【摘要】:山東省是我國農(nóng)業(yè)生產(chǎn)大省,也是食品出口大省,當(dāng)前冷鏈物流發(fā)展已出具規(guī)模,冷鏈物流食品安全體系也剛剛開始建立。近年來,山東省內(nèi)如“甲醛白菜”、“翻新土豆”、“藍(lán)礬韭菜”、“敵敵畏生姜”等因冷鏈不力產(chǎn)生的食品安全問題,嚴(yán)重危害消費(fèi)者的身體健康,不僅考驗(yàn)著政府的執(zhí)政能力、也考驗(yàn)著協(xié)會(huì)、企業(yè)的社會(huì)責(zé)任,推進(jìn)了全社會(huì)對(duì)冷鏈物流食品安全問題的認(rèn)知與了解。 2013年12月,中央農(nóng)村工作會(huì)議提出:“用最嚴(yán)謹(jǐn)?shù)臉?biāo)準(zhǔn)、最嚴(yán)格的監(jiān)管、最嚴(yán)厲的處罰、最嚴(yán)肅的問責(zé),確保廣大人民群眾‘舌尖上的安全’。”2014年1月,山東省委書記姜異康在講話中指出提出要大力健全食品安全監(jiān)管體系,努力創(chuàng)建“全國農(nóng)產(chǎn)品和食品消費(fèi)最安全、最放心地區(qū)“。這對(duì)食品安全問題提出了更高的要求與期待。 本文主要采用文獻(xiàn)法和比較法。搜集和分析研究國內(nèi)外冷鏈物流食品安全有關(guān)文獻(xiàn)資料與實(shí)例,通過對(duì)文獻(xiàn)的檢索、收集、鑒別以及研究與運(yùn)用,提出對(duì)山東省冷鏈物流食品安全問題的客觀評(píng)論,并分析其形成的客觀原因;同時(shí),對(duì)原有材料組合,找出問題間的聯(lián)系與規(guī)律、形成新的觀點(diǎn)。本文的重點(diǎn)是針對(duì)山東省內(nèi)當(dāng)前冷鏈物流食品安全現(xiàn)狀,通過國內(nèi)外冷鏈建設(shè)經(jīng)驗(yàn)的分析與比較,對(duì)山東省冷鏈物流食品安全體系建設(shè)的問題及對(duì)策進(jìn)行討論。 本文主體共分為五個(gè)部分:第一部分,緒論,介紹選題的目的與意義,以及研究思路和創(chuàng)新點(diǎn);第二部分,對(duì)冷鏈物流食品安全進(jìn)行概念解析,分析特點(diǎn),以及山東省發(fā)展冷鏈物流食品安全的重要性;第三部分,具體闡述山東省內(nèi)冷鏈物流食品安全的現(xiàn)狀與趨勢(shì);第四部分,從山東省冷鏈?zhǔn)称钒l(fā)展規(guī)劃、監(jiān)管體系、行業(yè)協(xié)會(huì)作用、企業(yè)責(zé)任與標(biāo)準(zhǔn)等方面存在問題的原因進(jìn)行深入的剖析;第五部分,是對(duì)解決食品安全問題,完善現(xiàn)有體系的對(duì)策與建議。 冷鏈物流食品行業(yè),是跨多領(lǐng)域多專業(yè)的新興產(chǎn)業(yè)。本文的特點(diǎn)在于研究的出發(fā)點(diǎn)不在于食品安全的單個(gè)環(huán)節(jié),是從整個(gè)供應(yīng)鏈的角度上研究冷鏈?zhǔn)称钒踩珕栴}的原因與建議。由于食品“冷鏈”的不可間斷性,解決安全問題需要從多方面協(xié)同建設(shè),促進(jìn)冷鏈物流食品行業(yè)的發(fā)展,同時(shí)在國內(nèi)外經(jīng)驗(yàn)的基礎(chǔ)上提出進(jìn)一步優(yōu)化省內(nèi)冷鏈?zhǔn)称凡季峙c規(guī)劃,健全監(jiān)管體系,提高冷鏈?zhǔn)称废嚓P(guān)行業(yè)、企業(yè)自身的責(zé)任感、形成統(tǒng)一標(biāo)準(zhǔn),最終建立一個(gè)科學(xué)的、分工明確、反應(yīng)迅速的冷鏈物流食品安全體系。
[Abstract]:Shandong Province is a big province of agricultural production and food export in China. At present, the scale of cold chain logistics development has been issued, and the food safety system of cold chain logistics has just begun to be established. In recent years, Shandong Province, such as "formaldehyde cabbage". Food safety problems such as "renovated potatoes", "blue alum leeks", "dichlorvos" and "dichlorvos ginger" have caused serious harm to the health of consumers and not only to the government's governing ability, but also to the association. The corporate social responsibility has promoted the whole society's cognition and understanding of cold chain logistics food safety. In December 2013, the Central Rural work Conference proposed: "with the most stringent standards, the strictest supervision, the most severe punishment, the most serious accountability." "on January 2014, Jiang Yikang, secretary of the Shandong Provincial Party Committee, pointed out that we should vigorously improve the food safety supervision system." Strive to create "the safest and most secure area for the consumption of agricultural products and food in the country", which puts forward higher requirements and expectations for food safety issues. This article mainly adopts the literature method and the comparative method, collects and analyzes the domestic and foreign cold chain logistics food safety related literature materials and examples, through the literature retrieval, collection, identification and research and application. This paper puts forward an objective comment on the food safety problem of cold chain logistics in Shandong Province and analyzes the objective reasons for its formation. At the same time, for the original material combination, to find out the relationship between the problems and rules, form a new point of view. The focus of this paper is the current situation of cold-chain logistics food safety in Shandong Province. Through the analysis and comparison of cold chain construction experience at home and abroad, the problems and countermeasures of food safety system construction of cold chain logistics in Shandong Province are discussed. The main body of this paper is divided into five parts: the first part, the introduction, introduces the purpose and significance of the topic, as well as the research ideas and innovative points; The second part analyzes the concept and characteristics of cold chain logistics food safety and the importance of developing cold chain logistics food safety in Shandong Province. The third part expounds the current situation and trend of food safety of cold chain logistics in Shandong province. Part 4th, from Shandong Province cold-chain food development planning, regulatory system, the role of industry associations, corporate responsibility and standards, and other aspects of the causes of problems in-depth analysis; The 5th part is to solve the food safety problem, consummates the present system countermeasure and the suggestion. Cold chain logistics food industry is a new industry which is multi-domain and multi-professional. The characteristic of this paper is that the starting point of the research is not the single link of food safety. From the point of view of the whole supply chain, it is necessary to study the reasons and suggestions of the cold chain food safety problem. Because of the irreducible nature of the food "cold chain", the solution of the safety problem needs to be built from many aspects. Promote the development of cold chain logistics food industry, at the same time, on the basis of experience at home and abroad, put forward to further optimize the distribution and planning of cold chain food in the province, improve the supervision system, improve the cold chain food related industries. The sense of responsibility of the enterprise itself, the formation of a unified standard, and finally establish a scientific, clear division of labor, rapid response to the cold chain logistics food safety system.
