【摘要】：上世紀80年代以來，隨著我國經(jīng)濟的長足發(fā)展，一二三產(chǎn)業(yè)的高速擴張，城市化的進程不斷加快。傳統(tǒng)城鄉(xiāng)二元經(jīng)濟結(jié)構(gòu)下的城鄉(xiāng)矛盾也隨之顯現(xiàn)。城鎮(zhèn)化建設(shè)成了解決城鄉(xiāng)矛盾，統(tǒng)籌城鄉(xiāng)一體化發(fā)展的重要途徑。隨著土地的征用，城鎮(zhèn)化建設(shè)使得失地農(nóng)民面臨著脫離農(nóng)業(yè)生產(chǎn)，融入城市生活的市民化過程。 根據(jù)二元經(jīng)濟機構(gòu)模型、城市化發(fā)展進程“S”曲線理論及農(nóng)民市民化動力機制理論，農(nóng)民市民化原因是來自于產(chǎn)業(yè)制度、宏觀經(jīng)濟、產(chǎn)業(yè)結(jié)構(gòu)等外部因素，以及提高經(jīng)濟收入、改善生活水平、尋求個人發(fā)展的內(nèi)生動力。而成功的市民化過程也就是從消除城鄉(xiāng)二元經(jīng)濟，實現(xiàn)城鄉(xiāng)融合，提高非農(nóng)產(chǎn)業(yè)經(jīng)濟發(fā)展，改善農(nóng)民生活水平為出發(fā)點。通過借鑒國外先進國家的成功市民化經(jīng)驗，通過促進農(nóng)民增收、完善失地農(nóng)民社會保障體系、增進失地農(nóng)民市民意識、消除城鄉(xiāng)隔閡等工作使得失地農(nóng)民逐漸轉(zhuǎn)變?yōu)樯鐣髁x新市民。 溫州市因其人民不安貧困現(xiàn)狀、富于創(chuàng)業(yè)精神而且商業(yè)意識濃厚，在農(nóng)村改造和城鎮(zhèn)化發(fā)展的過程中處于領(lǐng)跑地位，幾乎可以成為全國城鎮(zhèn)化建設(shè)的標桿。處在國家宏觀政策支持、溫州市自上而下的城鎮(zhèn)規(guī)劃的大環(huán)境中，同時結(jié)合自身城邊村的城鎮(zhèn)化需求，2005年以后麗岙鎮(zhèn)也逐步開展起城鎮(zhèn)化建設(shè)，對于城鎮(zhèn)化過程中的失地農(nóng)民市民化，麗岙鎮(zhèn)在失地補償、戶籍管理等許多方面做了許多積極的工作。但是，市民化是一個系統(tǒng)的、持久的進程，麗岙雖然實現(xiàn)了城鎮(zhèn)化改造，實現(xiàn)了社區(qū)化管理，在全面推進農(nóng)民市民化的進程中還有很長的路要走。麗岙街道應(yīng)該結(jié)合自身特點探索市民化的發(fā)展模式，制定點面結(jié)合、分步進行的市民化模式，大力發(fā)展實際經(jīng)濟，不斷提高當?shù)鼐用竦氖杖胨�，完善社會保障體系，加強社區(qū)服務(wù)能力、組織繼續(xù)培訓與教育促進就業(yè)，最關(guān)鍵的是通過持續(xù)的努力從思想觀念上改變失地農(nóng)民的小農(nóng)意識和自由散漫的農(nóng)村生活方式，通過一至兩代人的努力將麗岙失地農(nóng)民改變成新型的溫州市民，，繼續(xù)助力溫州城市化進程。
[Abstract]:Since -20s, with the rapid development of China's economy, the rapid expansion of 123 industries. The process of urbanization continues to accelerate. The urban-rural contradictions under the traditional urban-rural dual economic structure also appear. Urbanization construction has become an important way to solve the urban-rural contradictions and coordinate the development of urban-rural integration. With the acquisition of land. The construction of urbanization makes landless farmers face the process of urbanization, which separates from agricultural production and melts into urban life. According to the model of dual economic institution, the theory of "S" curve of urbanization development process and the theory of dynamic mechanism of farmer's citizen, the reason of farmer's urbanization comes from the external factors such as industrial system, macro-economy, industrial structure and so on. And raise economic income, improve living standards, seek for the endogenous power of personal development. And the successful process of citizenship is to eliminate urban and rural dual economy, achieve urban-rural integration, improve the development of non-agricultural industry economy. Improve the living standards of farmers as a starting point, by learning from the successful experience of advanced countries in other countries, by promoting farmers' income, improving the social security system of landless farmers, and enhancing the awareness of the citizens of landless farmers. Eliminate the gap between urban and rural areas and other work to gradually transform land-lost farmers into new socialist citizens. Wenzhou City is in the leading position in the process of rural transformation and urbanization development because of its people's uneasiness and poverty status, full of entrepreneurial spirit and strong commercial consciousness. Can almost become the benchmark of the national urbanization construction. In the national macro policy support, Wenzhou top-down urban planning environment, at the same time combined with the urbanization needs of their own urban-side villages. Since 2005, the town of Lizhong has also gradually developed the construction of urbanization. It has done a lot of positive work in many aspects, such as compensation for lost land, household registration management and so on, for the urbanization of landless farmers in the process of urbanization. Citizenship is a systematic and lasting process. Although Li'ao has realized the urbanization transformation, it has realized the community management. There is still a long way to go in the process of promoting farmers' urbanization in an all-round way. The Liao street should explore the development model of the urbanization according to its own characteristics, and formulate the model of the integration of points and aspects, step by step. We will vigorously develop the real economy, continuously raise the income level of local residents, improve the social security system, strengthen the capacity of community services, and organize continued training and education to promote employment. The most important thing is to change the consciousness of small farmers and the free and loose rural life style of land-lost farmers through continuous efforts, and to change Liao landless farmers into new Wenzhou citizens through the efforts of one or two generations. Continue to help Wenzhou urbanization process.
