【摘要】：農(nóng)民工是我國一個特殊群體,我國實行改革開放后經(jīng)濟(jì)社會建設(shè)不可替代的一支新型勞動大軍。農(nóng)民工融入城市問題事關(guān)我國經(jīng)濟(jì)和社會發(fā)展全局,事關(guān)全國全面小康社會的建成,事關(guān)國家長治久安。通過研究農(nóng)民工融入城市,深入南寧在促進(jìn)“三農(nóng)”發(fā)展中的做法,特別是促進(jìn)農(nóng)民工發(fā)展所做出的努力,在農(nóng)民工融入城市上所取得的經(jīng)驗和成績,同時也認(rèn)識到存在的一些突出問題：1、城鄉(xiāng)二元結(jié)構(gòu)根深蒂固。2、農(nóng)民進(jìn)城就業(yè)的組織化程度較低。3、職業(yè)技能培訓(xùn)層次不高。4、公共服務(wù)投入與入口增長還不相適應(yīng)。5、農(nóng)民工整體素質(zhì)偏低。6、農(nóng)村土地流轉(zhuǎn)推進(jìn)力度有待加大。7、政府管理和職能轉(zhuǎn)變不到位。8、工業(yè)化城鎮(zhèn)化步伐還不夠快。通過現(xiàn)狀調(diào)查和存在問題原因分析,結(jié)束南寧市實際情況,提出了幾點對策建議：1、充分認(rèn)識重要意義,加強(qiáng)對農(nóng)民工工作的組織領(lǐng)導(dǎo)。2、推進(jìn)戶籍制度改革,消除身份障礙。3、加強(qiáng)就業(yè)服務(wù)和用工管理,促進(jìn)農(nóng)民工對城市的經(jīng)濟(jì)融入。4、發(fā)揮黨團(tuán)組織和工會、社區(qū)的作用,為農(nóng)民工的政治融入創(chuàng)造條件。5、強(qiáng)化公共服務(wù)的普惠性,提高農(nóng)民工公共權(quán)益融入水平。6..加強(qiáng)和創(chuàng)新對農(nóng)民工的社會管理和服務(wù),加快農(nóng)民工對城市的社會關(guān)系融入。7、建立完善農(nóng)村土地處置機(jī)制,為農(nóng)民工融入城市創(chuàng)造有利條件。8、加快農(nóng)村工業(yè)化、城鎮(zhèn)化進(jìn)程,從根本上解決農(nóng)民工融入城市問題。
[Abstract]:Migrant workers are a special group in our country. The economic and social construction of our country cannot be replaced by a new type of labor force after the implementation of reform and opening up. The integration of migrant workers into the city has a bearing on the overall economic and social development of our country. It has a bearing on the establishment of a well-to-do society in the whole country and on the long-term stability of the country. By studying the integration of migrant workers into the city, we can go deep into Nanning's practice in promoting the development of "three rural areas", especially the efforts made to promote the development of migrant workers. The experience and achievements achieved in integrating migrant workers into cities, At the same time, it is also recognized that some outstanding problems exist, such as: 1, the dual structure of urban and rural areas is deep-rooted, the organizational level of peasant employment in cities is low, the level of vocational skills training is not high, and the investment in public services and the growth of imports are not commensurate with the growth of .5. The overall quality of migrant workers is on the low side. 6. The promotion of rural land circulation needs to be strengthened. 7. The transformation of government management and functions is not in place. 8. The pace of industrialization and urbanization is not fast enough. At the end of the actual situation in Nanning, we put forward several countermeasures and suggestions: 1, fully understand the important significance, strengthen the organizational leadership over the work of migrant workers, push forward the reform of the household registration system, eliminate the identity barrier .3, and strengthen the employment service and employment management. To promote the economic integration of migrant workers into the city. 4, to give play to the role of party groups, trade unions and communities, to create conditions for the political integration of migrant workers, and to strengthen the inclusive nature of public services. Strengthen and innovate the social management and service to migrant workers, accelerate the integration of social relations between migrant workers and cities, and establish and improve the rural land disposal mechanism. To create favorable conditions for migrant workers to integrate into the city, accelerate the process of rural industrialization and urbanization, and fundamentally solve the problem of migrant workers' integration into the city.
