【摘要】：城鎮(zhèn)化作為一種經(jīng)濟現(xiàn)象,是人類社會發(fā)展到較高級階段的產(chǎn)物,是世界和地區(qū)經(jīng)濟社會發(fā)展的必由之路,伴隨著工業(yè)化和現(xiàn)代化的不斷發(fā)展,城鎮(zhèn)化也因之產(chǎn)生發(fā)展和加速。李克強總理指出,“中國未來幾十年最大的發(fā)展?jié)摿υ诔擎?zhèn)化”。毫無疑問,在中國下一個十年的歷史進程中,城鎮(zhèn)化因其蘊含的強大內(nèi)需潛力而被認為是助推中國經(jīng)濟增長的強勁引擎。中共十八大、十八屆三中全會、2013年中央經(jīng)濟工作會議、中央城鎮(zhèn)化工作會議先后對加快推進新型城鎮(zhèn)化建設作出了重要部署,方向已經(jīng)明確,頂層設計已然比較完善,但是各地區(qū)如何結合自身實際情況加以推進落實,確保城鎮(zhèn)化質量不斷提高,則是一個需要長期實踐探索的過程。 在全國城鎮(zhèn)化不斷推進的浪潮中,日照市根據(jù)自身經(jīng)濟發(fā)展水平與稟賦條件,試圖走出一條具有日照特色的、能夠保持日照經(jīng)濟可持續(xù)發(fā)展的、可以帶動日照經(jīng)濟快速發(fā)展的城鎮(zhèn)化道路。本文通過對日照市城鎮(zhèn)化進程的現(xiàn)狀、制約因素、動力因素進行分析探討,學習借鑒國內(nèi)外城鎮(zhèn)化的經(jīng)驗和教訓,嘗試找到一條與日照市實際經(jīng)濟情況相匹配的、能夠帶動日照經(jīng)濟快速、均衡、可持續(xù)發(fā)展的城鎮(zhèn)化道路,并針對日照目前城鎮(zhèn)化存在的問題,提出一些相關的政策建議以供參考。 本文認為日照市推進新型城鎮(zhèn)化的路徑選擇重點要突出的就是“新”字,這個“新”字,體現(xiàn)在：它是工業(yè)化、信息化、農(nóng)業(yè)現(xiàn)代化相輔相成的城鎮(zhèn)化；是人口、經(jīng)濟、環(huán)境、資源協(xié)調(diào)發(fā)展,走集約、節(jié)能、生態(tài)新路子的城鎮(zhèn)化；是城鄉(xiāng)一體、融合發(fā)展的城鎮(zhèn)化；是人口聚集、公共服務同步發(fā)展的城鎮(zhèn)化。其核心是人的城鎮(zhèn)化,關鍵是提高城鎮(zhèn)化質量,目標是造福百姓。要著力優(yōu)化城鎮(zhèn)空間布局,構建科學合理的城鎮(zhèn)體系,著力推進“四化”聯(lián)動發(fā)展,構建城鎮(zhèn)化產(chǎn)業(yè)支撐體系,著力增強城鎮(zhèn)綜合承載能力,提高城鎮(zhèn)化發(fā)展質量,著力健全政策扶持體系,營造城鎮(zhèn)化發(fā)展良好環(huán)境。
[Abstract]:As an economic phenomenon , urbanization is a product of the development of human society to a higher stage . It is the only way for the development of economic and social development in the world and region . In the tide of urbanization in China , Rizhao City , according to its own economic development level and natural endowment , tries to find a way of urbanization that can drive the rapid development of Rizhao economy based on its own economic development level and natural endowment . This paper tries to find a way of urbanization which matches the actual economic situation of Rizhao city , and to find a way of urbanization which matches the actual economic situation of Rizhao City . This paper holds that the emphasis of the path selection of the new urbanization in Rizhao City is the " new " word . It is the urbanization of industrialization , information and agriculture modernization . It is the urbanization of population , economy , environment and resources .
