【摘要】：在過去三十多年的時(shí)間里,我國的城鎮(zhèn)化建設(shè)發(fā)展迅速。然而,這種傳統(tǒng)的城鎮(zhèn)化發(fā)展模式也存在著許多問題,不足以應(yīng)對(duì)新的歷史時(shí)期的挑戰(zhàn),因此,我國必須走新型城鎮(zhèn)化發(fā)展道路,并通過財(cái)政政策支持新型城鎮(zhèn)化發(fā)展。本文在論述城鎮(zhèn)化基本概念的基礎(chǔ)上,討論了我國的城鎮(zhèn)化發(fā)展歷程,以及傳統(tǒng)城鎮(zhèn)化發(fā)展模式存在的一系列問題,從而對(duì)新型城鎮(zhèn)化概念的提出歷程及內(nèi)涵進(jìn)行分析說明。本文嘗試從財(cái)政政策的角度切入,分析新型城鎮(zhèn)化與財(cái)政的關(guān)系,以及新型城鎮(zhèn)化所面臨的挑戰(zhàn)；借鑒發(fā)達(dá)國家在城鎮(zhèn)化發(fā)展過程中形成的財(cái)政政策實(shí)踐經(jīng)驗(yàn),進(jìn)行比較分析,并從政府間財(cái)政關(guān)系、投融資渠道、財(cái)政政策著力點(diǎn)等角度,有針對(duì)性地提出改革調(diào)整的建議。 本文一共分為六章,第一章簡(jiǎn)要地介紹了研究背景及意義、研究方法和文獻(xiàn)資料來源等內(nèi)容;第二章首先論述了城鎮(zhèn)化的基本概念,而后介紹了我國城鎮(zhèn)化的發(fā)展歷程及傳統(tǒng)城鎮(zhèn)化發(fā)展模式存在的問題,包括半城鎮(zhèn)化、土地城鎮(zhèn)化、城鄉(xiāng)二元結(jié)構(gòu)、城鎮(zhèn)規(guī)模結(jié)構(gòu)不合理、區(qū)域發(fā)展不平衡等。第三章闡述了新型城鎮(zhèn)化概念的提出歷程,以及它的內(nèi)涵。第四章討論了財(cái)政與新型城鎮(zhèn)化的關(guān)系,即財(cái)政政策能夠促進(jìn)新型城鎮(zhèn)化發(fā)展,而新型城鎮(zhèn)化也會(huì)影響財(cái)政收支狀況；并提出了新型城鎮(zhèn)化發(fā)展進(jìn)程中將面對(duì)的挑戰(zhàn),包括政府間財(cái)政關(guān)系不協(xié)調(diào)、資金壓力巨大、地方官員行為趨于短期化。第五章論述了英國、德國和日本通過財(cái)政政策促進(jìn)城鎮(zhèn)化發(fā)展的實(shí)踐經(jīng)驗(yàn),并做出總結(jié)。第六章提出了促進(jìn)新型城鎮(zhèn)化發(fā)展的財(cái)政政策,包括理順政府間財(cái)政關(guān)系、拓寬投融資渠道、找準(zhǔn)財(cái)政政策的著力點(diǎn),以增強(qiáng)新型城鎮(zhèn)化發(fā)展的包容性、高效性和可持續(xù)性,推動(dòng)新型城鎮(zhèn)化建設(shè)。 希望通過本文的研究,能夠發(fā)現(xiàn)財(cái)政政策支持新型城鎮(zhèn)化發(fā)展的學(xué)理依據(jù)和實(shí)踐路徑,以便未來能夠更好地運(yùn)用財(cái)政政策促進(jìn)新型城鎮(zhèn)化的發(fā)展。
[Abstract]:In the past thirty years, China's urbanization construction and rapid development of urbanization. However, this traditional model of development there are also many problems, not enough to cope with the challenges of the new historical period, therefore, China must take a new road to urbanization development, and through fiscal policy to support the development of new urbanization. This paper discusses the basic concept of the town, discussed the development of urbanization process in China, a series of problems and the traditional development model of urbanization exist, thus the concept of the new urbanization process and connotation analysis. This paper tries to analyses from the perspective of fiscal policy, and financial analysis of the relationship between the new town the new urbanization, and challenges faced by developed countries; from forming in the process of urbanization in the practice of fiscal policy, comparative analysis, and the relations between government Department, investment and financing channels, the focus of fiscal policy and other points of view, put forward suggestions for reform and adjustment.
This paper is divided into six chapters, the first chapter briefly introduces the research background and significance, research methods and literature sources of content; the second chapter discusses the basic concepts of urbanization, and then introduces the development process of China's urbanization and the traditional development model of urbanization problems, including semi urbanization, land urbanization, urban and rural structure of two yuan, the urban scale structure is not reasonable, the imbalance of regional development. The third chapter expounds the concept of the new urbanization process, as well as its connotation. The fourth chapter discusses the relationship between the new finance and urbanization, fiscal policy can promote the development of new urbanization, new urbanization also will affect the financial situation; and put forward the new urbanization process will face challenges, including intergovernmental fiscal relations coordination, tremendous financial pressure, local officials tend to act. Fifth short period Chapter discusses the experience of Britain, Germany and Japan through fiscal policy to promote the development of urbanization, and make a summary. The sixth chapter puts forward to promote the development of new urbanization fiscal policy, including rationalizing intergovernmental fiscal relations, to broaden the financing channels, identify the focal point of fiscal policy, to enhance the development of new urbanization inclusive. Efficient and sustainable, to promote the construction of new urbanization.
It is hoped that through this study, we can find out the theoretical basis and practical path of fiscal policy to support the development of new urbanization, so that we can better use fiscal policy to promote the development of new urbanization in the future.
