【摘要】：資源型城市是一類特殊的城市，它因資源的開采而逐漸興起。我國的資源型城市在歷史上曾無償為其他地區(qū)提供了大量資源。近年來，資源的掠奪性開采和不合理利用，使得許多資源型城市所賴之發(fā)展的資源已經(jīng)逐漸枯竭，嚴重影響和制約著資源型城市的可持續(xù)發(fā)展。市場經(jīng)濟和資本的特征使資源型城市轉(zhuǎn)型發(fā)展成為必然，科學發(fā)展觀和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整對資源型城市轉(zhuǎn)型發(fā)展提出現(xiàn)實要求。 新世紀伊始，我國資源型城市轉(zhuǎn)型發(fā)展逐漸展開，，盡管成果已經(jīng)呈現(xiàn)，但生態(tài)環(huán)境問題、產(chǎn)業(yè)結(jié)構(gòu)不合理問題以及失業(yè)與再就業(yè)問題依然突出，人才與資金短缺、企業(yè)退出成本高等因素成為阻制資源型城市轉(zhuǎn)型發(fā)展的瓶頸。 資源型城市轉(zhuǎn)型發(fā)展是一個世界性的課題，發(fā)達國家對此進行的實踐探索起步較早，并取得了一些成功的經(jīng)驗，這對我國資源型城市的轉(zhuǎn)型發(fā)展具有重要的借鑒意義。 與市場經(jīng)濟國家不同，我國的資源型城市存在于計劃經(jīng)濟的背景之下，它們普遍缺乏原始的資本積累。因此，在市場經(jīng)濟條件下，我國的資源型城市皆面臨著眾多歷史問題和現(xiàn)實矛盾，這就需要從多角度進行合理規(guī)劃和科學設計，依據(jù)現(xiàn)存條件建立和發(fā)展接續(xù)產(chǎn)業(yè)，營造良好的發(fā)展環(huán)境、凝聚優(yōu)秀的人才力量、提供完善的制度和充足的資金保障等，方能促進其快速轉(zhuǎn)型，順利發(fā)展。
[Abstract]:Resource-based city is a kind of special city, which is gradually rising due to the exploitation of resources. In history, resource-based cities in our country have provided a large amount of resources to other regions without compensation. In recent years, the predatory exploitation and irrational utilization of resources have occurred. The resources on which many resource-based cities depend have been gradually exhausted, which has seriously affected and restricted the sustainable development of resource-based cities. The market economy and the characteristics of capital make the transformation and development of resource-based cities inevitable. The scientific concept of development and the adjustment of industrial structure put forward realistic requirements for the transformation and development of resource-based cities. At the beginning of the new century, the transformation and development of resource-based cities in our country is gradually unfolding. Although the achievements have been presented, the problems of ecological environment, irrational industrial structure, unemployment and re-employment are still prominent, and the talents and funds are short of. The high cost of enterprise withdrawal has become the bottleneck of the transformation and development of resource-based cities. The transformation and development of resource-based cities is a worldwide issue. The practical exploration of resource-based cities in developed countries started earlier and gained some successful experiences, which is of great significance for the transformation and development of resource-based cities in China. Different from the market economy countries, the resource-based cities of our country exist under the background of planned economy, they generally lack the primitive capital accumulation. Therefore, under the market economy condition, Resource-oriented cities in our country are faced with many historical problems and realistic contradictions, which requires rational planning and scientific design from various angles, the establishment and development of continuous industries according to existing conditions, and the creation of a good development environment. Only by condensing outstanding talents, providing perfect system and sufficient financial security, can we promote its rapid transformation and smooth development.
