【摘要】：如今,伴隨著我國經(jīng)濟(jì)水平的越來越高,食品與藥品的安全問題也越來越成為人們關(guān)注的焦點(diǎn),我國每年都會發(fā)生不少關(guān)于食品藥品質(zhì)量安全的事件,嚴(yán)重的威脅到了人們的身體健康和生命安全。因此,對食品藥品的安全監(jiān)管已經(jīng)成為了政府的一項(xiàng)必不可少的職能。 然而,相對于城市食品藥品安全監(jiān)管體系的不斷完善,農(nóng)村食品藥品的監(jiān)管體系和監(jiān)管方式還仍然處于起步的階段,監(jiān)管工作還有待完善。農(nóng)村是食品藥品安全監(jiān)管的薄弱區(qū)和事故多發(fā)區(qū)域。近年來相繼發(fā)生在安徽的阜陽奶粉事件、三聚氰胺奶粉事件和“孔雀石綠”事件,都深刻的暴露出了我國的農(nóng)村市場仍然是我國食品藥品安全監(jiān)管的薄弱環(huán)節(jié)。此外,由于藥品的價(jià)格虛高和廣告虛假等因素的影響,不合理用藥和使用假藥的現(xiàn)象也大量的存在。因此,如何對食品藥品進(jìn)行有效的監(jiān)管已經(jīng)成為了我國政府的一個(gè)難題。 本文在第一章主要闡述的是緒論方面,主要包括了論文的研究背景、研究意義、研究方法、研究目的和研究思路,并且對現(xiàn)在國內(nèi)外的一些研究綜述做了詳細(xì)的闡述。 第二章主要說的是農(nóng)村食品藥品監(jiān)管方式的基本理論問題,首先對食品與藥品的具體定義做了一些解釋,然后對一些基本理論包括市場失靈理論、公共治理理論和政府規(guī)制理論做了詳細(xì)的解釋。 本文的第三章論述的是關(guān)于H縣關(guān)于農(nóng)村食品藥品監(jiān)管的現(xiàn)狀問題,首先從H縣食品與藥品監(jiān)督管理局的成立到完善階段做了一個(gè)調(diào)查,然后通過本人在H縣實(shí)地調(diào)查研究論述了H縣現(xiàn)在食品藥品監(jiān)管方面的一些現(xiàn)狀 在第四章中和第五章主要闡述了國內(nèi)外的一些對于食品藥品的監(jiān)管方式和H縣農(nóng)村食品藥品監(jiān)管方面所存在的問題,首先從全國范圍內(nèi)論述了全國都普遍存在的一些問題,然后通過對H縣各個(gè)鄉(xiāng)鎮(zhèn)的食品藥品安全問題進(jìn)行調(diào)查取證,最后根據(jù)實(shí)際情況論述了目前H縣在農(nóng)村食品藥品的監(jiān)管方面還存在著哪些問題。 在文章的最后一章,主要闡述的是關(guān)于加強(qiáng)和完善H縣農(nóng)村食品藥品監(jiān)管方式的基本原則與對策建議方面的。針對H縣的實(shí)際情況和存在的問題,提出一些本人認(rèn)為適合H縣以后發(fā)展的對策和建議。當(dāng)然,對于那些全國性的普遍問題,本文在最后的對策建議中也做出了相應(yīng)的解釋。
[Abstract]:Nowadays, with the increasing economic level of our country, food and drug safety issues have become the focus of more and more people's attention. There are many incidents about food and drug quality safety in China every year. Therefore, the supervision of food and drug safety has become an essential function of the government. However, compared with the continuous improvement of the urban food and drug safety regulatory system, the rural food and drug regulatory system and regulatory approach is still in its infancy. The supervision work needs to be improved. The countryside is the weak area of food and drug safety supervision and accident prone area. In recent years, the incident of milk powder in Fuyang, melamine milk powder and malachite green occurred in succession in Anhui Province. Both deeply exposed that the rural market of our country is still the weak link of food and drug safety supervision in China. In addition, because of the high price of drugs and false advertising and other factors. Irrational use of drugs and the use of counterfeit drugs also exist in large numbers. Therefore, how to effectively supervise food and drugs has become a difficult problem for our government. The first chapter of this paper mainly describes the introduction, mainly including the research background, research significance, research methods, research purposes and research ideas. And now some domestic and foreign research summary has made the detailed elaboration. The second chapter is mainly about the basic theory of rural food and drug regulation. Firstly, it explains the specific definition of food and drugs, then some basic theories, including the theory of market failure. The theory of public governance and the theory of government regulation are explained in detail. The third chapter of this paper is about the current situation of food and drug supervision in rural areas in H County. Firstly, an investigation is made from the establishment of Food and Drug Administration in H County to the perfect stage. Then, through my field investigation in H County, I discussed the current situation of food and drug supervision in H County. In the 4th chapter and 5th chapter mainly elaborated some domestic and foreign to the food and drug supervision way and the H county countryside food medicine supervision aspect existence question. First of all, from the national scope to discuss some common problems in the country, and then through the investigation of food and drug safety problems in every township of H County to obtain evidence. Finally, according to the actual situation, it discusses what problems exist in the supervision of rural food and drugs in H county. In the last chapter of the article, it mainly expounds the basic principles and countermeasures of strengthening and perfecting the ways of food and drug supervision in the rural areas of H County, aiming at the actual situation and existing problems of H County. Some countermeasures and suggestions which I think are suitable for the future development of H County are put forward. Of course, for those national general problems, this paper also makes a corresponding explanation in the final countermeasures and suggestions.
