【摘要】：城鎮(zhèn)化，是指伴隨著經(jīng)濟(jì)的發(fā)展和社會(huì)的進(jìn)步，第一產(chǎn)業(yè)比重逐漸下降，農(nóng)村人口不斷向城鎮(zhèn)聚集，，城鎮(zhèn)規(guī)模逐漸加大的過程。新型城鎮(zhèn)化建設(shè)是在吸取發(fā)達(dá)國家“大城市病”教訓(xùn)的基礎(chǔ)上，提出的符合我國國情的城鎮(zhèn)化發(fā)展模式，新型城鎮(zhèn)化有利于促進(jìn)河北省三大產(chǎn)業(yè)的發(fā)展，有利于促進(jìn)社會(huì)進(jìn)步和環(huán)境的可持續(xù)發(fā)展，還有利于促進(jìn)金融業(yè)的發(fā)展，新型城鎮(zhèn)化是未來的發(fā)展趨勢(shì)。其基本特點(diǎn)是更加注重生態(tài)環(huán)境保護(hù)，更加注重其發(fā)展對(duì)就業(yè)的容納能力，更加注重人的城鎮(zhèn)化及其人們所享有的待遇。就河北省而言，由于城鎮(zhèn)化發(fā)展水平低，新型城鎮(zhèn)化面臨的城鎮(zhèn)化任務(wù)重，河北省產(chǎn)城融合型的新型城鎮(zhèn)化發(fā)展過程中的融資要求大，金融供給不足問題突出。積極推進(jìn)河北省新型城鎮(zhèn)化發(fā)展，不僅需要財(cái)政的公共投融資支持，更離不開金融支持。面對(duì)河北省新型城鎮(zhèn)化建設(shè)和發(fā)展的提質(zhì)增速，特別是縣域城鎮(zhèn)化發(fā)展對(duì)金融支持的要求，如何提高金融支持力度，助推河北省新型城鎮(zhèn)化發(fā)展，是當(dāng)前和今后時(shí)期加快河北省城鎮(zhèn)化發(fā)展步伐面臨的一項(xiàng)重要研究課題。 本文從金融角度分析了金融在支持河北省以產(chǎn)立城、以城興業(yè)、產(chǎn)城融合的新型城鎮(zhèn)化發(fā)展方面存在的主要問題，分析了河北省新型城鎮(zhèn)化問題的原因，其中，融資模式不合理是基本原因，同時(shí)金融生態(tài)環(huán)境質(zhì)量不高，金融供給機(jī)構(gòu)相對(duì)單一，金融產(chǎn)品創(chuàng)新不足，資本市場(chǎng)結(jié)構(gòu)不完善等也是造成金融支持不足的原因。最后圍繞增加總量、改善結(jié)構(gòu)這兩方面提出了金融支持河北省城鎮(zhèn)化發(fā)展的具體對(duì)策，主要包括：增加河北省金融供給總量、增強(qiáng)金融供給力度；明確金融供給方向，優(yōu)化河北省金融供給結(jié)構(gòu)；轉(zhuǎn)變河北省城鎮(zhèn)化融資模式，拓展市場(chǎng)導(dǎo)向型融資模式；健全金融機(jī)構(gòu)主體類別，積極推進(jìn)河北省金融機(jī)構(gòu)多元化；增強(qiáng)金融產(chǎn)品創(chuàng)新能力，滿足河北省金融產(chǎn)品差異化需求；調(diào)整河北省資本市場(chǎng)結(jié)構(gòu)，積極發(fā)展產(chǎn)業(yè)直接融資；強(qiáng)化制度保障與信用評(píng)價(jià)，優(yōu)化河北省金融生態(tài)環(huán)境等。
[Abstract]:Urbanization is accompanied by the economic development and social progress, the proportion of the primary industry gradually decreased, the rural population continued to gather to the towns. The process of increasing the scale of cities and towns gradually. The construction of new urbanization is based on the lessons of "the disease of big cities" in developed countries, and puts forward the development mode of urbanization in accordance with the national conditions of our country. New urbanization is conducive to promoting the development of three industries in Hebei Province, to promote social progress and sustainable development of the environment, but also conducive to the development of the financial industry. New urbanization is the development trend in the future. Its basic characteristics are to pay more attention to the ecological environment protection, pay more attention to the capacity of its development to the employment. Pay more attention to the urbanization of people and the treatment that people enjoy. As far as Hebei Province is concerned, because of the low level of urbanization, the new type of urbanization faces a heavy task of urbanization. In the process of the development of new urbanization, the financing requirement is great and the problem of insufficient financial supply is prominent. To actively promote the development of new urbanization in Hebei Province, not only the public investment and financing support is needed. In the face of the new urbanization construction and development of Hebei Province, especially the county urbanization development requirements for financial support, how to improve financial support. To promote the development of new urbanization in Hebei Province is an important research subject to accelerate the pace of urbanization in Hebei Province at present and in the future. This paper analyzes the main problems of finance in supporting the development of new urbanization in Hebei Province, which is based on production, industry and industry, and analyzes the reasons for the problem of new urbanization in Hebei Province. Among them, the unreasonable financing mode is the basic reason, at the same time, the quality of the financial ecological environment is not high, the financial supply institution is relatively single, and the financial product innovation is insufficient. The imperfect structure of the capital market is also the reason for the lack of financial support. Finally, the author puts forward the specific countermeasures to support the development of urbanization in Hebei Province from the aspects of increasing the total amount and improving the structure. Mainly include: increase the total amount of financial supply in Hebei Province, strengthen the intensity of financial supply; Define the direction of financial supply and optimize the financial supply structure of Hebei Province; To change the financing mode of urbanization in Hebei Province and to expand the market-oriented financing mode; Improve the main categories of financial institutions and actively promote the diversification of financial institutions in Hebei Province; Enhance the ability of financial product innovation to meet the needs of Hebei Province financial product differentiation; Adjust the capital market structure of Hebei Province and actively develop industry direct financing; Strengthen the system guarantee and credit evaluation, optimize the financial ecological environment of Hebei Province.
