【摘要】：在新型城鎮(zhèn)化背景下,農(nóng)地經(jīng)營(yíng)權(quán)流轉(zhuǎn)與農(nóng)民工市民化是我國(guó)現(xiàn)代化的必然過(guò)程。土地規(guī)模化經(jīng)營(yíng)已然成為中國(guó)農(nóng)業(yè)未來(lái)的發(fā)展趨勢(shì)。但由于受農(nóng)民工自身傳統(tǒng)的土地經(jīng)營(yíng)理念、不健全的農(nóng)地經(jīng)營(yíng)權(quán)流轉(zhuǎn)機(jī)制、滯后的社會(huì)保障體系等因素的制約,當(dāng)前農(nóng)民工家庭的土地仍然是"留"多"流"少,這對(duì)我國(guó)農(nóng)業(yè)生產(chǎn)規(guī)模的擴(kuò)大、生產(chǎn)效率的提高帶來(lái)了消極影響。因此,應(yīng)通過(guò)健全流轉(zhuǎn)機(jī)制,規(guī)范土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)行為;完善保障體系,保障農(nóng)民工基本土地權(quán)益;規(guī)制政府行為,維護(hù)土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)的價(jià)格體系等,實(shí)現(xiàn)我國(guó)土地資源的優(yōu)化配置。
[Abstract]:In the context of new urbanization. The circulation of farmland management right and the urbanization of peasant workers are the inevitable process of modernization of our country. The large-scale management of land has become the development trend of Chinese agriculture in the future, but because of the traditional land management idea of migrant workers themselves. Because of the imperfect circulation mechanism of farmland management right, the lagging social security system and other factors, the current land of peasant workers' families is still "stay" more "flow" less, which will expand the scale of agricultural production in our country. The improvement of production efficiency has brought negative influence. Therefore, the circulation behavior of land management right should be regulated by perfecting the circulation mechanism. Perfecting the security system to protect the basic land rights and interests of migrant workers; Regulating government behavior, maintaining the price system of land management right circulation, and realizing the optimal allocation of land resources in China.
