【摘要】：為更好地協(xié)調(diào)城市拆遷中多方利益主體,引入一個(gè)社會(huì)中介機(jī)構(gòu),運(yùn)用博弈論的方法對(duì)其作用和影響因素進(jìn)行分析,構(gòu)建了拆遷人、被拆遷人、中介機(jī)構(gòu)和政府四方的博弈收益矩陣,深入分析了中介機(jī)構(gòu)博弈均衡和拆遷人與被拆遷人的博弈均衡,并分別闡釋了其政策含義。政府應(yīng)該加快發(fā)展和培育中介機(jī)構(gòu),打造城市拆遷的利益協(xié)商平臺(tái);轉(zhuǎn)變和分解政府職能,將部分職能轉(zhuǎn)移給中介組織,適當(dāng)減少對(duì)城市拆遷的介入,充分授權(quán)于社會(huì)中介機(jī)構(gòu),對(duì)中介機(jī)構(gòu)要做到權(quán)、責(zé)、利結(jié)合;強(qiáng)化中介機(jī)構(gòu)的監(jiān)督管理職能,重點(diǎn)扶持一批知識(shí)密集型的中介機(jī)構(gòu);改善對(duì)中介機(jī)構(gòu)的服務(wù),建設(shè)區(qū)域性統(tǒng)一的中介服務(wù)公共信息平臺(tái)。
[Abstract]:In order to better coordinate the multi-interest subjects in urban demolition, the author introduces a social intermediary organization, analyzes its function and influencing factors by using the method of game theory, and constructs the demolition person and the demolition person. In this paper, the game income matrix of the intermediary organization and the government is analyzed, the game equilibrium of the intermediary organization and the game equilibrium between the relocated person and the relocated person are analyzed, and the policy meaning is explained separately. The government should speed up the development and cultivation of the intermediary institution. Build the benefit negotiation platform of urban demolition, transform and decompose government functions, transfer some functions to intermediary organizations, appropriately reduce the involvement of urban demolition and relocation, fully empower social intermediary organizations, and do power and responsibility to intermediary organizations. To strengthen the supervision and management function of the intermediary institution, to support a group of knowledge-intensive agencies, to improve the service to the intermediary institution and to build a regional unified public information platform for the intermediary service.
