【摘要】：隨著我國市場經(jīng)濟(jì)的不斷發(fā)展和國外先進(jìn)理論與技術(shù)的不斷引進(jìn)與滲透,EPC總承包模式在我國的工程建設(shè)領(lǐng)域的應(yīng)用開始嶄露頭角,“業(yè)主+設(shè)備監(jiān)理+EPC總承包商”模式在我國許多EPC總承包項(xiàng)目中也有了成功的應(yīng)用。雖然設(shè)備監(jiān)理在EPC總承包工程項(xiàng)目中的成功應(yīng)用還存在很多阻礙與困難,如設(shè)備監(jiān)理企業(yè)無法獲得業(yè)主充分的信任、設(shè)備監(jiān)理企業(yè)的整體實(shí)力欠佳、設(shè)備監(jiān)理單位與EPC總承包商的協(xié)調(diào)配合有待改善、設(shè)備監(jiān)理服務(wù)的工程范圍僅僅局限在施工階段等等,但是大力推廣設(shè)備監(jiān)理在EPC總承包項(xiàng)目中的應(yīng)用是完善工程項(xiàng)目管理的需要,其優(yōu)勢是顯而易見的,包括協(xié)助業(yè)主監(jiān)督EPC總承包商的行為簡化業(yè)主管理工作、提高工程設(shè)備質(zhì)量、保障投資效益、縮短建設(shè)周期等等。所以,為工程項(xiàng)目更好的實(shí)施并取得良好的投資收益,研究設(shè)備監(jiān)理在EPC總承包模式中的應(yīng)用及重要性是極其有必要的。本文首先討論了設(shè)備監(jiān)理、EPC總承包模式、以及“業(yè)主+設(shè)備監(jiān)理+EPC總承包商”的項(xiàng)目管理模式在國內(nèi)外的現(xiàn)狀及研究背景；其次,闡述了設(shè)備監(jiān)理的內(nèi)涵,包括論述設(shè)備監(jiān)理的含義、與工程建設(shè)監(jiān)理制度的區(qū)別、論述設(shè)備監(jiān)理的服務(wù)對(duì)象以及論述實(shí)施設(shè)備監(jiān)理在我國的必要性；再次,論述了EPC總承包模式的具體內(nèi)容,包括EPC總承包模式的定義以及EPC總承包模式在我國的現(xiàn)狀分析；接著,以EPC總承包模式下業(yè)主及EPC總承包商的優(yōu)劣勢分析為切入點(diǎn),討論了設(shè)備監(jiān)理在EPC工程總承包項(xiàng)目中的應(yīng)用；最后,通過論述設(shè)備監(jiān)理在EPC工程總承包項(xiàng)目中的重要性以及對(duì)于設(shè)備監(jiān)理如何在EPC工程總承包項(xiàng)目中發(fā)揮最大化作用提出建議,希望給同仁些許啟發(fā)與參考。
[Abstract]:With the continuous development of market economy in China and the introduction and penetration of advanced theories and technologies from abroad, the application of EPC-general contracting mode in the field of engineering construction in China has begun to emerge. "the general contractor of EPC for owner's equipment supervision begins to emerge." "the model has also been successfully applied in many EPC general contracting projects in China, although there are still many obstacles and difficulties in the successful application of equipment supervision in EPC general contracting projects. If the equipment supervision enterprise can not get the full trust of the owner, the overall strength of the equipment supervision enterprise is not good, and the coordination between the equipment supervision unit and the EPC general contractor needs to be improved. The engineering scope of equipment supervision service is limited to the construction stage and so on, but it is necessary to improve the project management by popularizing the application of equipment supervision in EPC general contracting project, and its advantages are obvious. Including assisting the owner to supervise the behavior of the main contractor of EPC, simplify the management of the company, improve the quality of the engineering equipment, guarantee the investment benefit, shorten the construction period, and so on. It is very necessary to study the application and importance of equipment supervision in EPC general contracting mode. And the present situation and research background of the project management mode of "owner equipment supervision EPC general contractor" at home and abroad. Secondly, the connotation of equipment supervision is expounded, including the meaning of equipment supervision, and the difference between the project supervision system and the construction supervision system. This paper discusses the service object of equipment supervision and the necessity of implementing equipment supervision in our country. Thirdly, it discusses the concrete contents of EPC general contracting mode, including the definition of EPC general contracting mode and the analysis of the present situation of EPC general contract mode in our country. Then, based on the analysis of the advantages and disadvantages of the owner and the general contractor of EPC under the general contracting mode of EPC, the application of equipment supervision in the general contracting project of EPC project is discussed. This paper discusses the importance of equipment supervision in EPC general contracting project, and puts forward some suggestions on how to maximize the function of equipment supervision in EPC general contracting project, hoping to give colleagues some inspiration and reference.
