【摘要】：世界經(jīng)濟(jì)發(fā)展的規(guī)律表明,當(dāng)一個(gè)國(guó)家和地區(qū)的經(jīng)濟(jì)及社會(huì)各項(xiàng)事業(yè)發(fā)展到一定程度的時(shí)候,走城鄉(xiāng)一體化道路是發(fā)展的必然趨勢(shì)。近年來(lái),嘉禾縣大力推進(jìn)城鄉(xiāng)一體化建設(shè),在湘南率先建成城鄉(xiāng)一體化先行縣。通過(guò)對(duì)其城鄉(xiāng)一體化的研究,既有利于城鄉(xiāng)一體化理論與實(shí)踐經(jīng)驗(yàn)的總結(jié),又能對(duì)嘉禾縣在城鄉(xiāng)一體化的發(fā)展提出對(duì)策建議,并為其他地區(qū)的城鄉(xiāng)一體化發(fā)展提供參考。論文以嘉禾縣為研究對(duì)象,通過(guò)構(gòu)建城鄉(xiāng)一體化評(píng)價(jià)模型,采用定性和定量相結(jié)合的方法,對(duì)嘉禾縣城鄉(xiāng)一體化發(fā)展情況進(jìn)行系統(tǒng)研究。論文主要由以下幾部分內(nèi)容構(gòu)成： 首先,闡述研究的背景和意義、國(guó)內(nèi)外相關(guān)研究現(xiàn)狀,研究?jī)?nèi)容、研究方法和技術(shù)線路,對(duì)城鄉(xiāng)一體化概念進(jìn)行辨析,總結(jié)歸納國(guó)內(nèi)外城鄉(xiāng)一體化發(fā)展研究的理論基礎(chǔ),在此基礎(chǔ)上,從經(jīng)濟(jì)發(fā)展、社會(huì)生活等4個(gè)方面認(rèn)識(shí)城鄉(xiāng)一體化的主要內(nèi)容,并對(duì)城鄉(xiāng)一體化評(píng)價(jià)指標(biāo)體系的相關(guān)研究進(jìn)行梳理,為研究奠定了理論基礎(chǔ)。 其次,闡述嘉禾縣自然條件、經(jīng)濟(jì)社會(huì)發(fā)展等基本情況,對(duì)嘉禾縣城鄉(xiāng)一體化發(fā)展基本情況進(jìn)行概述。緊接著從經(jīng)濟(jì)發(fā)展一體化、社會(huì)生活一體化、空間設(shè)施一體化三個(gè)方面,選取人均GDP、人口城市化率等15個(gè)評(píng)價(jià)指標(biāo),構(gòu)建嘉禾縣城鄉(xiāng)一體化對(duì)比評(píng)價(jià)體系,運(yùn)用因子分析法對(duì)嘉禾縣2004年至2013年10年間的城鄉(xiāng)一體化發(fā)展進(jìn)程進(jìn)行了分析,并將嘉禾縣2013年城鄉(xiāng)一體化發(fā)展情況與郴州地區(qū)另外9個(gè)縣市區(qū)進(jìn)行對(duì)比評(píng)價(jià),定量確定嘉禾縣的城鄉(xiāng)一體化發(fā)展在郴州地區(qū)的水平,查找嘉禾縣城鄉(xiāng)一體化與其他縣市區(qū)之間的差距。進(jìn)一步通過(guò)對(duì)城鄉(xiāng)居民收入差異比等單項(xiàng)指標(biāo)進(jìn)行分析,查找了嘉禾城鄉(xiāng)一體化發(fā)展過(guò)程中存在的問題及其制約因素。 最后,根據(jù)嘉禾縣城鄉(xiāng)一體化發(fā)展綜合評(píng)價(jià)結(jié)果和嘉禾縣實(shí)際情況,從城鄉(xiāng)空間規(guī)劃、發(fā)展縣域經(jīng)濟(jì)、加大農(nóng)村固定資產(chǎn)投資、完善公共服務(wù)、完善社會(huì)保障體系以及統(tǒng)籌資源開發(fā)等方面提出了推動(dòng)嘉禾縣城鄉(xiāng)一體化發(fā)展的相應(yīng)對(duì)策。
[Abstract]:The law of world economic development shows that when the economic and social undertakings of a country and region develop to a certain extent, it is an inevitable trend of development to follow the road of urban-rural integration. In recent years, Jiahe County has vigorously promoted the construction of urban-rural integration. The research on the urban-rural integration is not only beneficial to summing up the theory and practical experience of urban-rural integration, but also to the development of the urban-rural integration in Jiahe County. This paper takes Jiahe County as the research object, through constructing the evaluation model of urban-rural integration, adopts the method of combining qualitative and quantitative analysis, and provides a reference for the development of urban-rural integration in other regions. The development of urban and rural integration in Jiahe County is systematically studied. The thesis is mainly composed of the following parts:. First of all, the background and significance of the study, domestic and foreign related research status, research content, research methods and technical routes, the concept of urban-rural integration is analyzed, summed up the theoretical basis of the development of urban-rural integration at home and abroad. On this basis, the main contents of urban-rural integration are recognized from the four aspects of economic development and social life, and the relevant research on the evaluation index system of urban-rural integration is combed, which lays a theoretical foundation for the research. Secondly, it expounds the natural conditions, economic and social development of Jiahe County, and summarizes the basic situation of the integration of urban and rural areas in Jiahe County. Then, from the perspective of integration of economic development and social life, In three aspects of space facility integration, 15 evaluation indexes, such as per capita GDPand population urbanization rate, are selected to construct a comparative evaluation system of urban and rural integration in Jiahe County. This paper analyzes the development process of urban and rural integration in Jiahe County from 2004 to 2013 by using factor analysis method, and compares the development of urban and rural integration between Jiahe County on 2013 and 9 other counties and cities in Chenzhou area. To determine quantitatively the level of urban-rural integration development in Chenzhou, to find out the gap between the urban-rural integration of Jiahe County and other counties, and to further analyze the ratio of income difference between urban and rural residents. Find out the problems existing in the process of the development of urban and rural integration of Jiahe and its restrictive factors. Finally, according to the comprehensive evaluation results of urban and rural integration development in Jiahe County and the actual situation of Jiahe County, from the urban and rural spatial planning, the development of county economy, the increase of fixed assets investment in rural areas, the improvement of public services, This paper puts forward the corresponding countermeasures to promote the development of urban and rural integration in Jiahe County from the aspects of perfecting the social security system and coordinating the development of resources.
