【摘要】：黨的十八大報(bào)告中明確提出“堅(jiān)持走中國特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路”，“推動(dòng)……城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化相互協(xié)調(diào)�！背擎�(zhèn)化是我國現(xiàn)階段面臨的具有時(shí)代特征的新任務(wù)，農(nóng)業(yè)現(xiàn)代化則是我國現(xiàn)階段需要解決的一個(gè)歷史性問題。社會(huì)經(jīng)濟(jì)的發(fā)展規(guī)律表明，城鎮(zhèn)化能夠拉動(dòng)農(nóng)業(yè)現(xiàn)代化的發(fā)展，，農(nóng)業(yè)現(xiàn)代化能夠促進(jìn)城鎮(zhèn)化的發(fā)展，只有把城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展過程中的突出問題和難題綜合起來考慮，才能更好的推進(jìn)城鄉(xiāng)一體化發(fā)展，更快實(shí)現(xiàn)我國現(xiàn)代化建設(shè)的宏偉目標(biāo)。我國正處于城鎮(zhèn)化水平不斷提高、農(nóng)業(yè)現(xiàn)代化進(jìn)程迅速推進(jìn)的關(guān)鍵時(shí)期。在這個(gè)背景下，不同地區(qū)的城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化發(fā)展水平存在較大差異，地域廣闊的民族地區(qū)城鎮(zhèn)化發(fā)展和農(nóng)業(yè)現(xiàn)代化發(fā)展水平均低于國家平均水平。研究民族地區(qū)城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展問題，對(duì)促進(jìn)全國整體城鄉(xiāng)一體化發(fā)展進(jìn)程以及更好推進(jìn)民族地區(qū)扶貧攻堅(jiān)計(jì)劃、加快民族地區(qū)經(jīng)濟(jì)發(fā)展具有重大而又深遠(yuǎn)的現(xiàn)實(shí)意義。 恩施土家族苗族自治州地處我國中西部結(jié)合地區(qū)，是《中國農(nóng)村扶貧開發(fā)綱要(2011-2020年)》規(guī)劃的國家重點(diǎn)扶貧攻堅(jiān)試點(diǎn)區(qū)域——武陵山片區(qū)的重要組成部分，同時(shí)享受著國家西部大開發(fā)和中部崛起的優(yōu)惠政策，本文選取恩施州為研究對(duì)象具有較強(qiáng)的代表性。本文以恩施州為例，進(jìn)行該區(qū)域的城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展研究，全文共有六個(gè)部分，其中，第一部分交代了選題的背景、目的和意義，國內(nèi)外對(duì)于城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化進(jìn)行研究的相關(guān)文獻(xiàn)綜述以及文章的研究內(nèi)容和方法。第二部分是對(duì)城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化之間的相互關(guān)系進(jìn)行理論分析，闡述了城鎮(zhèn)化拉動(dòng)農(nóng)業(yè)現(xiàn)代化發(fā)展的作用機(jī)理和農(nóng)業(yè)現(xiàn)代化推進(jìn)城鎮(zhèn)化發(fā)展的作用機(jī)理。第三部分是構(gòu)建并形成恩施州城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化發(fā)展水平的綜合評(píng)價(jià)指標(biāo)體系，描述恩施州城鎮(zhèn)化發(fā)展現(xiàn)狀和農(nóng)業(yè)現(xiàn)代化發(fā)展現(xiàn)狀，分析恩施州城鎮(zhèn)化發(fā)展特點(diǎn)和農(nóng)業(yè)現(xiàn)代化發(fā)展特點(diǎn)。第四部分是結(jié)合相關(guān)統(tǒng)計(jì)資料，運(yùn)用數(shù)據(jù)包絡(luò)法構(gòu)建數(shù)學(xué)模型，對(duì)恩施州八個(gè)縣市城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化的協(xié)調(diào)發(fā)展程度進(jìn)行實(shí)證分析，判斷恩施州城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展情況。第五部分則是根據(jù)前文的理論分析、現(xiàn)狀分析和實(shí)證分析，從城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化、產(chǎn)業(yè)結(jié)構(gòu)、相關(guān)制度的角度，提出具有針對(duì)性的促進(jìn)恩施州城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展政策建議。在文章最后部分，對(duì)全文進(jìn)行概括總結(jié)并提出對(duì)文章未來研究的展望。
[Abstract]:The eighteen Party Congress report clearly put forward the "China adhere to the characteristics of the new industrialization, informatization, urbanization, agricultural modernization", "promote urbanization and agricultural modernization coordinated. Urbanization is a new task with the characteristics of the times facing the present stage of our country, the agricultural modernization is a historical problem to solve the present stage of our country. It shows that the law of development of social economy, urbanization can promote the development of agricultural modernization, agricultural modernization to promote the development of urbanization, only the urbanization and agricultural modernization development coordination problems in the process of the problem and taken together, in order to better promote the integration of urban and rural development, to achieve faster the grand goal of the modernization of our country. Our country is in the increasing level of urbanization, the key period of rapid modernization of agriculture. In this context, different There is a big difference between regional urbanization and agricultural modernization development level, the vast minority areas, the development of urbanization and agricultural modernization development level is lower than the national average level. Research on the problem of urbanization and agricultural modernization coordinated development, to promote the overall development of urban-rural integration process and promote national area poverty alleviation program, has the reality a great and far-reaching significance to accelerate the economic development of ethnic areas.
Enshi Tujia and Miao Autonomous Prefecture is located in central and Western China with the region, is the "outline of China rural poverty alleviation and development (2011-2020) is an important part of the national key poverty alleviation plan" pilot area -- the Wuling mountain area, while enjoying the great development of the West and the rise of Central China's preferential policies, this paper chooses Enshi as the research object with the representative. This paper takes Enshi Prefecture as an example, carry out the agriculture modernization and coordinated development of the towns in the region, the paper consists of six parts, the first part introduces the background, purpose and significance, research contents and methods at home and abroad for the urbanization and modernization of agriculture to study the related literature review and the second part is the theoretical analysis of the relationship between urbanization and agricultural modernization, expounds the urbanization drive the development of modern agriculture The mechanism of agricultural modernization and promote the mechanism of urbanization development. The third part is the construction of comprehensive evaluation index system and the formation of Enshi urbanization and agricultural modernization development level, describing the state of Enshi urbanization development and agricultural modernization development status, analysis of Enshi urbanization development characteristics and development of agricultural modernization. The fourth part is the combination of relevant statistical data, building a mathematical model using data envelopment analysis, empirical analysis of Enshi eight counties of urbanization and agricultural modernization coordinated development degree, Enshi fuzhoucheng town judgment and agricultural modernization coordinated development. The fifth part is based on the previous theoretical analysis, situation analysis and empirical analysis, from urbanization, agriculture the modernization of the industrial structure, the relevant system point of view, put forward to promote Enshi's urbanization and agricultural modernization coordination Development policy recommendations. In the last part of the article, the full text is summarized and the prospect of the future research of the article is put forward.
