【摘要】：食品安全是當(dāng)前的熱門話題，本文從標(biāo)準(zhǔn)化角度來分析食品安全問題。本文認(rèn)為為社會(huì)提供安全食品，最終是要在食品安全標(biāo)準(zhǔn)化方面解決系統(tǒng)監(jiān)管機(jī)制的構(gòu)建問題。 食品安全標(biāo)準(zhǔn)化管理是食品安全管理的基礎(chǔ)，食品安全標(biāo)準(zhǔn)化的系統(tǒng)監(jiān)管是一項(xiàng)與企業(yè)、政府、相關(guān)管理部門、技術(shù)服務(wù)機(jī)構(gòu)、消費(fèi)者等相關(guān)的系統(tǒng)工程，通過他們之間的良性互動(dòng)，食品安全管理能更好的發(fā)揮作用。 本文從分析了解榆林市食品標(biāo)準(zhǔn)化管理現(xiàn)狀入手，運(yùn)用經(jīng)濟(jì)人假設(shè)、囚徒困境悖論、供應(yīng)商選擇理論等理論為依據(jù)，通過對(duì)榆林市食品安全標(biāo)準(zhǔn)化系統(tǒng)監(jiān)管機(jī)制存在的問題及影響因素進(jìn)行詳盡分析的基礎(chǔ)上，找出榆林市食品標(biāo)準(zhǔn)化管理中存在的問題和不足，借鑒發(fā)達(dá)國家食品監(jiān)管及標(biāo)準(zhǔn)化管理的先進(jìn)管理經(jīng)驗(yàn)和做法，在構(gòu)建食品標(biāo)準(zhǔn)化保障體系、構(gòu)建食品標(biāo)準(zhǔn)化技術(shù)服務(wù)體系和信息管理體系、標(biāo)準(zhǔn)化管理方式的變革——危機(jī)意識(shí)和文化建設(shè)、構(gòu)建食品標(biāo)準(zhǔn)監(jiān)督體系等方面提出構(gòu)建榆林市食品安全標(biāo)準(zhǔn)化系統(tǒng)監(jiān)管機(jī)制的具體對(duì)策。在上述總體構(gòu)建的基礎(chǔ)上，，認(rèn)為地方政府的管理角色還應(yīng)正確定位，以利多方合作，共同促進(jìn)食品安全標(biāo)準(zhǔn)化系統(tǒng)監(jiān)管機(jī)制的構(gòu)建。
[Abstract]:Food safety is a hot topic at present. This paper analyzes the problem of food safety from the angle of standardization. Finally, it is necessary to solve the problem of the construction of the system supervision mechanism in the aspect of food safety standardization. Food safety standardization management is the basis of food safety management. The system supervision of food safety standardization is a system engineering related to enterprises, governments, relevant management departments, technical service agencies, consumers and so on. Through the benign interaction between them, food safety management can play a better role. This paper starts with the analysis and understanding of the current situation of food standardization management in Yulin City, based on the theory of economic man hypothesis, prisoner dilemma paradox, supplier selection theory and so on. Based on the detailed analysis of the problems and influencing factors in the supervision mechanism of the food safety standardization system in Yulin City, the problems and deficiencies in the food standardization management in Yulin City are found out. Drawing lessons from the advanced management experience and practice of food supervision and standardization management in developed countries, this paper constructs food standardization security system, food standardization technical service system and information management system. The change of standardized management-crisis consciousness and cultural construction. On the basis of the above construction, the author thinks that the management role of local government should be correctly positioned. In order to promote the establishment of food safety standardization system supervision mechanism.
