【摘要】：隨著中國社會經濟發(fā)展和改革的不斷深化,我國食品餐飲行業(yè)迅速發(fā)展,食品安全問題也愈發(fā)得到廣大人民群眾的重視和關注。煙臺被公認為中國魯菜的發(fā)祥地,近幾年食品行業(yè)的發(fā)展更是茁壯迅猛,而煙臺食品安全監(jiān)管主體的配套與食品行業(yè)發(fā)展的匹配度不高,將會嚴重制約影響著煙臺食品行業(yè)的發(fā)展,隨之帶來的食品安全問題正變得日益突出。監(jiān)管不嚴、各部門推諉扯皮的問題在煙臺市的食品監(jiān)管環(huán)節(jié)中已經顯現(xiàn),給食品安全帶來了較大的負面影響,而合理的整合食品安全監(jiān)管主體資源,是解決城市食品安全,提高食品產業(yè)質量、體現(xiàn)社會公平的重要手段,是城市發(fā)展的重要組成部分,也是對城市發(fā)展強有力的推進。在我國,食品安全監(jiān)管改革正如火如荼,但相關政策法規(guī)還很不完善,存在著諸多問題。以煙臺市為例,目前煙臺市食品監(jiān)管主體整合過程中存在著諸如大量人員變遷,更換新職位人員如何盡快熟悉自身職責,了解制度規(guī)定,最快的投入食品監(jiān)管活動中、食藥局又如何在牢籠中行使自己的權力,防止權力尋租以及合理的安排驟然擴大的工作量,在一定的物力和人力條件下保障煙臺食品的長治久安等問題,這些問題的解決需要政府及時的出臺相關的實施辦法和規(guī)章條例,解決好食品監(jiān)管資源整合過程中面臨的人員、權力集中、工作量激增的問題。還需要發(fā)揮民眾的監(jiān)督作用,宣傳食品投訴舉報的合法性,引導公民科學合理的對身邊食品安全事件進行監(jiān)督舉報,增強食品安全監(jiān)管的實際力量。與此同時,設定科學完善的預警機制,在源頭遏制食品安全問題的發(fā)生也至關重要,食品安全監(jiān)管部門要在整合的磨合期盡早制定適合本地區(qū)發(fā)展的預警機制,保證轄區(qū)內食品安全事件發(fā)生的低概率。食品安全問題與人民群眾生產生活密切相關,食品監(jiān)管主體的整合是關系著國計民生的重要舉措,是緩解食品安全問題的重要手段,是構建社會和諧的重要方面,煙臺市要借此次食品安全監(jiān)管主體改革的鍥機。完善城市自身的食品安全監(jiān)管能力,提高城市食品安全監(jiān)管水平,從而實現(xiàn)整個城市、整個社會食品產業(yè)的可持續(xù)發(fā)展。
[Abstract]:With the development of China's social economy and the deepening of reform, the food and beverage industry in China is developing rapidly. Yantai is recognized as the birthplace of Chinese Shandong cuisine, and the development of food industry is stronger and faster in recent years. However, the matching degree between the main body of food safety supervision and the development of food industry is not high, which will seriously restrict the development of Yantai food industry. With the food safety problems are becoming increasingly prominent. Supervision is not strict, the various departments of the problem of prevarication in Yantai food regulatory links have emerged, to food safety has a greater negative impact. The rational integration of food safety supervision resources is an important means to solve urban food safety, improve the quality of food industry, reflect social equity, and is an important part of urban development. In China, the reform of food safety supervision is in full swing, but the relevant policies and regulations are not perfect, there are many problems. Take Yantai as an example. At present, there are a lot of personnel changes in the process of the integration of the main body of food supervision in Yantai, how to change the new position personnel how to familiarize themselves with their duties as soon as possible, understand the regulations and regulations, and put the fastest into the food supervision activities. How can the Food and Drug Administration exercise its power in the cage, prevent the power of rent-seeking and reasonable arrangement of the sudden expansion of the workload, and ensure the long-term stability of Yantai food under certain material and manpower conditions? The solution of these problems requires the government to timely issue relevant implementation methods and regulations, to solve the food regulatory resources integration process faced by the personnel, centralized power. The problem of the surge of workload. Also need to play a monitoring role of the public, promote the legality of food complaints, guide citizens to scientifically and rationally report food safety incidents around them. At the same time, it is very important to set up a scientific and perfect early warning mechanism to curb the occurrence of food safety problems at the source. The food safety supervision department should formulate the early warning mechanism suitable for the development of the region as soon as possible during the integrated running-in period. Food safety issues are closely related to the production and life of the people. The integration of food regulatory bodies is an important measure related to the national economy and people's livelihood. It is an important means to alleviate food safety problems and an important aspect of building a harmonious society. Yantai City should take advantage of the reform of food safety supervision main body to improve the city's own food safety supervision ability. Improve the level of urban food safety supervision, so as to achieve the whole city, the whole social food industry sustainable development.
