【摘要】：隨著人類社會的發(fā)展,城市化是未來必然的發(fā)展趨勢,現(xiàn)代文明的實現(xiàn)必須經(jīng)歷城市化之路,城市化,對于我國來說是促進經(jīng)濟發(fā)展、轉(zhuǎn)變經(jīng)濟增長方式的重要手段及方式,承載著艱巨的歷史使命。城市化是一個復(fù)雜的、綜合性的社會經(jīng)濟問題,涉及到國家發(fā)展的各個領(lǐng)域。我國城市化的發(fā)展并不完全依靠工業(yè)化及經(jīng)濟社會的發(fā)展,而表現(xiàn)出復(fù)雜性的多元化特征,由上及下的行政性因素對于推動是城市化發(fā)展具有積極的作用。在我國城市化速度與工業(yè)化速度比較明顯落后,自然環(huán)境、經(jīng)濟條件、體制等都是影響城市化進程的重要因素。從經(jīng)濟來看,促進城市化發(fā)展,對緩解城鄉(xiāng)二元化結(jié)構(gòu)有積極作用,而且城市化進程有利于協(xié)調(diào)不同規(guī)模城市之間的相互分工協(xié)作問題,對充分發(fā)揮城市功能有很好的促進作用。另外,城市化對促進我國經(jīng)濟增長方式的轉(zhuǎn)變,對提高人們生活水平有著非常積極的作用。從社會層面來看,在我國各個城市有大量的農(nóng)民工,他們?yōu)槌鞘邪l(fā)展做出了重要貢獻,但農(nóng)民工因為身份而非工作能力因素被城市群體排擠、歧視,這些問題都必須通過改革戶籍制度、社會保障制度、土地補償制度等來解決,通過進行深入改革,才能使農(nóng)民工真正融入城市生活,享受在就業(yè)、教育、醫(yī)療等各個方面的權(quán)利。 本文主要對我國城市化邏輯及政策問題進行探討。論文主要分為六個部分內(nèi)容：第一部分主要對本課題的選題依據(jù)、選題意義及國內(nèi)外研究現(xiàn)狀進行了分析,對本文的研究內(nèi)容、研究思路以及方法做了總結(jié)歸納；對城市化本質(zhì)及相關(guān)理論展開概述是第二部分的主要內(nèi)容,主要包括城市化、城鎮(zhèn)化的概念,城市化理論及我國城市化政策等幾個方面的內(nèi)容；第三部分主要對我國城市化與工業(yè)化的內(nèi)在邏輯進行了分析,對我國城市化取得的偉大成就進行了闡述,對推動城市化進程的意義進行了說明,指出建立發(fā)達的城市社會是實現(xiàn)中華民族偉大復(fù)興的必由之路；第四部分是本文的核心內(nèi)容,重點對當(dāng)前我國城市化的政策問題、原因及其影響進行了分析；第五部分主要對我國未來城市化發(fā)展的基本態(tài)勢及政策選擇進行了分析,指出了我國未來城市化的政策思路；最后一部分對全文進行了概括性總結(jié)。 城市化的發(fā)展離不開國家從戰(zhàn)略的高度做好引導(dǎo),同時還需要在政策以及產(chǎn)業(yè)方面做好保障與傾斜,能夠在稅收、金融、土地等方面給予支持。我國的城鎮(zhèn)化建設(shè)要突出中國特色,縮小大中小城市與小城鎮(zhèn)發(fā)展之間的差距,促進城鎮(zhèn)綜合承載能力不斷提高,擴大城市對農(nóng)村所具有的輻射作用,產(chǎn)生良好的帶動效應(yīng),增進城鎮(zhèn)化與新農(nóng)村建設(shè)之間的積極互動,這些都是促進我國城市化發(fā)展的必要條件。
[Abstract]:With the development of human society, urbanization is the inevitable development trend in the future. The realization of modern civilization must go through the road of urbanization. Urbanization is an important means and way to promote economic development and change the mode of economic growth for our country. Urbanization is a complex and comprehensive social and economic problem, which involves various fields of national development. The development of urbanization in China is not entirely dependent on industrialization and economic and social development. The administrative factors from top to bottom play a positive role in promoting the development of urbanization. In China, the speed of urbanization and industrialization are obviously backward, the natural environment, economic conditions, From the economic point of view, promoting the development of urbanization plays a positive role in alleviating the urban-rural dual structure. Moreover, the process of urbanization is conducive to coordinating the division of labor and cooperation among cities of different sizes, and has a good promoting effect on giving full play to the functions of cities. In addition, urbanization will promote the transformation of the mode of economic growth in our country. It plays a very positive role in improving people's living standards. From a social perspective, there are a large number of migrant workers in various cities in our country, who have made important contributions to the development of the city. However, migrant workers are excluded and discriminated against by urban groups because of their status rather than their ability to work. These problems must be resolved through the reform of the household registration system, the social security system, the land compensation system, etc., and through in-depth reform. In order to make migrant workers truly integrate into urban life, enjoy the employment, education, health care and other aspects of the rights. This paper mainly discusses the logic and policy of urbanization in China. The thesis is divided into six parts: the first part mainly analyzes the basis of the topic, the significance of the topic and the current research situation at home and abroad. The main content of the second part is the summary of the essence of urbanization and related theories, including the concept of urbanization and urbanization. The third part mainly analyzes the internal logic of urbanization and industrialization in China, and expounds the great achievements of urbanization in China. This paper explains the significance of promoting the urbanization process, points out that the only way to realize the great rejuvenation of the Chinese nation is to establish a developed urban society, and the 4th part is the core content of this paper, focusing on the policy issues of urbanization in China. Part 5th mainly analyzes the basic situation and policy choice of the future urbanization in China, and points out the policy thinking of the future urbanization in China. The last part makes a general summary of the full text. The development of urbanization can not be separated from the country's strategic guidance. At the same time, it also needs to do a good job in protecting and tilting policies and industries to be able to take care of taxation and finance. The construction of urbanization in China should highlight the Chinese characteristics, narrow the gap between the development of large, medium-sized and small cities and towns, promote the continuous improvement of the comprehensive carrying capacity of cities and towns, and expand the radiation function of cities to rural areas. The positive interaction between urbanization and the construction of new countryside is necessary to promote the development of urbanization in China.
