【摘要】：毒品問題是個全球性問題,隨著經(jīng)濟社會的發(fā)展,我國的禁毒、戒毒形勢十分嚴(yán)峻。根據(jù)國家禁毒委的統(tǒng)計,我國的吸毒人數(shù)呈現(xiàn)不斷上升的趨勢,因吸毒導(dǎo)致的違法犯罪發(fā)生率不斷增加,嚴(yán)重危害社會治安和公共安全。2008年頒布的《中華人民禁毒法》和2011年實施的《戒毒條例》明確了我國建立起以醫(yī)療機構(gòu)自愿戒毒、社區(qū)戒毒(康復(fù))、強制隔離戒毒、政府戒毒康復(fù)(以下稱戒毒康復(fù))為主體的戒毒措施體系。2006年,司法部開始倡導(dǎo)將戒毒康復(fù)作為一種創(chuàng)新社會管理的手段,豐富我國的戒毒措施體系。經(jīng)過近十年的發(fā)展,全國各地的戒毒康復(fù)場所經(jīng)過不斷探索,發(fā)展形成了具有本土化特色的戒毒康復(fù)模式,提煉出科學(xué)、有效的工作經(jīng)驗。雖然浙江省十里坪戒毒康復(fù)中心形成了具有特色的工作方案,但是仍存在不少問題。主要集中在地位不明確、收治困難、專業(yè)化隊伍建設(shè)滯后等方面。本文從以下幾個方面研究戒毒康復(fù)工作的對策:一是從明確對象和對外宣傳兩個方面來拓寬戒毒康復(fù)人員的收治渠道;二是主張有條件地構(gòu)建知識結(jié)構(gòu)合理、業(yè)務(wù)技能全面的專業(yè)化隊伍;三是引入家庭共建機制,家庭參與、協(xié)助、支持戒毒康復(fù),由戒毒康復(fù)場所與家庭一起幫助戒毒康復(fù)人員實現(xiàn)戒毒目標(biāo),推動戒毒康復(fù)可持續(xù)發(fā)展,為創(chuàng)新社會管理手段,保障國家長治久安做出貢獻。
[Abstract]:Drug problem is a global problem. With the development of economy and society, the situation of drug control and detoxification in China is very serious. According to the statistics of the National Narcotics Division Commission, the number of drug users in China is on the rise, and the incidence of illegal and criminal activities caused by drug use is constantly increasing. Seriously endangering public security and public safety. The "Chinese people's Law on Drug Control" promulgated in 2008 and the "regulations on Drug treatment" implemented in 2011 clearly stipulated that China should establish voluntary detoxification by medical institutions, community rehabilitation (rehabilitation), and compulsory isolation of drug treatment. In 2006, the Ministry of Justice began to advocate detoxification rehabilitation as a means of innovative social management to enrich the system of detoxification measures in China. After nearly ten years of development, the rehabilitation sites in various parts of the country have been continuously explored, and the pattern of rehabilitation with local characteristics has been developed, and scientific and effective working experience has been extracted. Although the rehabilitation center of Shiliping in Zhejiang Province has formed a special work plan, there are still many problems. Mainly concentrated in the status is not clear, treatment difficulties, professional team construction lagged and so on. This paper studies the countermeasures of drug rehabilitation from the following aspects: first, to broaden the treatment channels of drug addicts from the two aspects of clear target and external propaganda; second, to advocate the rational construction of knowledge structure. A professional team with comprehensive professional skills; third, the introduction of a family co-construction mechanism, family participation, assistance and support for drug rehabilitation, and the help of drug treatment and rehabilitation facilities and families to help drug addicts achieve their goals. Promote the sustainable development of rehabilitation, and contribute to the innovation of social management means to ensure the long-term stability of the country.
