【摘要】：黨的十八大提出全面建成小康社會(huì)和全面深化改革開放的目標(biāo)，為加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，改善民生和大力推進(jìn)生態(tài)文明建設(shè)，全面促進(jìn)資源節(jié)約、環(huán)境友好的背景下，，結(jié)合目前國內(nèi)經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)尖銳矛盾下，開展了關(guān)于實(shí)現(xiàn)工業(yè)園區(qū)發(fā)展與環(huán)保節(jié)能相關(guān)問題的探討和研究。經(jīng)過對(duì)各種模式供熱理論和實(shí)踐的對(duì)比分析，經(jīng)濟(jì)效益測(cè)算，得出最理想、最實(shí)際的供熱模型。以南昌小藍(lán)開發(fā)區(qū)供熱為例，分析了供熱現(xiàn)狀，熱力市場(chǎng)交易的可行性和必要性，以及下一步實(shí)施保障措施。 通過編制工業(yè)園區(qū)供熱專項(xiàng)規(guī)劃，調(diào)查園區(qū)的用熱情況和進(jìn)一步規(guī)劃園區(qū)的用熱發(fā)展，在現(xiàn)有的基礎(chǔ)設(shè)施的條件下，盡量減少投資，采取鋪設(shè)熱力管網(wǎng)，將熱用戶之間互聯(lián)成網(wǎng)，運(yùn)用市場(chǎng)價(jià)值規(guī)律，將生產(chǎn)工業(yè)蒸汽成本較低企業(yè)作為供熱的熱源點(diǎn)，在其滿足自身需求以外的多余的蒸汽銷售給熱網(wǎng)公司，熱網(wǎng)公司通過熱力管網(wǎng)輸送到生產(chǎn)工業(yè)蒸汽成本較高的企業(yè)銷售，這些企業(yè)只要能買到比自己生產(chǎn)成本更低的工業(yè)蒸汽，他們?cè)敢饨邮軣峋W(wǎng)公司銷售的蒸汽，這樣通過市場(chǎng)交易，資源得到有效整合，即解決了備用鍋爐設(shè)備閑置，又替代了高污染、低能耗的小鍋爐。通過引入市場(chǎng)競(jìng)爭(zhēng)機(jī)制，整合資源，自然法則淘汰那些高污染、高能耗的小鍋爐，實(shí)現(xiàn)多熱源互聯(lián)供熱交易的理論、模型和對(duì)策。
