【摘要】：伴隨著經(jīng)濟全球化和經(jīng)濟一體化的浪潮，我國中西部地區(qū)成為承接國際和沿海地區(qū)產(chǎn)業(yè)轉(zhuǎn)移的“主營地”，承接產(chǎn)業(yè)轉(zhuǎn)移極大地加快了中西部新型工業(yè)化和城鎮(zhèn)化進程。目前一些學(xué)者已經(jīng)注意到產(chǎn)業(yè)轉(zhuǎn)移對承接地城鎮(zhèn)化發(fā)展有促進作用，說明承接產(chǎn)業(yè)轉(zhuǎn)移具有城鎮(zhèn)化效應(yīng)。但學(xué)者們在闡述產(chǎn)業(yè)轉(zhuǎn)移與城鎮(zhèn)化之間相互作用的關(guān)系時仍是經(jīng)濟表象層面的分析，沒有從微觀層次上去分析產(chǎn)業(yè)轉(zhuǎn)移與城鎮(zhèn)化之間的作用機制。此外，從現(xiàn)有的研究成果來看，目前對于產(chǎn)業(yè)轉(zhuǎn)移與城鎮(zhèn)化之間相互作用的關(guān)系的研究，往往還只停留在理論層面上的探討與案例分析的總結(jié)，較少有建立產(chǎn)業(yè)轉(zhuǎn)移與城鎮(zhèn)化之間的實證分析模型，從而使成果的精確性與可靠性得到懷疑。正是如此，本文探索性地分析了產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的內(nèi)涵與作用機制，并構(gòu)建了計量分析模型，以湖南省為例，實證檢驗了產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的大小。雖然目前的研究仍處于試探性階段，但對于推動產(chǎn)業(yè)轉(zhuǎn)移與城鎮(zhèn)化相關(guān)理論的發(fā)展，具有特定的意義。 本文首先介紹了產(chǎn)業(yè)轉(zhuǎn)移與城鎮(zhèn)化的相關(guān)理論；接著對產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的內(nèi)涵進行了重新界定，認(rèn)為產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)是指產(chǎn)業(yè)轉(zhuǎn)移發(fā)生促進了承接地生產(chǎn)要素的流動以及經(jīng)濟發(fā)展方式的轉(zhuǎn)變，特別是農(nóng)業(yè)剩余勞動力向城鎮(zhèn)的集聚以及城鎮(zhèn)生活方式的確立，從而使得承接地城鎮(zhèn)化水平提高的經(jīng)濟現(xiàn)象；然后從產(chǎn)業(yè)結(jié)構(gòu)演進、經(jīng)濟規(guī)模擴張以及生產(chǎn)要素流動三個面闡述了產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的作用機理，并構(gòu)建了產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的計量分析模型，從而完善了產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的理論體系。其次以湖南省承接國際和沿海地區(qū)產(chǎn)業(yè)轉(zhuǎn)移的數(shù)據(jù)為樣本，從時間序列數(shù)據(jù)出發(fā)，分別測度湖南省承接國際和國內(nèi)區(qū)域產(chǎn)業(yè)轉(zhuǎn)移的城鎮(zhèn)化效應(yīng)的大��；同時從湖南省的長株潭、洞庭湖、湘中、湘南、湘西五大區(qū)域面板數(shù)據(jù)出發(fā)，分別測度湖南省各區(qū)域承接產(chǎn)業(yè)轉(zhuǎn)移城鎮(zhèn)化效應(yīng)的大小，，并進行了比較。結(jié)果顯示：湖南省無論是承接國際發(fā)達國家產(chǎn)業(yè)轉(zhuǎn)移，還是承接國內(nèi)沿海地區(qū)產(chǎn)業(yè)轉(zhuǎn)移均存在明顯的城鎮(zhèn)化效應(yīng)，而且不同區(qū)域存在著區(qū)別。最后，本文為湖南省有效承接產(chǎn)業(yè)轉(zhuǎn)移、推進城鎮(zhèn)化道路建設(shè)提出切實可行的建議。
[Abstract]:With the tide of economic globalization and economic integration, The central and western regions of China have become the "main place" to undertake the industrial transfer in the international and coastal areas, which has greatly accelerated the process of new industrialization and urbanization in the central and western regions. At present, some scholars have paid attention to the industrial transfer. Promoting the development of urbanization in the undertaking area, It shows that undertaking industrial transfer has urbanization effect. However, scholars still analyze the relationship between industrial transfer and urbanization at the level of economic representation. There is no analysis of the mechanism between industrial transfer and urbanization at the micro level. In addition, from the existing research results, the current research on the relationship between industrial transfer and urbanization, There are few empirical models between industrial transfer and urbanization, which make the accuracy and reliability of the results doubtful. This paper explores the connotation and mechanism of the urbanization effect of industrial transfer, and constructs a econometric analysis model, taking Hunan Province as an example. Although the current research is still in a tentative stage, it is of special significance to promote the development of the theory of industry transfer and urbanization. This paper first introduces the related theories of industrial transfer and urbanization, and then redefines the connotation of the effect of industrial transfer and urbanization. The author thinks that the urbanization effect of industrial transfer means that the industrial transfer promotes the flow of production factors and the transformation of economic development mode, especially the agglomeration of surplus agricultural labor force into towns and the establishment of urban lifestyle. Then, from three aspects of industrial structure evolution, economic scale expansion and production factor flow, the paper expounds the mechanism of urbanization effect of industrial transfer. The econometric analysis model of the effects of industrial transfer and urbanization is constructed to perfect the theoretical system of the effect of industrial transfer and urbanization. Secondly, taking the data of industrial transfer from international and coastal areas in Hunan Province as the sample, starting from the time series data. Measure the urbanization effect of Hunan province to undertake international and domestic regional industrial transfer respectively. At the same time, proceed from the five regional panel data of Chang-Zhu-Tan, Dongting Lake, Central Hunan, Southern Hunan and Western Hunan in Hunan Province. The effects of industrial transfer and urbanization in Hunan Province are measured and compared. The results show that Hunan Province is responsible for industrial transfer in developed countries. There are obvious urbanization effects and differences between different regions. Finally, this paper puts forward practical suggestions for Hunan Province to undertake industrial transfer effectively and promote urbanization road construction.
