【摘要】：本文通過“中部地區(qū)城市帶發(fā)展土地保障與監(jiān)管技術系統(tǒng)開發(fā)與示范”項目確定的重點承接產業(yè)用地和皖江城市帶現(xiàn)有產業(yè)用地集約利用現(xiàn)狀分析,開展存量產業(yè)用地節(jié)約集約評價技術研究,通過對評價指標體系和評價模塊的構建,測算存量產業(yè)用地的潛力,建立皖江城市帶示范區(qū)節(jié)約集約利用評價數據庫；為產業(yè)用地內涵挖潛提供參考依據；建立產業(yè)用地集約利用分析共性技術、存量挖潛評價技術和增量調控技術的模型庫,研究開發(fā)皖江城市帶不同產業(yè)節(jié)約集約用地調控信息系統(tǒng),實現(xiàn)皖江城市帶不同產業(yè)用地節(jié)約集約利用評價與調控動態(tài)化和可視化,最大限度地挖掘土地利用潛力,提高土地利用效益。通過對皖江城市帶產業(yè)用地調控技術的研究,本文做了以下研究工作：1、分析皖江城市帶可能承接的產業(yè)類型,在摸清皖江城市帶承接的產業(yè)用地類型和現(xiàn)有產業(yè)用地狀況的基礎上,針對不同類型產業(yè)用地,采集相關土地利用數據,研制出一套行之有效的皖江城市帶承接產業(yè)轉移的土地利用數據采集技術。2、針對已采集的皖江城市帶產業(yè)用地結構、強度和規(guī)模等數據,研究數據分類、整理和更新技術,做好分類輸入工作；統(tǒng)一數據格式與標準,使之符合項目集成的數據使用要求；在輸入時,預留數據更新接口,為后期數據的日常更新工作做好準備,為最終實現(xiàn)產業(yè)用地節(jié)約集約利用的動態(tài)化和瞬時化提供技術支撐。并構建一套覆蓋示范區(qū)的產業(yè)用地集約利用評價數據庫,為皖江城市帶承接的產業(yè)用地集約利用評價和監(jiān)管工作提供數據支持和技術平臺。3、通過對皖江城市帶存量產業(yè)用地現(xiàn)狀的分析和評價,摸清宏觀上產業(yè)用地的利用特征及存在問題。針對現(xiàn)有問題,分析影響宏觀產業(yè)用地集約利用的因素因子,并從中遴選出關鍵影響因子。構建皖江城市帶產業(yè)用地集約利用評價指標體系,以實用精準為指標的選用原則,并確定各指標權重。根據不同產業(yè)用地集約利用評價關鍵指標,綜合考慮不同類型產業(yè)用地集約利用評價的側重點,調整指標和權重,建立產業(yè)用地集約利用評價模型。4、在對存量產業(yè)用地數據信息分析的基礎上,研究存量產業(yè)用地的潛力構成及測算方法,利用產業(yè)用地集約評價模型對示范區(qū)產業(yè)用地進行評價,預測不同產業(yè)用地存量潛力,并對存量產業(yè)用地潛力進行分級,為皖江城市帶承接產業(yè)轉移提供參考和指導。5、實現(xiàn)了皖江城市帶不同產業(yè)用地節(jié)約集約利用評價與調控的動態(tài)化、可視化,最大限度地挖掘土地利用潛力,提高土地利用效益。
[Abstract]:This paper analyzes the present situation of industrial land use and existing industrial land intensive utilization through the project of "Development and demonstration of Land Security and Supervision Technology system for Urban Belt Development in Central China". Through the construction of evaluation index system and evaluation module, the potential of stock industrial land is calculated, and the evaluation database of economization and intensive utilization is established in the demonstration area of the urban belt of Wanjiang River. To provide the reference basis for the connotation of industrial land, to establish the model base of industrial land intensive utilization analysis common technology, stock potential evaluation technology and incremental control technology, This paper studies and develops the information system of intensive land use control for different industries in Anhui River urban belt, realizes the dynamic and visualization of evaluation and regulation of intensive utilization of different industrial land saving in Anhui River urban belt, and maximizes the potential of land use. To improve the efficiency of land use. Based on the study of industrial land regulation and control technology in the urban belt of Anhui River, this paper has done the following research work: 1, to analyze the types of industries that the urban belt of Anhui River may undertake. On the basis of understanding the types of industrial land and the present industrial land use status in the urban belt of Anhui River, the relevant land use data are collected for different types of industrial land use. A set of effective land use data acquisition technology. 2. According to the collected data of industrial land structure, intensity and scale of Anhui River urban belt, this paper studies the data classification, sorting and updating technology. Do the classification input work well; unify the data format and standard, make it conform to the data requirement of the project integration; when input, reserve the data update interface, prepare for the daily update work of the later data, It provides technical support for realizing the dynamic and instantaneous utilization of industrial land saving and intensive utilization, and constructs a set of industrial land intensive utilization evaluation database covering demonstration area. It provides data support and technical platform for the evaluation and supervision of intensive utilization of industrial land in the urban belt of Anhui River, and analyzes and evaluates the present situation of industrial land use in the urban belt of Anhui River, through the analysis and evaluation of the present situation of industrial land use in the urban belt of Anhui River. To find out the characteristics and existing problems of industrial land use in macroscopically, to analyze the factors influencing intensive use of industrial land in view of the existing problems, And select the key influencing factors. Construct the evaluation index system of intensive utilization of industrial land in the city of Anhui River, take practical precision as the selection principle, and determine the weight of each index. According to the evaluation key index of intensive utilization of different industrial land, Considering the emphasis of intensive utilization evaluation of different types of industrial land, adjusting the index and weight, establishing the evaluation model of intensive utilization of industrial land. This paper studies the potential composition and calculation method of industrial land in stock, evaluates industrial land in demonstration area by means of intensive evaluation model of industrial land, predicts the potential of different industrial land stock, and classifies the potential of industrial land in stock. This paper provides a reference and guidance for the urban belt of Anhui River to undertake the industrial transfer. It realizes the dynamic evaluation and control of different industrial land saving and intensive utilization, visualizes, excavates the potential of land use to the maximum extent, and improves the benefit of land use.
