【摘要】：招投標(biāo)是一種充分發(fā)揮市場機制作用的采購方式，通過招標(biāo)可以使參與投標(biāo)的供應(yīng)商最大程度獲得公平、公正的待遇，提高采購的透明度與客觀性，，從而更加有效地使用建設(shè)資金、提高經(jīng)濟效益、防止腐敗現(xiàn)象，有利于保護國家利益和社會公共利益。電力行業(yè)的國有企業(yè)性質(zhì)和公用基礎(chǔ)設(shè)施建設(shè)性質(zhì)，使得電力行業(yè)成為最經(jīng)常使用招投標(biāo)方式進行采購的行業(yè)之一。特別是電網(wǎng)企業(yè)實行物資集約化一體化管理，對電力系統(tǒng)中的重要物資實行集中采購以來，招投標(biāo)方式對提高資金使用率，降低企業(yè)成本，促進優(yōu)勝劣汰等方面發(fā)揮了突出的作用。這其中，招標(biāo)、評標(biāo)、定標(biāo)是招投標(biāo)工作中的三個重要環(huán)節(jié)，招標(biāo)方式方法的科學(xué)性，直接關(guān)系到招標(biāo)的成功與否。本文介紹了招標(biāo)的一些基本概念和適用范圍，著重介紹了電力企業(yè)物資招投標(biāo)管理的程序及辦法，分析了電網(wǎng)企業(yè)的招標(biāo)現(xiàn)狀以及存在的一些常見問題，探討了電力物資招評標(biāo)體系的構(gòu)成情況，并運用層次分析法(AHP)和模糊評價方法對電力物資招標(biāo)過程進行了分析，為更好的開展電力物資集中采購招投標(biāo)工作提供了參考依據(jù)。
[Abstract]:Bidding is a kind of procurement method which can give full play to the role of market mechanism. Through bidding, the suppliers who participate in bidding can get the most fair and fair treatment, and improve the transparency and objectivity of procurement. Thus more effective use of construction funds, improve economic efficiency, prevent corruption, is conducive to the protection of national interests and social and public interests, the power industry of state-owned enterprises and public infrastructure construction nature. The electric power industry has become one of the most frequently used bidding procurement industries, especially since the power grid enterprises implement intensive integrated management of materials, and centralized procurement of important materials in the power system. Bidding has played a prominent role in improving the utilization rate of funds, reducing the cost of enterprises and promoting the survival of the fittest. The scientific method of bidding is directly related to the success of bidding. This paper introduces some basic concepts and applicable scope of bidding, and emphatically introduces the procedure and method of material bidding management in electric power enterprises. This paper analyzes the current situation of bidding in power grid enterprises and some common problems, and probes into the constitution of the bidding system of electric power materials. The paper also analyzes the bidding process of electric power materials by using AHP (Analytic hierarchy process) and fuzzy evaluation method, which provides a reference for the centralized procurement and bidding of electric power materials.
