【摘要】：城鎮(zhèn)化是世界各國實(shí)現(xiàn)現(xiàn)代化和工業(yè)化發(fā)展的重要過程。城鎮(zhèn)化主要指農(nóng)村的人口向城鎮(zhèn)進(jìn)行轉(zhuǎn)移,第二產(chǎn)業(yè)及第三產(chǎn)業(yè)不斷的向城鎮(zhèn)集聚,擴(kuò)大城鎮(zhèn)規(guī)模的歷史過程。主要特點(diǎn)是隨著一個國家或者一個地區(qū)科學(xué)技術(shù)的進(jìn)步和社會生產(chǎn)力的發(fā)展,產(chǎn)業(yè)結(jié)構(gòu)不斷的進(jìn)行調(diào)整,使得農(nóng)村人口居住地點(diǎn)進(jìn)行了轉(zhuǎn)移,農(nóng)村勞動力從事的職業(yè)也將轉(zhuǎn)移到城鎮(zhèn)第二、三產(chǎn)業(yè)。目前,世界各地的城鎮(zhèn)化水平基本超過50%,很多居民都在城市居住。 人口城鎮(zhèn)化與土地城鎮(zhèn)化是城鎮(zhèn)化建設(shè)的重要組成部分,處理好人口與土地的關(guān)系是中國確保國家體制穩(wěn)定、社會趨于公平、推動農(nóng)民生產(chǎn)生活以農(nóng)轉(zhuǎn)非和城鎮(zhèn)化可持續(xù)發(fā)展的關(guān)鍵；城鎮(zhèn)化均衡發(fā)展不僅體現(xiàn)在城鎮(zhèn)化與工業(yè)化、農(nóng)業(yè)現(xiàn)代化的統(tǒng)籌發(fā)展,更需要城鎮(zhèn)化內(nèi)部結(jié)構(gòu)的協(xié)調(diào)發(fā)展�？偠灾�,城鎮(zhèn)化進(jìn)程既需要宏觀調(diào)控、科學(xué)統(tǒng)籌發(fā)展,同時也需要內(nèi)部整齊劃一、協(xié)同并進(jìn),因此人口城鎮(zhèn)化與土地城鎮(zhèn)化均衡發(fā)展政策的正確制定對城鎮(zhèn)化發(fā)展有著重要的意義。“十二五”是全面建設(shè)小康社會的關(guān)鍵時期,也是黑龍江省發(fā)展城鎮(zhèn)化的關(guān)鍵時期,針對黑龍江省城鎮(zhèn)化發(fā)展的實(shí)際現(xiàn)狀,研究從均衡發(fā)展政策支持的角度加速城鎮(zhèn)化發(fā)展進(jìn)程,對黑龍江省城鎮(zhèn)化的發(fā)展具有較強(qiáng)的針對性和實(shí)踐意義。 從城鎮(zhèn)化均衡發(fā)展政策的相關(guān)基礎(chǔ)理論入手,首先對城鎮(zhèn)化及人口城鎮(zhèn)化與土地城鎮(zhèn)化的內(nèi)涵進(jìn)行界定；在梳理了建國以來我國城鎮(zhèn)化政策發(fā)展歷程的同時對相關(guān)理論進(jìn)行了歸納總結(jié)。其次,在黑龍江省人口城鎮(zhèn)化與土地城鎮(zhèn)化發(fā)展政策回顧的基礎(chǔ)上,重點(diǎn)分析了黑龍江省人口城鎮(zhèn)化發(fā)展政策與土地城鎮(zhèn)化發(fā)展政策在制定、實(shí)施和評估中存在的問題并分析了成因；在此基礎(chǔ)上,運(yùn)用數(shù)據(jù)與表格、圖示分析法對均衡發(fā)展政策促進(jìn)黑龍江省人口與土地城鎮(zhèn)化發(fā)展戰(zhàn)略環(huán)境進(jìn)行剖析,并從戰(zhàn)略組合中找出黑龍江省最適合的戰(zhàn)略選擇；然后,通過對美國、日本和巴西等城鎮(zhèn)化發(fā)達(dá)國家城鎮(zhèn)化發(fā)展政策措施進(jìn)行深入分析,并結(jié)合我國國內(nèi)城鎮(zhèn)化發(fā)展先進(jìn)省份人口城鎮(zhèn)化政策與土地城鎮(zhèn)化政策措施經(jīng)驗(yàn),提出黑龍江省實(shí)施人口城鎮(zhèn)化與土地城鎮(zhèn)化均衡發(fā)展政策應(yīng)該借鑒之處。最后,針對黑龍江省實(shí)施人口城鎮(zhèn)化與土地城鎮(zhèn)化均衡發(fā)展的政策,結(jié)合之前的分析和國內(nèi)外經(jīng)驗(yàn)借鑒,從加速人口政策的改革與實(shí)施、完善土地使用保護(hù)政策體系、完善城鎮(zhèn)公共財政政策框架、落實(shí)就業(yè)政策與社會保障政策四方面提出完善均衡發(fā)展政策體系促進(jìn)黑龍江省人口城鎮(zhèn)化與土地城鎮(zhèn)化均衡發(fā)展的具體對策措施。
[Abstract]:Urbanization is an important process of realizing modernization and industrialization development in various countries in the world. Urbanization mainly refers to the transfer of rural population to cities and towns, and the agglomeration of secondary and tertiary industries to cities and towns. The historical process of expanding the scale of cities and towns is characterized by the continuous adjustment of industrial structure with the progress of science and technology and the development of social productive forces in a country or a region. As a result, the rural population living place has been transferred, and the occupation of rural labor force will also be transferred to the second and third industries of cities and towns. At present, the level of urbanization in various parts of the world is basically more than 50%. Many residents live in cities. Population urbanization and land urbanization is an important part of urbanization construction. To handle the relationship between population and land is to ensure the stability of the national system and social equity. The key to the sustainable development of farmers' production and life is the transformation of agriculture and urbanization; The balanced development of urbanization is not only reflected in urbanization and industrialization, the overall development of agricultural modernization, but also the coordinated development of the internal structure of urbanization. Scientific overall development, but also the need for internal uniformity, coordinated progress. Therefore, the correct formulation of the balanced development policy of population urbanization and land urbanization is of great significance to the development of urbanization. The 12th Five-Year Plan is the key period for building a well-off society in an all-round way. It is also a key period for the development of urbanization in Heilongjiang Province. In view of the actual situation of urbanization in Heilongjiang Province, this paper studies accelerating the development of urbanization from the perspective of balanced development policy support. The development of urbanization in Heilongjiang Province has strong pertinence and practical significance. Starting with the basic theory of urbanization balanced development policy, this paper defines the connotation of urbanization, population urbanization and land urbanization. After combing the development of urbanization policy since the founding of the people's Republic of China, the author summarizes the relevant theories. Secondly, on the basis of the review of the development policy of population urbanization and land urbanization in Heilongjiang Province. The problems in the formulation, implementation and evaluation of population urbanization policy and land urbanization development policy in Heilongjiang Province are analyzed and the causes are analyzed. On this basis, the use of data and tables, graphical analysis of balanced development policies to promote the population and land urbanization in Heilongjiang Province strategic environment analysis. And from the strategic combination to find out the most suitable strategic choice in Heilongjiang Province; Then, through the United States, Japan and Brazil and other urbanization developed countries to carry out in-depth analysis of urbanization development policies and measures. And combined with the domestic urbanization of advanced provinces population urbanization policy and land urbanization policy and measures experience. Put forward the implementation of population urbanization and land urbanization balanced development policy in Heilongjiang Province should be used for reference. Finally, the implementation of population urbanization and land urbanization balanced development policy in Heilongjiang Province. Combined with the previous analysis and domestic and foreign experience, from accelerating the reform and implementation of population policy, improve the policy system of land use protection, improve the framework of urban public finance policy. Four aspects of implementing employment policy and social security policy are put forward to perfect the policy system of balanced development to promote the balanced development of population urbanization and land urbanization in Heilongjiang Province.
