【摘要】：自2005年2月19日廣州市人民政府令第2號(hào)《廣州市房屋租賃管理規(guī)定》發(fā)布以來(lái)，經(jīng)過(guò)近8年的努力，建設(shè)成一套由市政府、政法委、各街鎮(zhèn)基層政府、各政府職能部門組成的出租屋管理機(jī)構(gòu)，和組建了一支龐大的出租屋管理員隊(duì)伍，對(duì)廣州市轄區(qū)內(nèi)的出租屋進(jìn)行管理和對(duì)出租屋主、承租人提供服務(wù)。對(duì)于出租屋的治理，廣州市政府提出的思路是“以房管人”。經(jīng)過(guò)多年的實(shí)踐發(fā)現(xiàn)管好出租屋就是管好流動(dòng)人員。要建立“人”與“屋”的聯(lián)系就是通過(guò)租賃關(guān)系。人口是流動(dòng)的，，難以掌握人員的動(dòng)向；房屋是固定，將出租屋與流動(dòng)人員通過(guò)租賃關(guān)系聯(lián)系起來(lái)，就可以在一定程度上掌握流動(dòng)人員的情況�；谶@一背景，廣州市國(guó)土房管局建立了以租賃合同登記備案為主的租賃管理體系，本文通過(guò)分析南沙區(qū)房屋租賃市場(chǎng)的現(xiàn)狀，評(píng)估租賃管理的效果、存在問(wèn)題，并提出改進(jìn)建議。 本文主要從以下幾個(gè)角度研究南沙區(qū)租賃管理問(wèn)題：闡述租賃管理和出租屋管理的概念和內(nèi)在聯(lián)系；從租賃管理的必要性來(lái)論述政府在租賃管理中應(yīng)該擔(dān)當(dāng)?shù)慕巧怀鲎馕莨芾韺?shí)踐中發(fā)現(xiàn)，以治安管理為主線，各職能部門共同參與模式，如何擺脫多頭管理的弊端；轉(zhuǎn)變管理思想，探索服務(wù)型租賃管理模式；改進(jìn)租賃管理模式，引導(dǎo)房屋租賃市場(chǎng)的健康發(fā)展；針對(duì)城鄉(xiāng)二元體制的特殊性，對(duì)南沙區(qū)房屋租賃管理體系提出改進(jìn)建議。結(jié)合南沙區(qū)房屋租賃管理的實(shí)際情況，總結(jié)實(shí)踐中遇到的問(wèn)題，與城市治理理論和服務(wù)型政府理論相結(jié)合，探索租賃管理工作發(fā)展的新路向。
[Abstract]:Since the Decree No. second of Guangzhou Municipal People's Government in February 19, 2005 the provisions on the management of Guangzhou city housing rental released, after nearly 8 years of efforts, the construction of a set by the municipal government, politics and Law Committee, the town government street rental housing management agencies, various government departments, and set up a huge rental housing the administrator team of Guangzhou within the jurisdiction of the rental and management of rental housing, the lessee to provide service for the management of rental housing, the Guangzhou municipal government put forward the idea of "in house". After many years of practice found that good rental housing is to manage the flow of personnel. To establish a "people" and "the house is linked through the lease relationship. The population is flowing, it is difficult to grasp the trends of personnel; the housing is fixed, the rental housing and connected through the flow of personnel leasing relationship, can grasp the flow of personnel in a certain extent Based on this background, Guangzhou land and housing administration has established a lease management system mainly based on the lease contract registration. Based on the analysis of the current situation of Nansha District housing rental market, this paper evaluated the effect of leasing management, existing problems, and put forward suggestions for improvement.
This paper studies the Nansha District rental management problems mainly from the following aspects: explaining the concept of management and lease rental housing management and internal relations; to discuss the government should play the role in the lease management from the necessity of rental management; find rental housing management practice, the security management as the main line, various functional departments involved in the model how to get rid of the malpractice management; change management ideas, explore the lease of service management mode; improve leasing management mode, and guide the healthy development of the housing rental market; according to the particularity of two yuan in urban system, put forward the improvement proposal to the Nansha District housing rental management system. Combined with the actual situation of Nansha District housing lease management, summarizes the encountered in practice the problem, combined with the city governance theory and service-oriented government theory, a new way to explore the development of leasing management.
