恩施市土地利用分區(qū)研究

【摘要】：土地是社會一切財富的重要來源,也是人們賴以生存的生產(chǎn)資料,更是我們在生產(chǎn)勞動中的重要勞動對象。土地問題是關系到國家安定、經(jīng)濟發(fā)展、社會和諧的重大問題。根據(jù)《中華人民共和國土地管理法》的規(guī)定,編制中國土地利用總體規(guī)劃必須遵循一定原則,例如保障耕地、保護環(huán)境、嚴控占用農(nóng)地、合理規(guī)劃各類用地、堅持可持續(xù)開發(fā)等原則,甚至鄉(xiāng)鎮(zhèn)的總體規(guī)劃也要遵守相應原則及制度。只有切實的落實國家相關政策及規(guī)定,科學的進行土地研究、合理的開展土地工作,高效的定制高質(zhì)量的土地利用分區(qū)方案,才能充分發(fā)揮其理論與指導意義,并促進目標區(qū)域的全方位發(fā)展。通過查閱國內(nèi)外的相關資料,借鑒國內(nèi)外優(yōu)秀學者的相關經(jīng)驗,并結(jié)合了一些科學的研究方法對所選定的目標區(qū)域的土地利用分區(qū)進行了深入研究。本文通過對湖北省恩施土家族苗族自治州的首府恩施市進行了解與研究,在充分收集恩施市自然、社會、經(jīng)濟等方面資料后,以恩施市所轄的街道及鄉(xiāng)鎮(zhèn)為研究對象,共16個基本研究單元。同時本文通過對《恩施市2014統(tǒng)計年鑒》及《恩施市2014土地利用現(xiàn)狀》等資料的學習,了解恩施市2013年年末的各項數(shù)據(jù)及變更數(shù)據(jù),從中選取了14個指標構(gòu)成了對目標區(qū)域進行分區(qū)的評價指標體系,并歸納為社會經(jīng)濟發(fā)展、自然生態(tài)環(huán)境、土地利用結(jié)構(gòu)三個方面進行描述。然后運用SPSS統(tǒng)計分析軟件進行主成分分析,利用分層聚類分析法得出了初步的分區(qū)方案,接著綜合考慮了恩施市的自然因素與政策因素后對初步分區(qū)方案進行調(diào)整與優(yōu)化,最終得到了恩施市的土地利用分區(qū)方案。本文最終將恩施市所轄的16個街道及鄉(xiāng)鎮(zhèn)劃分為四大區(qū)域,分別是集貿(mào)型土地利用區(qū)、旅游型土地利用區(qū)、資源型土地利用區(qū)、綜合性土地利用區(qū)。本次研究為恩施市土地利用結(jié)構(gòu)優(yōu)化、科學開發(fā)土地、開展研究工作等方面提供了一定參考意義。
[Abstract]:Land is an important source of all social wealth, is also the means of production on which people depend, and is also an important labor object in our productive labor. Land problem is a major problem related to national stability, economic development and social harmony. According to the provisions of the Land Management Law of the people's Republic of China, the formulation of the overall plan for land use in China must follow certain principles, such as ensuring cultivated land, protecting the environment, strictly controlling the occupation of agricultural land, and rationally planning all kinds of land. Adhere to the principles of sustainable development, and even the overall planning of villages and towns should abide by the corresponding principles and systems. Only by implementing relevant national policies and regulations, carrying out land research scientifically, carrying out land work reasonably and efficiently customizing high-quality land use zoning plan, can we give full play to its theoretical and guiding significance. And promote the overall development of the target area. By referring to the relevant materials at home and abroad and drawing on the relevant experience of outstanding scholars at home and abroad, and combining some scientific research methods, the land use zoning of the selected target area is studied in depth. Through the understanding and research of Enshi, the capital of Enshi Tujia and Miao Autonomous Prefecture in Hubei Province, this paper takes the streets and towns under the jurisdiction of Enshi as the research objects, after collecting fully the natural, social and economic data of Enshi. There are 16 basic research units. At the same time, through the study of "Enshi 2014 Statistical Yearbook" and "Enshi 2014 Land use status" and other data, this paper understands the Enshi data and the change data at the end of 2013. 14 indexes are selected to form the evaluation index system of the target area, which can be summarized into three aspects: social and economic development, natural ecological environment and land use structure. Then using SPSS statistical analysis software for principal component analysis, using hierarchical cluster analysis to obtain the preliminary zoning plan, and then considering the natural factors and policy factors of Enshi City to adjust and optimize the preliminary zoning plan. Finally, the land use zoning plan of Enshi City was obtained. This paper divides the 16 streets and towns under the jurisdiction of Enshi into four regions, namely, the intensive trade land use area, the tourism land use area, the resource type land use area and the comprehensive land use area. This study provides some references for the optimization of land use structure, the scientific development of land and the development of research work in Enshi City.
