基于博弈模型的核電的公眾接受性研究

【摘要】:核電作為低碳、環(huán)保、高效的綠色能源,在化石能源日益枯竭,溫室效應(yīng)顯著的二十一世紀(jì),越來越受到全世界的認(rèn)可。2011年3月11日,日本爆發(fā)的福島核事故讓全球陷入“核恐慌”,各國(guó)公眾談核色變,嚴(yán)重影響了核電的發(fā)展進(jìn)程。如何讓公眾接受核電,這是核電長(zhǎng)遠(yuǎn)發(fā)展亟需解決的問題。本文旨在研究核電的公眾接受性,通過構(gòu)建公眾與核電企業(yè)的博弈模型,,對(duì)其均衡結(jié)果進(jìn)行演化仿真,從而確定各參數(shù)對(duì)公眾接受性的作用的方向和程度,最后提出提升公眾接受性的具體意見。 文中首先對(duì)公眾接受性的相關(guān)文獻(xiàn)進(jìn)行綜述,介紹了各國(guó)的公眾接受性現(xiàn)狀。從博弈論的角度構(gòu)建關(guān)于公眾與核電企業(yè)的完全信息靜態(tài)博弈模型,進(jìn)而得到博弈模型的均衡結(jié)果,然后根據(jù)演化穩(wěn)定策略,運(yùn)用Matlab對(duì)演化過程進(jìn)行了仿真實(shí)驗(yàn),根據(jù)不同參數(shù)值下的仿真結(jié)果,得出各參數(shù)對(duì)公眾接受性作用的方向及大小。 演化結(jié)果說明,公眾用于了解、認(rèn)識(shí)核電所花費(fèi)的成本和公眾接受性呈負(fù)相關(guān)關(guān)系;公眾因核電企業(yè)發(fā)展所獲的收益和公眾接受性呈正相關(guān)關(guān)系;公眾查出核企違規(guī)所獲的獎(jiǎng)勵(lì)和公眾接受性成正相關(guān)關(guān)系;公眾所承擔(dān)的社會(huì)責(zé)任和公眾接受性呈正相關(guān)關(guān)系。根據(jù)上述演化結(jié)果,相關(guān)核電企業(yè)或部門通過加強(qiáng)核電科普,建立公眾參與機(jī)制,惠利于民,加強(qiáng)核電監(jiān)管等途徑,來提升公眾接受性,使公眾更好的了解、認(rèn)可、接受核電,進(jìn)而推動(dòng)我國(guó)核電又好又快的發(fā)展。
[Abstract]:Nuclear power as low carbon, environmental protection, efficient green energy, with the increasing depletion of fossil energy, twenty-first Century significant greenhouse effect, more and more recognized.2011 around the world in March 11th, the outbreak of the Fukushima nuclear accident in Japan plunged the world into "nuclear panic", the public around the mere mention of the nuclear talks, has seriously affected the development of nuclear power. Let the public acceptance of nuclear power, it is urgent to solve the problem of long-term development of nuclear power. This paper aims to study the public acceptance of nuclear power, by constructing game model of enterprises and the public power, the equilibrium results of evolution simulation, so as to determine the parameters of the public acceptance of the direction and extent of the effect, finally put forward specific suggestions to enhance the public acceptance.
The related literature on first public acceptance of the review, introduces the present situation of the construction of public acceptance. The static game model with complete information about the enterprise and the public power from the perspective of game theory, and then obtain the equilibrium result of game model, and then according to the evolutionary stable strategy, using Matlab to simulate the evolution process according to the simulation results, different parameter values of the parameters on the role of public acceptance of the direction and size.
The evolution results show that for the public understanding, understanding the cost cost of nuclear power and public acceptance was negatively correlated; positive related to accept public for nuclear power enterprise development income and the public; the public found nuclear enterprises illegal reward and public acceptance into a positive relationship; positive related to public the social responsibility and the public. According to the evolutionary results related to nuclear power enterprises or departments by strengthening nuclear science, the establishment of public participation mechanism, benefit the public benefits, strengthen the supervision of nuclear power and other ways to promote the public to accept, make the public a better understanding, acceptance, acceptance of nuclear power, and promote sound and rapid development of nuclear power in China.
