【摘要】：人類社會得以延續(xù)和發(fā)展，最基本的就是要有足夠的食品來要滿足人們的生存需要，食品對于人類社會來說是極為重要的。近年來，隨著生活水平的逐步提高，人們對于食品的要求不再停留在吃飽的水平上，更多的開始注重食品的營養(yǎng)及安全問題，因此，食品的安全與否，直接關(guān)系到中國人的切身利益，也關(guān)系到中國的國家形象和中國社會的健康發(fā)展。然而隨著我國經(jīng)濟社會的日益發(fā)展、科學(xué)技術(shù)的不斷進步，食品的安全問題日益凸顯。 本文以當前我國社會的全面轉(zhuǎn)型為背景，以馬克思主義中國化理論成果為學(xué)理支撐，以當前政府、企業(yè)、公眾等對食品安全的極度關(guān)注為切入點，，分析研究了我國食品安全問題。首先，闡述了研究我國食品安全問題的理論依據(jù)，即社會主義道德體系、社會主義誠信觀和科學(xué)發(fā)展觀；其次，從食品源、食品生產(chǎn)加工過程及流通領(lǐng)域剖析了食品安全問題，并從法律保障體系不夠完善、政府部門監(jiān)管不力、食品生產(chǎn)企業(yè)法律和道德缺失、社會監(jiān)督力量缺失等方面探究了食品安全問題產(chǎn)生的原因；第三，分析了美國和歐盟關(guān)于食品安全的實踐及其對我國的啟示；最后，從建立健全食品安全監(jiān)管的相關(guān)法律法規(guī)、建立健全食品安全的監(jiān)管體系、強化企業(yè)的社會責任、發(fā)揮行業(yè)協(xié)會的食品安全推動作用、發(fā)揮社會力量的監(jiān)督作用等方面提出了解決食品安全問題的措施。 食品安全問題解決的好壞，直接體現(xiàn)出一個國家人民的生活水平、國家的社會管理水平和法律的完善程度。在我們努力構(gòu)建社會主義和諧社會的大背景下，研究我國的食品安全問題既具有理論意義又有現(xiàn)實意義。
[Abstract]:Human society can continue and develop, the most basic is to have enough food to meet people's living needs, food is extremely important to human society. In recent years, with the gradual improvement of living standards, People's demand for food is no longer confined to the level of full food, and more attention is paid to the nutrition and safety of food. Therefore, the safety of food is directly related to the vital interests of the Chinese people. It is also related to China's national image and the healthy development of Chinese society. However, with the development of our country's economy and society and the continuous progress of science and technology, the problem of food safety is becoming increasingly prominent. This paper takes the comprehensive transformation of our society as the background, the theoretical results of Marxism Sinicization as the theoretical support, the current government, enterprises, the public and other extreme concern for food safety as the breakthrough point. This paper analyzes and studies the food safety problems in China. Firstly, it expounds the theoretical basis for the study of food safety problems in China, that is, the socialist moral system, the concept of socialist honesty and the scientific outlook on development, and secondly, from the food source, The problems of food safety are analyzed in the process and circulation of food production and processing, and the legal security system is not perfect, the supervision of government departments is weak, and the law and morality of food production enterprises are lacking. The causes of food safety problems are explored in the absence of social supervision power. Thirdly, the practice of food safety in the United States and the European Union and its enlightenment to China are analyzed. Finally, from the establishment and improvement of food safety regulation and relevant laws and regulations, The measures to solve the problem of food safety are put forward in the aspects of establishing and perfecting the supervision system of food safety, strengthening the social responsibility of enterprises, giving play to the role of promoting food safety of trade associations and giving play to the supervisory role of social forces. The quality of solving food safety problems directly reflects the living standards of the people of a country, the level of social management of the country and the degree of perfection of the law. Under the background of our efforts to build a harmonious socialist society, The study of food safety in China has both theoretical and practical significance.
