【摘要】：政府重大投資工程項(xiàng)目是政府實(shí)現(xiàn)其社會(huì)管理、公共服務(wù)等職能的重要手段,隨著經(jīng)濟(jì)的不斷發(fā)展以及我國(guó)積極財(cái)政政策的實(shí)施,該類項(xiàng)目在社會(huì)經(jīng)濟(jì)發(fā)展中扮演著越來(lái)越重要的角色。政府重大投資工程項(xiàng)目具有投資大、周期長(zhǎng)、風(fēng)險(xiǎn)高等特點(diǎn),直接關(guān)系到社會(huì)公眾的利益需求,項(xiàng)目的績(jī)效也是我國(guó)政府管理水平的重要反映,直接影響到政府的形象及公信力。 盡管財(cái)政部、審計(jì)署、國(guó)家改革與發(fā)展委員會(huì)都對(duì)大型項(xiàng)目的績(jī)效評(píng)價(jià)做出相關(guān)規(guī)定及細(xì)則,但是我國(guó)政府投資項(xiàng)目的績(jī)效評(píng)價(jià)在理念、指標(biāo)和方法、政策和制度等方面還存在很多的問(wèn)題,靜態(tài)的、單階段式的評(píng)價(jià)并不能滿足促進(jìn)這類項(xiàng)目成功的需要,必須尋求基于項(xiàng)目生命周期開(kāi)展的評(píng)價(jià)方式。同時(shí),隨著利益相關(guān)方滿意度對(duì)此類項(xiàng)目績(jī)效的影響程度的不斷擴(kuò)大,從利益相關(guān)方的角度來(lái)研究政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)也就顯得非常必要。因此,本文基于政府重大投資工程項(xiàng)目的生命周期與利益相關(guān)方對(duì)其績(jī)效評(píng)價(jià)進(jìn)行了深入研究,具體研究?jī)?nèi)容主要包括以下三個(gè)部分： 第一部分內(nèi)容包括本文的第1章和第2章,主要分析我國(guó)政府重大投資工程項(xiàng)目的發(fā)展現(xiàn)狀以及項(xiàng)目評(píng)價(jià)在實(shí)踐、理論研究方面還存在的問(wèn)題,在此基礎(chǔ)上提出了本文的三個(gè)研究問(wèn)題：政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)的構(gòu)成、利益相關(guān)方對(duì)政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)的影響、政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系。針對(duì)以上三個(gè)研究問(wèn)題,對(duì)現(xiàn)有的相關(guān)文獻(xiàn)進(jìn)行了梳理,為后續(xù)研究奠定了理論基礎(chǔ)。 第二部分內(nèi)容包括本文第3章和第4章,是本文的研究重點(diǎn),主要是對(duì)政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)的構(gòu)成以及績(jī)效指標(biāo)體系進(jìn)行了分析：第一,基于項(xiàng)目全生命周期劃分了項(xiàng)目決策績(jī)效評(píng)價(jià)、項(xiàng)目過(guò)程績(jī)效評(píng)價(jià)以及項(xiàng)目成果績(jī)效評(píng)價(jià)三個(gè)評(píng)價(jià)階段；第二,基于利益相關(guān)方理論識(shí)別了各評(píng)價(jià)階段的利益相關(guān)方并界定了核心利益相關(guān)方；第三,基于“績(jī)效三棱鏡”方法分析了各階段利益相關(guān)方的需求、貢獻(xiàn)以及目標(biāo)、流程和資源,得到績(jī)效評(píng)價(jià)維度及評(píng)價(jià)指標(biāo),最終構(gòu)建了基于利益相關(guān)方滿意度的政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系。 第三部分內(nèi)容包括本文的第5章和第6章,主要對(duì)上文所構(gòu)建的績(jī)效指標(biāo)體系進(jìn)行驗(yàn)證,在指標(biāo)體系的基礎(chǔ)上設(shè)計(jì)了調(diào)查問(wèn)卷,明確了調(diào)研對(duì)象的選擇,并利用SPSS軟件對(duì)進(jìn)行了指標(biāo)體系的信度、效度分析,驗(yàn)證了指標(biāo)體系的科學(xué)性。此外,本部分還對(duì)本文內(nèi)容進(jìn)行了總結(jié),提出了研究的不足以及對(duì)未來(lái)研究的展望。 通過(guò)以上三個(gè)部分內(nèi)容的研究,本文分析了政府重大投資工程項(xiàng)目的績(jī)效評(píng)價(jià)構(gòu)成,從項(xiàng)目決策評(píng)價(jià)、項(xiàng)目過(guò)程評(píng)價(jià)以及項(xiàng)目成果評(píng)價(jià)三個(gè)階段分別基于核心利益相關(guān)方分析政府重大投資工程項(xiàng)目的績(jī)效評(píng)價(jià)指標(biāo),得到政府重大投資工程項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系,并驗(yàn)證了指標(biāo)體系的科學(xué)性。本研究能夠?yàn)檎卮笸顿Y工程項(xiàng)目績(jī)效評(píng)價(jià)提供新的研究思路,為政府相關(guān)部門對(duì)此類項(xiàng)目的評(píng)估、評(píng)價(jià)提供參考。
[Abstract]:Major government investment project is the government to realize its social management, an important means of public services and other functions, with the continuous development of the economy and the implementation of the proactive fiscal policy in our country, this kind of project plays an increasingly important role in social economic development. The government of major investment projects with large investment, long cycle, etc. the risk is directly related to the interests of the public demand, reflects the management level of the project is the performance of our government, directly affect the image and credibility of the government.
Although the Ministry of finance, the Audit Commission, the national development and Reform Commission performance evaluation for large scale project make the relevant provisions and conditions, but our country government investment project performance evaluation index and method in philosophy, there are a lot of problems, policies and other aspects of the system static evaluation, single stage type and can not meet the promotion the success of the project, must seek the project life cycle development evaluation based on stakeholders. At the same time, with the satisfaction of such project performance influence continues to expand, from the angle of stakeholders to study major government investment project performance evaluation is very necessary. Therefore, the life cycle and the interests of major government investment projects based on related parties conducted in-depth research on the performance evaluation, the specific research content mainly includes the following three parts:
The first part includes the first chapter and the second chapter, mainly analyzes the current development of China's major government investment projects and project evaluation in practice, theoretical research on the existing problems, the three research questions are proposed in this paper on the basis of government performance evaluation: a major investment and investment projects, influence stakeholders on the performance evaluation of major government investment projects, performance evaluation index system of major government investment projects. In view of the above three research questions of the existing literature reviews, which laid the foundation for further research.
The second part includes the third chapter and the fourth chapter is the focus of this research, is mainly constituted of the performance evaluation of government investment projects and major performance indicators are analyzed: first, the whole life cycle of projects based on division of the project decision-making performance evaluation, project performance evaluation process and project performance evaluation of the three stage evaluation results second, the theory of stakeholders; identify the stakeholders of the evaluation stage and the definition of the core stakeholders based on; third, based on the performance of the three prism "analysis of the various stages of the needs of stakeholders, contributions and goals, processes and resources, get the dimensions of performance evaluation and evaluation index, finally constructed based on stakeholder satisfaction performance evaluation index system of major government investment projects.
The third part includes the fifth chapter and the sixth chapter, the main performance indicators of the above construction is verified, based on the index system design of the questionnaire, the research object, and use the SPSS software to test the reliability of the index system, validity analysis, verify the scientific index system. In addition, this part also summarizes the contents of this paper, put forward the lack of research and prospects for future research.
Through the above three parts, this paper analyzes the composition of performance evaluation of major government investment projects, evaluation from the project decision-making, project evaluation and project evaluation results of three stages based on the core stakeholders of major government investment projects performance evaluation index system, performance evaluation of major government investment projects, and verify the scientific index system. This research can provide a new idea for the performance evaluation of major government investment projects, the relevant government departments for the assessment of these projects, to provide reference to the evaluation.
