【摘要】：城市化和農(nóng)業(yè)科技進(jìn)步問題一直是國內(nèi)外學(xué)者關(guān)注的重要領(lǐng)域，但是，卻鮮見學(xué)者將城市化進(jìn)程與農(nóng)業(yè)科技進(jìn)步結(jié)合起來進(jìn)行研究，農(nóng)業(yè)科技進(jìn)步與城市化進(jìn)程從來都不是平行和獨(dú)立發(fā)展的，而是相互交融相互影響的。一方面，城市化進(jìn)程中所產(chǎn)生的大輻射帶動(dòng)能力作用于農(nóng)業(yè)現(xiàn)代化過程，農(nóng)業(yè)科技進(jìn)步其重要表現(xiàn)之一；另一方面，隨著農(nóng)業(yè)科技水平的不斷提高，農(nóng)業(yè)現(xiàn)代化的發(fā)展必將推動(dòng)以非農(nóng)產(chǎn)業(yè)集聚為特征的城市化水平的進(jìn)一步提高。農(nóng)業(yè)科技進(jìn)步與城市化的良性協(xié)同發(fā)展是推動(dòng)經(jīng)濟(jì)持續(xù)增長的動(dòng)力。 農(nóng)業(yè)科技進(jìn)步與城市化協(xié)同發(fā)展的機(jī)理是通過兩個(gè)相互聯(lián)系的機(jī)制實(shí)現(xiàn)的，一是農(nóng)業(yè)科技進(jìn)步對城市化進(jìn)程的影響機(jī)制，二是城市化進(jìn)程對農(nóng)業(yè)科技進(jìn)步的影響機(jī)制。農(nóng)業(yè)科技進(jìn)步對城市化進(jìn)程的影響機(jī)制包括農(nóng)業(yè)科技進(jìn)步的勞動(dòng)力供給機(jī)制、農(nóng)業(yè)科技進(jìn)步非農(nóng)產(chǎn)業(yè)的需求創(chuàng)造機(jī)制以及農(nóng)業(yè)科技進(jìn)步的城市生產(chǎn)及生活模式塑造機(jī)制；城市化進(jìn)程對農(nóng)業(yè)科技進(jìn)步的影響機(jī)制包括城市化的技術(shù)供給機(jī)制、城市化的人才供給機(jī)制和城市化的投資誘導(dǎo)機(jī)制。農(nóng)業(yè)科技進(jìn)步與城市化正是通過這樣的協(xié)同發(fā)展機(jī)制緊密耦合在一起，農(nóng)業(yè)科技進(jìn)步與城市化進(jìn)程相互作用、相互滲透、實(shí)現(xiàn)動(dòng)態(tài)的協(xié)同發(fā)展。 為進(jìn)一步定量研究農(nóng)業(yè)科技進(jìn)步與城市化協(xié)同發(fā)展機(jī)制，本文選取遼寧省農(nóng)業(yè)科技進(jìn)步與城市化相關(guān)指標(biāo)和數(shù)據(jù)，對二者的協(xié)同發(fā)展?fàn)顩r進(jìn)行協(xié)整檢驗(yàn)和格蘭杰因果關(guān)系檢驗(yàn)。結(jié)論表明，其一，遼寧省在經(jīng)濟(jì)發(fā)展過程中，農(nóng)業(yè)科技進(jìn)步與城市化進(jìn)程存在長期穩(wěn)定的均衡關(guān)系；其二，遼寧省農(nóng)業(yè)科技進(jìn)步并不是城市化進(jìn)程的格蘭杰原因，而城市化水平的提高卻是農(nóng)業(yè)科技進(jìn)步的格蘭杰原因。這種單向的因果關(guān)系，表明了遼寧省農(nóng)業(yè)科技進(jìn)步與城市化并沒有形成良性發(fā)展的協(xié)同發(fā)展機(jī)制，城市化進(jìn)程對農(nóng)業(yè)科技進(jìn)步的影響要大于農(nóng)業(yè)科技進(jìn)步對城市化的影響。 阻礙遼寧省農(nóng)業(yè)科技進(jìn)步與城市化進(jìn)程良性協(xié)同發(fā)展的主要因素有遼寧省農(nóng)村從業(yè)人員文化素質(zhì)不高、農(nóng)業(yè)產(chǎn)業(yè)化水平程度低、城鄉(xiāng)分割的戶籍管理制度以及第三產(chǎn)業(yè)發(fā)展程度低，因此，本文提出通過提高遼寧省農(nóng)業(yè)從業(yè)人員文化素質(zhì)，強(qiáng)化農(nóng)村人才培訓(xùn)、健全農(nóng)業(yè)科技服務(wù)體系、推動(dòng)制度創(chuàng)新，消除城鄉(xiāng)分割的制度障礙、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，大力發(fā)展第三產(chǎn)業(yè)以及加強(qiáng)農(nóng)業(yè)信息化步伐，，全面推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)經(jīng)營等政策措施以實(shí)現(xiàn)遼寧省農(nóng)業(yè)科技進(jìn)步與城市化的良性協(xié)同發(fā)展。
[Abstract]:Urbanization and agricultural science and technology progress has been an important area of concern for scholars at home and abroad, but few scholars combine the urbanization process with agricultural scientific and technological progress for research. The progress of agricultural science and technology and the process of urbanization have never been parallel and independent development, but have intermingled with each other. On the one hand, the large radiation driving capacity produced in the process of urbanization acts on the process of agricultural modernization. On the other hand, with the development of agricultural science and technology, The development of agricultural modernization will promote the further improvement of urbanization level characterized by non-agricultural industrial agglomeration, and the benign coordinated development of agricultural science and technology progress and urbanization is the driving force to promote the sustained economic growth. The mechanism of synergetic development between agricultural science and technology progress and urbanization is realized through two interrelated mechanisms. One is the influence mechanism of agricultural science and technology progress on urbanization process. The second is the influence mechanism of urbanization process on agricultural science and technology progress. The influence mechanism of agricultural science and technology progress on urbanization process includes the labor supply mechanism of agricultural science and technology progress. The demand creation mechanism of agricultural science and technology progress, the urban production and life pattern shaping mechanism of agricultural science and technology progress, the influence mechanism of urbanization process on agricultural science and technology progress, including the technology supply mechanism of urbanization, The mechanism of talent supply of urbanization and the mechanism of investment inducement of urbanization. It is through the mechanism of coordinated development that the progress of agricultural science and technology is closely coupled with the mechanism of urbanization, and the progress of agricultural science and technology interacts with the process of urbanization and permeates each other. Realize dynamic cooperative development. In order to further quantitatively study the synergistic development mechanism between agricultural science and technology progress and urbanization, this paper selects the related indexes and data of Liaoning Province agricultural science and technology progress and urbanization. The co-integration test and Granger causality test are carried out on the synergistic development of the two. The conclusion shows that, in the process of economic development in Liaoning Province, there is a long-term and stable equilibrium relationship between the progress of agricultural science and technology and the process of urbanization. The progress of agricultural science and technology in Liaoning Province is not the Granger cause of urbanization, but the improvement of urbanization level is the Granger cause of agricultural scientific and technological progress. The results show that there is no coordinated development mechanism between agricultural science and technology progress and urbanization in Liaoning Province, and the impact of urbanization on agricultural science and technology progress is greater than that on urbanization. The main factors that hinder the harmonious development of agricultural science and technology progress and urbanization in Liaoning Province are that the cultural quality of rural practitioners in Liaoning Province is not high, and the level of agricultural industrialization is low. The management system of household registration and the development of the tertiary industry are low in urban and rural areas. Therefore, this paper proposes to improve the cultural quality of agricultural practitioners in Liaoning Province, strengthen the training of rural talents, improve the service system of agricultural science and technology, and promote institutional innovation. To eliminate the institutional barriers to the division of urban and rural areas, to optimize the industrial structure, to vigorously develop the tertiary industry and to strengthen the pace of agricultural informatization, In order to realize the harmonious development of agricultural science and technology progress and urbanization in Liaoning province, we should promote the agricultural industry management and other policies and measures in an all-round way.
