代建制下公共項(xiàng)目治理績效測量模型的實(shí)證研究

【摘要】:公共項(xiàng)目治理理論經(jīng)過了10余年的發(fā)展,其改善項(xiàng)目管理績效的效果是明顯的,在理論研究中已經(jīng)得到了實(shí)證研究的驗(yàn)證,在國內(nèi)外的工程管理實(shí)踐中也得到了檢驗(yàn)。公共項(xiàng)目治理理論以中國內(nèi)地公共項(xiàng)目特殊復(fù)雜的委托代理關(guān)系和復(fù)雜的組織網(wǎng)絡(luò)交易關(guān)系為研究載體,旨在通過選擇特定的治理結(jié)構(gòu),并結(jié)合特定的治理機(jī)制(手段)組合,在治理結(jié)構(gòu)與治理機(jī)制匹配時(shí)形成一種以權(quán)、責(zé)、利安排為核心的制度安排,為項(xiàng)目管理工作能夠提供良好的環(huán)境,并且保證公共項(xiàng)目網(wǎng)絡(luò)組織中交易主體之間遵循良好的交易秩序,在公共項(xiàng)目治理框架下激勵(lì)和監(jiān)督并用,使得公共項(xiàng)目交易過程風(fēng)平浪靜,從而降低交易費(fèi)用,最終提高項(xiàng)目管理績效。 然而,公共項(xiàng)目治理績效仍是一個(gè)模糊的構(gòu)念,表現(xiàn)為與項(xiàng)目管理績效、項(xiàng)目治理目標(biāo)相混淆,同時(shí)缺乏系統(tǒng)的、定量化的公共治理績效測量體系,導(dǎo)致治理決策者不能準(zhǔn)確的認(rèn)知公共項(xiàng)目治理的效果,不能對(duì)公共項(xiàng)目治理的效果進(jìn)行準(zhǔn)確的判斷,從而影響項(xiàng)目管理績效。 有鑒于此,梳理了公共項(xiàng)目治理的研究發(fā)展脈絡(luò),進(jìn)一步確定了公共項(xiàng)目治理的內(nèi)涵,并借鑒主流的治理績效(公共治理績效和公司治理績效)研究思路和邏輯,界定了公共項(xiàng)目治理績效測量的范疇,并應(yīng)用扎根理論構(gòu)建公共項(xiàng)目治理績效的初步測量模型,以此為基礎(chǔ)設(shè)置問卷,并獲得樣本數(shù)據(jù)(441份有效問卷),通過對(duì)樣本數(shù)據(jù)的系統(tǒng)分析開發(fā)出一套公共項(xiàng)目治理績效的測量量表。研究主要結(jié)論為: 第一,界定了公共項(xiàng)目治理績效的測量范圍,借鑒主流治理績效的界定,得出了公共項(xiàng)目治理績效可以從“過程績效”與“結(jié)果績效”兩個(gè)大維度進(jìn)行測量。據(jù)此,結(jié)合公共項(xiàng)目的特殊屬性,界定公共項(xiàng)目治理績效的測量范疇為:公共項(xiàng)目治理實(shí)施途徑的狀態(tài)以及公共項(xiàng)目治理目標(biāo)實(shí)現(xiàn)與否的綜合體系。因此,公共項(xiàng)目治理績效的測量需要系統(tǒng)的考慮公共項(xiàng)目治理的過程和結(jié)果。 第二,構(gòu)建了公共項(xiàng)目治理績效測量模型。沿用扎根理論研究范式,構(gòu)建了公共項(xiàng)目治理績效的初步測量體系,并以此為基礎(chǔ),設(shè)置問卷對(duì)220個(gè)公共項(xiàng)目樣本進(jìn)行調(diào)查,通對(duì)調(diào)查數(shù)據(jù)的因子分析,結(jié)果顯示:公共項(xiàng)目治理績效可以用項(xiàng)目控制權(quán)的分配、風(fēng)險(xiǎn)分擔(dān)機(jī)制實(shí)施狀態(tài)、風(fēng)險(xiǎn)報(bào)酬機(jī)制實(shí)施狀態(tài)、選擇機(jī)制實(shí)施狀態(tài)、項(xiàng)目管理績效問責(zé)機(jī)制實(shí)施狀態(tài)、合作實(shí)施狀態(tài)、承諾實(shí)施狀態(tài)、溝通實(shí)施狀態(tài)、權(quán)責(zé)利的安排、權(quán)責(zé)利安排合理性、項(xiàng)目管理環(huán)境、項(xiàng)目交易秩序、受到激勵(lì)后的行為、受到激勵(lì)后的態(tài)度等維度以及44個(gè)外顯指標(biāo)進(jìn)行測量。 本研究是基于嚴(yán)玲教授主持的國家自然科學(xué)基金資助項(xiàng)目《公共項(xiàng)目治理績效度量研究:基于契約治理與關(guān)系治理的視角》(71272017)其中一個(gè)子課題的研究內(nèi)容展開,,研究結(jié)果為后續(xù)的公共項(xiàng)目治理指數(shù)開發(fā),大型復(fù)雜項(xiàng)目治理反饋機(jī)制的靈活改進(jìn)和治理預(yù)警機(jī)制的構(gòu)建等方面提供理論鋪墊。
[Abstract]:The public project governance theory after 10 years of development, the improvement of project management performance effect is obvious, has been verified by empirical research in theoretical research, the practice of engineering management at home and abroad have also been tested. The principal-agent relationship of public project management theory to the mainland Chinese public project complex and organization the relationship between the complex network transactions as research carrier, aims to select specific governance structure, governance mechanism and combined with the specific (means) combination, form a kind of power, in the governance structure and governance mechanism, when responsibility, Lee ranked as the core system arrangement, provide a good environment for project management work, and ensure the main body of public project transaction in the network organization to follow a good transaction order and incentives in the public project governance framework and supervision and the public project, the transaction process Feng Ping Wave quiet, thus reducing transaction costs, and ultimately improve the performance of the project management.
However, the performance of public project governance is still a fuzzy concept, performance and performance of project management, project management and confusion, lack of system, public governance performance measurement system of quantitative, decision makers can not lead to control the public awareness of project governance effect, accurate judgment effect can not be on the public project governance, thus affecting the performance of project management.
In view of this, the research about the development of public project management, to further define the connotation of public project management, and draw on the governance performance of the mainstream (public governance performance and corporate governance performance) research ideas and logic, the definition of public project management performance measurement category, and preliminary application of grounded theory to construct the measurement model of public project management performance in order to set up the questionnaire, the foundation, and get the sample data (441 valid questionnaires), through the sample data analysis system developed a set of measurements of public project management performance. The main conclusions of the study are:
First, define the measurement range of the public project management performance, from the definition of the mainstream governance performance, the public project management performance can be measured from the "performance" and "performance" in two dimensions. Therefore, combined with the special nature of public project, the scope of measurement defined public project management performance is: the way of system state and public project management of the implementation of public governance projects. Therefore, the public project management performance measurement system needs to consider the process and results of public project management.
Second, the construction of public project management performance measurement model. Using the grounded theory research paradigm, constructs a preliminary measurement system of public project management performance, and on this basis, the 220 public project samples to investigate questionnaire, analysis, through the factor of the survey data showed that the public project governance performance can be assigned by project control right, risk sharing mechanism for the implementation of risk compensation mechanism, the implementation of state selection mechanism for the implementation of project management, performance accountability mechanisms for the implementation of the state, the implementation of cooperation, is committed to the implementation, the implementation of communication status, rights arrangement, rights arrangement rationality, project management, project transaction order, inspired behavior that inspired the attitude dimension and the 44 exons were measured.
This study is to measure the governance performance of National Natural Science Fund Project "chaired by Professor Yan Ling of public project based on contractual governance and relational governance from the perspective of" based on (71272017) which is a sub project of the research content, research results for the development of the public project governance index, construction and other aspects of large and complex project management feedback mechanism this flexible and governance warning mechanism to provide a theoretical groundwork.
