【摘要】：目前，我國(guó)正在積極探索城鎮(zhèn)化路徑，追求積極、穩(wěn)妥的推進(jìn)城鎮(zhèn)化。中共十八大報(bào)告明確指出中國(guó)要走新型城鎮(zhèn)化道路，轉(zhuǎn)變城鎮(zhèn)化發(fā)展方式，更加注重提升城鎮(zhèn)化質(zhì)量水平，以生態(tài)觀念發(fā)展城鎮(zhèn)化，走集約、智能、綠色、低碳的新型城鎮(zhèn)化道路。在新型城鎮(zhèn)化的思路下，小城鎮(zhèn)和農(nóng)村區(qū)域要實(shí)現(xiàn)均衡發(fā)展，實(shí)現(xiàn)城鄉(xiāng)一體化發(fā)展，這就要求從以下幾點(diǎn)的全面推進(jìn)：提高農(nóng)民收入水平、實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化、制度改革和體制創(chuàng)新、保障農(nóng)民市民化、完善城市功能、城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)、公共服務(wù)體系建設(shè)等等。顯然，僅靠國(guó)家財(cái)政無(wú)法彌補(bǔ)城鎮(zhèn)化的資金缺口，金融的介入必不可少。 本文首先從理論出發(fā)，系統(tǒng)的歸納了金融發(fā)展理論、農(nóng)村金融理論和金融體系構(gòu)建的理論基礎(chǔ)，從理論上揭示了金融對(duì)城鎮(zhèn)化建設(shè)的推動(dòng)作用，為下文的展開(kāi)提出理論依據(jù)。并總結(jié)國(guó)內(nèi)外金融支持城鎮(zhèn)化建設(shè)的先進(jìn)經(jīng)驗(yàn)，為我國(guó)的金融支持路徑提供重要借鑒。然后對(duì)我國(guó)城鎮(zhèn)化過(guò)程中金融發(fā)展普遍存在的城鄉(xiāng)金融資源配置失衡、城鄉(xiāng)金融結(jié)構(gòu)不合理、城鄉(xiāng)金融市場(chǎng)缺乏對(duì)接平臺(tái)等問(wèn)題詳細(xì)闡述，具體分析其內(nèi)在原因。在此基礎(chǔ)上，指出我國(guó)迫切需要一個(gè)高效的金融體系支持城鎮(zhèn)化發(fā)展，在新型城鎮(zhèn)化的整體思路下，通過(guò)城鄉(xiāng)一體化的帶動(dòng)，積極改革、創(chuàng)新金融體系，，使有限的金融資源在城鎮(zhèn)化過(guò)程中發(fā)揮最大的作用。最后，在理論分析和實(shí)證分析的基礎(chǔ)上構(gòu)建了我國(guó)新型城鎮(zhèn)化下的金融支撐體系，提出了金融支持城鎮(zhèn)化發(fā)展的政策建議。
[Abstract]:At present, China is actively exploring the path of urbanization, seeking to actively and steadily promote urbanization. The report of the 18 National Congress of the Communist Party of China clearly points out that China should take a new road of urbanization and change the way of urbanization development. More attention to improve the quality of urbanization, ecological concept to develop urbanization, intensive, intelligent, green, low-carbon new urbanization. In the new way of urbanization. In order to realize balanced development of small towns and rural areas and realize the integration of urban and rural areas, it is necessary to advance comprehensively from the following aspects: raising farmers' income level, realizing agricultural modernization, system reform and system innovation. Obviously, the national finance alone can not make up the capital gap of urbanization, and the financial intervention is indispensable. This paper starts from the theory, systematically summarizes the theory of financial development, rural financial theory and the theoretical basis of the financial system, and theoretically reveals the role of finance in promoting the construction of urbanization. For the following development of the theoretical basis, and summed up the domestic and foreign financial support for the construction of advanced experience of urbanization. It provides an important reference for the financial support path of our country. Then it makes an unreasonable financial structure of urban and rural areas because of the imbalance of the allocation of financial resources between urban and rural areas in the course of the financial development of our country in the process of urbanization. The lack of docking platform in urban and rural financial markets is discussed in detail, and the internal reasons are analyzed in detail. On this basis, it is pointed out that China urgently needs an efficient financial system to support the development of urbanization. Under the overall idea of new urbanization, through the drive of urban-rural integration, active reform, innovation of the financial system, so that limited financial resources in the urbanization process play the greatest role. Finally. On the basis of theoretical analysis and empirical analysis, this paper constructs the financial support system under the new urbanization in China, and puts forward some policy suggestions to support the development of urbanization.
