【摘要】：南寧市委市政府在2013年提出要在南寧經(jīng)濟技術開發(fā)區(qū)(以下簡稱：經(jīng)開區(qū))規(guī)劃建設一個生物醫(yī)藥產(chǎn)業(yè)園,近一年時間里已經(jīng)先后有6家大型生物醫(yī)藥企業(yè)落戶經(jīng)開區(qū),這幾家企業(yè)投產(chǎn)后將對經(jīng)開區(qū)的經(jīng)濟發(fā)展產(chǎn)生重要影響。企業(yè)在經(jīng)開區(qū)投資的A項目占地規(guī)模比較大,整個項目的基礎設施建設及設備購置等費用非常大,按照項目業(yè)主目前可以籌到15億元計算,資金缺口將達到17億元。A項目融資存在的問題既有投資方和項目業(yè)主本身的原因,也有外部環(huán)境制約的原因。解決A項目融資問題需要加強企業(yè)自身建設、拓寬融資渠道,更需要政府在政策和法規(guī)上給予更多的支持以及金融部門的機制創(chuàng)新和開拓更多的金融服務領域。 本文對南寧市經(jīng)濟開發(fā)區(qū)醫(yī)藥產(chǎn)業(yè)園A項目建設目標、投資估算與現(xiàn)有融資方式相結(jié)合進行分析,發(fā)現(xiàn)項目存在較大融資缺口,進一步研究發(fā)現(xiàn)A項目融資存在投資方投入資金不足、沒有充分運用投資方自身融資能力,項目自身資產(chǎn)進行再融資以及外部環(huán)境制約等問題,根據(jù)A項目的融資條件和外部融資環(huán)境,可以從對加大投資方投入資金、完善公司財務制度、采用增發(fā)股票、發(fā)行公司債、對項目公司進行擔保貸款、采用BT模式、完善擔保體系、完善無形資產(chǎn)質(zhì)押貸款、激活民間資本等方面去解決項目融資問題。
[Abstract]:In 2013, the Nanning Municipal Committee and Municipal Government proposed to plan the construction of a biomedical industrial park in the Nanning Economic and technological Development Zone (hereinafter referred to as "Jinghai District"). In the past year, six large biomedical enterprises have already settled in the economic and technological development zone. These enterprises will have an important impact on the economic development of the area after they are put into operation. The project A invested by the enterprises in the area covers a relatively large area, and the cost of infrastructure construction and equipment acquisition of the whole project is very large. According to the calculation that the project owner can now raise 1.5 billion yuan, the funding gap will reach 1.7 billion yuan. A the problems existing in project financing are due to both the investor and the project owner themselves. There are also reasons for external environmental constraints. To solve the problem of project A financing, we need to strengthen the enterprise's own construction and broaden its financing channels. It also needs more government support in policy and regulation, as well as institutional innovation and expansion of financial services in the financial sector. This paper analyzes the construction target, investment estimation and existing financing methods of A project in Nanning Economic Development Zone, and finds that there is a large financing gap in the project. Further research found that there are some problems in project A financing, such as insufficient investment by investors, insufficient use of the investor's own financing capacity, refinancing of project's own assets and external environment constraints, etc. According to the financing conditions and external financing environment of project A, we can increase the investment of investors, perfect the financial system of the company, adopt additional stock issuance, issue corporate bonds, guarantee loans to the project company, and adopt BT mode. Perfect the guarantee system, perfect the immaterial assets pledge loan, activate the folk capital to solve the project financing problem.
