【摘要】：住房是人類的立足之地、棲身之所，是人類生存、發(fā)展的必要因素。住房的分配的合理性直接影響著社會的穩(wěn)定與和經(jīng)濟(jì)的發(fā)展。保障性住房的準(zhǔn)入與退出制度是確保保障房事業(yè)健康發(fā)展的關(guān)鍵。吉林省作為東北的老工業(yè)基地之一，經(jīng)濟(jì)發(fā)展稍顯落后于其他省份，政府財(cái)政收入和保障房的數(shù)量有限，如何科學(xué)合理的分配保障性住房，充分的利用有限的資源成為政府亟需解決的問題。 本文以吉林省保障性住房準(zhǔn)入退出機(jī)制研究為研究對象，對吉林省的保障性住房的廉租住房和公共租賃住房兩種形式的準(zhǔn)入與退出機(jī)制方面進(jìn)行研究，為吉林省保障性住房的準(zhǔn)入退出機(jī)制建設(shè)提出合理化建議和對策。本文包含五個(gè)部分，包括論文的選題背景和研究目的、意義，對國內(nèi)外的研究綜述，論文的研究思路和方法；吉林省保障性住房的現(xiàn)狀，，對廉租住房和公共租賃住房的政策和基本內(nèi)容作了總結(jié)；以長春市為例來說明保障房準(zhǔn)入退出的現(xiàn)狀和存在的問題，長春市作為吉林省的省會城市，它所反映出來的問題基本可以代表吉林省目前的狀況；國內(nèi)外很多國家和地區(qū)保障性住房較為成熟的準(zhǔn)入退出機(jī)制的分析，找出值得我們借鑒的經(jīng)驗(yàn)；最后，在前文經(jīng)驗(yàn)總結(jié)基礎(chǔ)上結(jié)合吉林省自身的狀況，找出完善吉林省保障性住房準(zhǔn)入退出機(jī)制的對策。
[Abstract]:Housing is the foothold of human beings, shelter, is the survival of human beings. The rationality of housing distribution has a direct impact on social stability and economic development. The entry and exit system of affordable housing is the key to ensure the healthy development of indemnificatory apartment's cause. One of the old industrial bases in the north. The economic development lags behind the other provinces, the government revenue and indemnificatory apartment's quantity is limited, how to distribute the affordable housing scientifically and reasonably and make full use of the limited resources becomes the urgent problem that the government needs to solve. In this paper, Jilin Province affordable housing access and withdrawal mechanism as the research object, Jilin Province affordable housing low-rent housing and public rental housing access and exit mechanism of two forms of research. This paper includes five parts, including the background and purpose of this paper, the significance of the research, and the domestic and foreign research review. The research ideas and methods of the thesis; The current situation of affordable housing in Jilin Province, the policy and basic content of low-rent housing and public rental housing are summarized. Take Changchun as an example to explain the current situation and existing problems of indemnificatory apartment's entry and exit. Changchun, as the capital city of Jilin Province, can basically represent the current situation of Jilin Province. Many countries and regions at home and abroad affordable housing more mature access and exit mechanism analysis, to find out that we should learn from the experience; Finally, on the basis of summing up the previous experience and combining the situation of Jilin Province, the author finds out the countermeasures to perfect the admittance and exit mechanism of affordable housing in Jilin Province.
