【摘要】：能源是人類社會(huì)存在和發(fā)展的物質(zhì)基礎(chǔ),直接影響著國(guó)家安全和社會(huì)的可持續(xù)發(fā)展。我國(guó)作為發(fā)展中國(guó)家,自改革開(kāi)放以來(lái),經(jīng)濟(jì)持續(xù)快速增長(zhǎng),各項(xiàng)建設(shè)都取得了驕人的成績(jī),但我們卻也為此付出了慘痛的資源和環(huán)境代價(jià)。目前,我國(guó)的環(huán)境問(wèn)題已成為危及群眾健康、制約經(jīng)濟(jì)發(fā)展的重要因素,成為人民群眾關(guān)心的熱點(diǎn)和建設(shè)社會(huì)主義和諧社會(huì)的難點(diǎn)。因此,盡管在當(dāng)前和今后相當(dāng)長(zhǎng)一段時(shí)期內(nèi),經(jīng)濟(jì)發(fā)展依然是我們的主題,但在全球氣候變化的大背景下,我國(guó)也應(yīng)主動(dòng)承擔(dān)起節(jié)能減排的國(guó)際責(zé)任。論文通過(guò)文獻(xiàn)研究和比較,對(duì)我國(guó)節(jié)能減排政策的演變歷程和發(fā)展趨勢(shì)進(jìn)行分析。首先,在介紹課題研究背景及研究意義的基礎(chǔ)上,明確節(jié)能減排政策的必要性及重要性,并引入政策過(guò)程和政策工具的相關(guān)概念,作為分析我國(guó)節(jié)能減排政策的理論基礎(chǔ),系統(tǒng)分析了我國(guó)節(jié)能減排政策從形成、發(fā)展,到修正變革、深化改革各個(gè)階段的主要政策及其成果、不足與下一階段努力的重點(diǎn)。其次,在明確英國(guó)能源結(jié)構(gòu)與我國(guó)相似性和可比性的基礎(chǔ)上,總結(jié)英國(guó)節(jié)能減排的典型政策措施及其對(duì)我國(guó)的啟示,學(xué)習(xí)其將經(jīng)濟(jì)杠桿作為節(jié)能減排重要手段、逐漸擴(kuò)大節(jié)能立法的規(guī)范對(duì)象及不斷強(qiáng)化政府的作用和責(zé)任等方面的經(jīng)驗(yàn),并吸取其政策執(zhí)行及政府管理等方面的教訓(xùn)。最后,在綜合考慮國(guó)際節(jié)能減排趨勢(shì)和我國(guó)現(xiàn)階段基本國(guó)情的基礎(chǔ)上,歸納總結(jié)我國(guó)節(jié)能減排政策的發(fā)展趨勢(shì),希望未來(lái)我國(guó)的節(jié)能減排政策在政策體系健全化、政策過(guò)程規(guī)范化和政策工具協(xié)同化等方面有所突破,為我國(guó)節(jié)能減排工作奠定政策基礎(chǔ)。
[Abstract]:Energy is the material foundation of the existence and development of human society, which directly affects the national security and the sustainable development of the society. As a developing country, our economy has been growing rapidly since the reform and opening up. Every construction project has made remarkable achievements, but we have also paid a heavy price for resources and environment. At present, the environmental problems in our country have become an important factor that endangers the health of the masses and restricts economic development. It has become a hot spot of concern to the masses of the people and a difficult point in building a harmonious socialist society. Therefore, although economic development is still our theme at present and for quite a long time to come, in the context of global climate change, China should also take the initiative to assume the international responsibility of energy saving and emission reduction. Through literature research and comparison, this paper analyzes the evolution process and development trend of energy saving and emission reduction policies in China. First, on the basis of introducing the background and significance of the research, The necessity and importance of energy saving and emission reduction policies are clarified, and the relevant concepts of policy process and policy tools are introduced. As the theoretical basis of analyzing energy saving and emission reduction policies in China, the formation and development of energy saving and emission reduction policies in China are systematically analyzed. To revise the changes, deepen the main policies and their achievements in all stages of reform, are not enough with the focus of the next phase of efforts. Secondly, on the basis of defining the similarities and comparability between the British energy structure and our country, This paper summarizes the typical policies and measures of energy saving and emission reduction in Britain and their enlightenment to our country, studies its experience in taking economic leverage as an important means of energy saving and emission reduction, gradually expanding the normative object of energy conservation legislation and continuously strengthening the role and responsibility of the government, etc. Finally, on the basis of considering the trend of international energy conservation and emission reduction and the basic situation of our country at the present stage, the development trend of energy saving and emission reduction policies in China is summarized. It is hoped that the future energy saving and emission reduction policies of our country will have some breakthroughs in terms of improving the policy system, standardizing the policy process and coordinating policy tools, so as to lay a policy foundation for the work of energy conservation and emission reduction in our country.
