【摘要】：近年來(lái)，全國(guó)食品安全事故時(shí)有發(fā)生，食品行業(yè)誠(chéng)信危機(jī)不斷，從毒大米事件，到“蘇丹紅”、“孔雀綠”，以及近年來(lái)“三鹿奶粉”、“塑化劑”和“皮革奶”等一系列事件，公眾對(duì)食品缺乏安全感，食品企業(yè)失信引發(fā)的社會(huì)危機(jī)再度成為社會(huì)關(guān)注的焦點(diǎn)。揭陽(yáng)市位于廣東東部，是經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)。食品生產(chǎn)加工行業(yè)是揭陽(yáng)市的傳統(tǒng)產(chǎn)業(yè)，由于經(jīng)濟(jì)發(fā)展水平不高、企業(yè)的生產(chǎn)能力、管理水平和經(jīng)營(yíng)者的質(zhì)量意識(shí)不能完全適應(yīng)當(dāng)前的市場(chǎng)競(jìng)爭(zhēng)環(huán)境等原因，該市食品行業(yè)的發(fā)展幾經(jīng)波折。2006年，揭東縣錫場(chǎng)鎮(zhèn)因生產(chǎn)劣質(zhì)餅干和劣質(zhì)飲料問(wèn)題嚴(yán)重被省打假聯(lián)席會(huì)議確定為打假重點(diǎn)區(qū)域；2007年，中央電視臺(tái)曝光了揭西縣鳳江鎮(zhèn)涼果行業(yè)衛(wèi)生嚴(yán)重不達(dá)標(biāo)問(wèn)題，鳳江鎮(zhèn)被省列為全省打假警示區(qū)域，當(dāng)年被取締關(guān)停的涼果廠就有101家。最近幾年，通過(guò)地方政府不斷的高壓整治，雖然情況已經(jīng)有所好轉(zhuǎn)，但形勢(shì)依然不容樂(lè)觀，，揭陽(yáng)市在努力構(gòu)建食品信用體系的實(shí)踐過(guò)程當(dāng)中還存在不完善、不規(guī)范的地方，這影響了食品信用體系作用的發(fā)揮，在理論和實(shí)踐中還有許多地方需要我們探索。 本文通過(guò)比較研究法、調(diào)查分析法、個(gè)案分析法、文獻(xiàn)分析法，對(duì)國(guó)內(nèi)外信用體系建設(shè)以及相關(guān)理論的分析和比較，對(duì)照國(guó)外和我國(guó)其他領(lǐng)域在信用體系建設(shè)方面取得成果的經(jīng)驗(yàn)基礎(chǔ)上，從揭陽(yáng)市食品生產(chǎn)加工行業(yè)入手，對(duì)揭陽(yáng)市食品生產(chǎn)加工行業(yè)信用體系進(jìn)行了初步研究，對(duì)該市食品行業(yè)發(fā)展現(xiàn)狀、信用問(wèn)題的產(chǎn)生、建立完善行業(yè)信用體系的意義以及行業(yè)信用體系建設(shè)的已取得的進(jìn)展、存在的問(wèn)題與原因進(jìn)行了分析；提出幾點(diǎn)解決揭陽(yáng)市食品行業(yè)信用體系存在問(wèn)題的對(duì)策性建議，探討建立適合該市的行業(yè)信用體系,以期對(duì)揭陽(yáng)市品安全和行業(yè)健康、可持續(xù)發(fā)展提供幫助。
[Abstract]:In recent years, food safety accidents have occurred all over the country, and there has been a continuous crisis of integrity in the food industry, from the incident of poisoned rice to "Sudan red", "malachite green", and in recent years "Sanlu milk powder", "plasticizer" and "leather milk" and a series of events. The public is insecure about food, and the social crisis caused by food enterprises' dishonesty has once again become the focus of social attention. Jieyang City, located in the eastern part of Guangdong Province, is an economically underdeveloped region. The food production and processing industry is a traditional industry in Jieyang City. Due to the low level of economic development and the inability of the enterprises to fully adapt to the current market competition environment, the production capacity, management level and quality consciousness of the operators, the development of the food industry in the city has experienced several setbacks. In 2006, Xichang Town, Jiedong County, was identified as a key area by the Provincial Joint Conference on cracking down on fake products because of the problem of producing inferior biscuits and inferior beverages. On 2007, CCTV exposed the serious problem of poor hygiene in the fruit industry in Fengjiang Town, Jiexi County. Fengjiang Town has been listed as a warning area for fighting forgery in the province. 101 fruit factories were banned and shut down in those years. In recent years, though the situation has improved, the situation is still not optimistic, through continuous high-pressure rectification by local governments. In Jieyang City, there are still some imperfections and imperfections in the practice of constructing food credit system, which has affected the function of food credit system, and there are still many places to be explored in theory and practice. Through comparative research method, investigation analysis method, case analysis method, literature analysis method, this paper analyzes and compares the domestic and foreign credit system construction and related theories. On the basis of the experience of foreign countries and other fields of our country in the construction of credit system, starting with the food production and processing industry in Jieyang City, the credit system of food production and processing industry in Jieyang City is preliminarily studied. The status quo of the food industry in the city, the emergence of credit problems, the significance of establishing and perfecting the industry credit system, the progress made in the construction of the industry credit system, and the existing problems and reasons are analyzed. This paper puts forward some countermeasures to solve the problems existing in the credit system of food industry in Jieyang City and probes into the establishment of an industry credit system suitable for the city in order to provide help for the safety and health of the industry and the sustainable development of the food industry in Jieyang City.
