【摘要】：政府和市場(chǎng)作為配置資源的兩種基本方式,決定著經(jīng)濟(jì)運(yùn)作的動(dòng)態(tài)和社會(huì)發(fā)展的進(jìn)程,是市場(chǎng)經(jīng)濟(jì)中永不褪色的主角,其關(guān)系問(wèn)題是世界各國(guó)普遍存在的,也是一直以來(lái)各國(guó)經(jīng)濟(jì)學(xué)界和政治學(xué)界由始至終所關(guān)注并熱議的焦點(diǎn)所在。改革開(kāi)放以來(lái),我國(guó)在政府與市場(chǎng)關(guān)系問(wèn)題上的堅(jiān)持不懈的探索取得了階段性勝利的成果。現(xiàn)階段,中共十八大報(bào)告提出全面深化經(jīng)濟(jì)體制改革的目標(biāo)并指出政府與市場(chǎng)關(guān)系的處理是經(jīng)濟(jì)體制改革的核心問(wèn)題�；仡櫢母餁v程,我國(guó)市場(chǎng)化取向改革截止到目前已邁入了第36個(gè)年頭；展望改革走向,可發(fā)現(xiàn)改革的主題早已于悄然間漸變。改革的主體雖變,但改革卻既往如前。現(xiàn)如今以“發(fā)展與和諧并舉”的改革主題取代了單純以“發(fā)展”為主題的改革,即我國(guó)已經(jīng)進(jìn)入深化改革的、完善社會(huì)主義現(xiàn)代化市場(chǎng)經(jīng)濟(jì)體制的新時(shí)期,此階段我國(guó)政府與市場(chǎng)關(guān)系的發(fā)展該當(dāng)何去何從的問(wèn)題值得深思。 本文通過(guò)歷史和邏輯相統(tǒng)一的方法、系統(tǒng)分析法以及文獻(xiàn)研究的方法,論述了政府與市場(chǎng)的關(guān)系重要性,分析了當(dāng)前市場(chǎng)經(jīng)濟(jì)中政府與市場(chǎng)運(yùn)行現(xiàn)狀、存在問(wèn)題以及原因探析,并通過(guò)當(dāng)前熱點(diǎn)——政府對(duì)房地產(chǎn)市場(chǎng)的調(diào)控的角度,著重研究政府在市場(chǎng)經(jīng)濟(jì)運(yùn)行過(guò)程中擔(dān)當(dāng)角色的定位,最后提出了探索新形勢(shì)下政府與市場(chǎng)關(guān)系功能定位的對(duì)策建議,以期為我國(guó)經(jīng)濟(jì)體制“后改革”時(shí)代中政府與市場(chǎng)關(guān)系的恰當(dāng)處理提供借鑒。本論文具體有以下四個(gè)部分組成：第一部分,導(dǎo)論。具體內(nèi)容為選題背景及意義,相關(guān)理論基礎(chǔ)、研究綜述、研究方法和技術(shù)路線。第二部分,’我國(guó)政府與市場(chǎng)關(guān)系的重要性分析。定義政府與市場(chǎng)關(guān)系的本質(zhì),并以西方有關(guān)理論和實(shí)踐、中國(guó)市場(chǎng)經(jīng)濟(jì)歷史進(jìn)程和改革創(chuàng)新角度來(lái)說(shuō)明其重要性。第三部分,我國(guó)政府與市場(chǎng)關(guān)系現(xiàn)狀及存在問(wèn)題。就政府與市場(chǎng)現(xiàn)狀進(jìn)行闡述,探析問(wèn)題產(chǎn)生原因。第四部分,理順我國(guó)政府與市場(chǎng)關(guān)系的對(duì)策建議。針對(duì)第三部分理論和實(shí)例中政府與市場(chǎng)存在問(wèn)題,結(jié)合新形勢(shì)的新要求,給出理順政府與市場(chǎng)關(guān)系的對(duì)策建議,也是本文重點(diǎn)之一。
[Abstract]:As two basic ways of allocating resources, government and market decide the dynamic of economic operation and the process of social development. They are the leading role in the market economy, and the relationship between them is universal in the world. It is also the focus of discussion from beginning to end in the economic and political circles of various countries. Since the reform and opening up. The persistent exploration of the relationship between the government and the market in our country has achieved the achievement of stage victory at the present stage. The report of the 18 National Congress of the Communist Party of China puts forward the goal of deepening the reform of the economic system in an all-round way and points out that the handling of the relationship between the government and the market is the core issue of the reform of the economic system. Up to now, China's market-oriented reform has entered its 36th year. Looking forward to the trend of reform, we can find that the subject of reform has already changed quietly. But the reform has been in the past. Nowadays, the reform theme of "development and harmony" has replaced the reform with "development", that is, our country has entered into the deepening of the reform. In the new period of perfecting the socialist modern market economy system, it is worth pondering over what to do with the development of the relationship between the government and the market in this stage. This paper discusses the importance of the relationship between government and market, and analyzes the current situation of government and market operation in the market economy through the method of unifying history and logic, the method of system analysis and the method of literature research. The existing problems and reasons, and through the current hot point-the government's regulation and control of the real estate market point of view, focusing on the role of the government in the operation of the market economy position. Finally, it puts forward the countermeasures and suggestions to explore the function of the relationship between the government and the market under the new situation. In order to provide a reference for the proper handling of the relationship between the government and the market in the post-reform era of China's economic system, this paper has the following four parts: the first part, the introduction. The specific content is the background and significance of the topic. The second part is the analysis of the importance of the relationship between government and market in our country, the definition of the essence of the relationship between government and market, and the relevant theories and practices in the west. The historical process of China's market economy and the perspective of reform and innovation to explain its importance. The third part, the current situation of the relationship between the government and the market and the existing problems. Part 4th, the countermeasures and suggestions to straighten out the relationship between the government and the market. According to the third part of the theory and examples of the problems between the government and the market, combined with the new requirements of the new situation. It is also one of the emphases of this paper to put forward the countermeasures and suggestions to straighten out the relationship between government and market.
