資源對(duì)企業(yè)發(fā)展的重要作用,ABC供水公司也如此。作為人力資源管理的重要內(nèi)容之一,績(jī)效管理主要有目標(biāo)管理(MBO)、關(guān)鍵績(jī)效指標(biāo)(KPI)、平衡計(jì)分卡(BSC)等模式。績(jī)效管理是提升企業(yè)管理水平、增強(qiáng)企業(yè)競(jìng)爭(zhēng)力的重要手段。 供水企業(yè)屬于公用事業(yè),它具有社會(huì)公益性、區(qū)域壟斷性等特點(diǎn)。由于歷史遺留原因,國(guó)有供水企業(yè)的績(jī)效管理暴露出許多管理問(wèn)題,比如績(jī)效管理的流程不完善、績(jī)效指標(biāo)不合理、流于形式等。隨著供水行業(yè)的發(fā)展,舊的管理模式急需改進(jìn)。 本文通過(guò)文獻(xiàn)研究法和案例研究法分析了供水行業(yè)和ABC供水公司的績(jī)效管理現(xiàn)狀,發(fā)現(xiàn)該公司存在的問(wèn)題,分析其原因,然后結(jié)合績(jī)效管理流程內(nèi)容、目標(biāo)管理、關(guān)鍵績(jī)效指標(biāo)、平衡計(jì)分卡等方法重建績(jī)效管理流程,重新制定適合公司的績(jī)效指標(biāo),構(gòu)建出一套包含績(jī)效計(jì)劃、績(jī)效輔導(dǎo)和溝通、績(jī)效評(píng)估和反饋、績(jī)效結(jié)果應(yīng)用在內(nèi)的績(jī)效管理體系,以達(dá)到幫助ABC供水公司找到適合自己的績(jī)效管理方法,從而提高企業(yè)內(nèi)部管理水平、促進(jìn)組織和個(gè)人之間溝通,不斷激勵(lì)員工發(fā)掘潛力,提高企業(yè)管理效率,最終實(shí)現(xiàn)個(gè)人目標(biāo)和企業(yè)戰(zhàn)略目標(biāo)等目的。期望此研究可以對(duì)類(lèi)似企業(yè)提供一些參考。
[Abstract]:With the continuous improvement of market economy and the development of globalization, more and more state-owned enterprises realize that human resources play an important role in the development of enterprises.As one of the important contents of human resource management, performance management mainly includes objective management, key performance indicators and balanced scorecard (BSCs).Performance management is an important means to improve the level of enterprise management and enhance the competitiveness of enterprises.The water supply enterprise belongs to the public utility, it has the social public welfare, the region monopoly and so on characteristic.Because of the historical reasons, the performance management of the state-owned water supply enterprises exposed many management problems, such as the imperfect process of performance management, unreasonable performance indicators, mere formality and so on.With the development of water supply industry, the old management mode needs to be improved urgently.This paper analyzes the current situation of performance management of water supply industry and ABC water supply company through literature research and case study, finds out the problems existing in the company, analyzes the reasons, and then combines the content of performance management process and the objective management.Key performance indicators, balanced scorecard and other methods to rebuild the performance management process, reformulate performance indicators suitable for the company, build a set of performance plans, performance guidance and communication, performance evaluation and feedback,In order to help ABC Water supply Company to find its own performance management methods, improve the internal management level, promote communication between organizations and individuals, and continuously motivate employees to explore their potential, the performance management system, including performance results, can help ABC water supply companies to find their own performance management methods.Improve the efficiency of enterprise management, and ultimately achieve personal goals and corporate strategic objectives.It is expected that this study can provide some reference for similar enterprises.
