【摘要】：根據(jù)廣東農(nóng)墾天然橡膠生產(chǎn)可獲得數(shù)據(jù)和實際情況,分析了廣東農(nóng)墾天然橡膠的要素生產(chǎn)率,通過要素生產(chǎn)率得出廣東農(nóng)墾天然橡膠生產(chǎn)的技術(shù)進步類型。其次,采用隨機前沿(SFA)方法測算了1992-2012年廣東農(nóng)墾及其三個主要植膠區(qū)(湛江局、茂名局、陽江局)天然橡膠生產(chǎn)技術(shù)效率。第三,運用Malmquist指數(shù)測算廣東農(nóng)墾及其三個主要植膠區(qū)天然橡膠生產(chǎn)全要素生產(chǎn)率及其分解指數(shù)。 分析發(fā)現(xiàn)：第一,廣東農(nóng)墾割膠面積以及橡膠產(chǎn)量占全國比重逐年下降；第二,勞動力投入隨著資金投入增加和土地投入減少而不斷減少；第三,廣東農(nóng)墾天然橡膠生產(chǎn)技術(shù)進步類型屬于資本節(jié)約型、勞動密集型和土地密集型模式,要素生產(chǎn)率增長率的關(guān)系為：勞動生產(chǎn)率增長率大于土地生產(chǎn)率增長率,土地生產(chǎn)率增長率大于資本生產(chǎn)率增長率；第四,通過隨機前沿分析,1992-2012年廣東農(nóng)墾及其三個主要植膠區(qū)天然橡膠生產(chǎn)技術(shù)效率逐年下降,且湛江局技術(shù)效率大于農(nóng)墾總局技術(shù)效率,農(nóng)墾總局技術(shù)效率大于茂名局技術(shù)效率,茂名局技術(shù)效率大于陽江局技術(shù)效率；第五,與國內(nèi)其他天然橡膠生產(chǎn)基地相比較,廣東農(nóng)墾天然橡膠技術(shù)效率較高；第六,通過Malmquist指數(shù)分解全要素生產(chǎn)率發(fā)現(xiàn)影響廣東農(nóng)墾技術(shù)效率下降的主要原因是規(guī)模效率無效。 提高廣東農(nóng)墾天然橡膠生產(chǎn)效率的改進建議：一是促進技術(shù)進步,建立完善的橡膠技術(shù)培訓(xùn)和服務(wù)體系,提供一套現(xiàn)在農(nóng)業(yè)生產(chǎn)要素,優(yōu)化生產(chǎn)要素技術(shù)結(jié)合形式;二是合理規(guī)劃投入資源,對規(guī)模收益遞增的地區(qū)增加投入,規(guī)模收益遞減的地區(qū)減少投入；三是提升天然橡膠產(chǎn)業(yè)聚集程度,改善區(qū)域內(nèi)天然橡膠產(chǎn)業(yè)發(fā)展環(huán)境,提升橡膠產(chǎn)業(yè)在生產(chǎn)單位的比重。
[Abstract]:Based on the available data and actual situation of natural rubber production in Guangdong, the factor productivity of natural rubber in Guangdong was analyzed. Through factor productivity, we can get the types of technological progress of natural rubber production in Guangdong. Secondly. The technical efficiency of natural rubber production in Guangdong and its three main rubber planting areas (Zhanjiang Bureau, Maoming Bureau, Yangjiang Bureau) from 1992 to 2012 was calculated by means of random frontier SFA.3. The total factor productivity and decomposition index of natural rubber production in Guangdong agricultural reclamation and its three main rubber planting areas were measured by Malmquist index. The results showed that: first, the area of tapping rubber and the proportion of rubber production to the whole country decreased year by year in Guangdong province; Second, the input of labor force is decreasing with the increase of capital input and the decrease of land investment. Thirdly, the development of natural rubber production in Guangdong belongs to capital-saving, labor-intensive and land-intensive mode. The relationship between the growth rate of factor productivity is as follows: the growth rate of labor productivity is greater than that of land productivity, and the rate of land productivity growth is greater than that of capital productivity; In 4th, through random frontier analysis, the technical efficiency of natural rubber production in Guangdong and its three main rubber planting areas decreased year by year from 1992 to 2012, and the technical efficiency of Zhanjiang Bureau was higher than that of General Administration of Agriculture and Reclamation. The technical efficiency of the Bureau of Agriculture and Reclamation is greater than that of Maoming Bureau, and the Technical efficiency of Maoming Bureau is higher than that of Yangjiang Bureau. 5th, compared with other natural rubber production bases in China, Guangdong has a higher technical efficiency of natural rubber cultivation. In 6th, through the Malmquist index decomposition of total factor productivity, it was found that the main reason for the decline of Guangdong's agricultural reclamation technical efficiency was the inefficiency of scale efficiency. Suggestions for improving the production efficiency of natural rubber in Guangdong province are as follows: first, to promote technological progress, to establish a perfect rubber technical training and service system, and to provide a set of agricultural production factors. Optimizing the form of technological combination of factors of production; Second, rational planning of input resources, increasing investment in areas with increasing scale returns, and decreasing investment in areas with declining returns; The third is to improve the agglomeration of the natural rubber industry, improve the development environment of the natural rubber industry in the region, and enhance the proportion of the rubber industry in the production units.
